TERMS AND CONDITIONS

1. Introduction

Electrical Research and Development Association (ERDA), Vadodara has three on-
line low voltage short circuit test facilities. Two laboratories, situated at Makarpura,
Vadodara, have a capability of 50kA at 436V for testing of switchgears and 11 kV,
1.6 MVA transformers. The laboratory at Savli is the largest on-line short circuit test
laboratory in India. It has a capability of testing switchgears upto 120 kA at 525 V
and transformers of 33 kV, 4 MVA.

The Makarpura laboratory has been in operation since 1998 and the Savli
laboratory since 2008. ERDA has developed expertise in establishing and using on-
line low voltage short circuit laboratories.

For the laboratory at Savli, ERDA wants to procure a standby transformer for short
circuit testing.

This bid document gives the specifications of the transformer and other terms and
conditions.

2. Pre-Bid Clarifications

Pre-bid clarifications required, if any, should be sent in writing by the date


mentioned in clause 8 of this document “Receipt of pre-bid clarifications by ERDA”.
Clarifications will be issued in writing and made available to all the bidders by the
date mentioned in clause 8 of this document “Issue of all pre-bid clarification by
ERDA”. Such clarifications will be treated as part of the Bid Documents. In case the
vendor wishes to visit ERDA short circuit laboratory to have a look at the location
and the application, they should do so after getting the visit dates confirmed in
writing.

3. Scope of work to be performed by the consultant

i. Design, manufacturing, testing, supply, installation and commissioning of one


number of short circuit testing transformer according to the specifications given
in Annexure I at ERDA, Savli.
ii. Detailed drawings of the transformer including but not limited to outline general
arrangement, transport details, rating and diagram plate, HV bushing, LV
bushing, valve schedule plate, foundation plan, core cross section, winding cross
section, cross section view of core and winding, etc.
iii. Short circuit calculations according to IEC-60076 (during design review).
iv. Installation drawing giving details of foundation and clearances.
v. Short circuit testing of the transformer at any ISO-17025 accredited laboratory
in presence of ERDA representatives.
vi. Availability of the spares needed for next 10 years and their estimated cost.

4. Bid Schedule

Bid to be submitted in two parts and in separate sealed covers:

1) Technical bid for transformers including all the points mentioned in Sl. No. 3 and
the guaranteed technical particulars given in Annexure I.
2) Commercial bid showing separate charges for the transformer, test charges,
terms and conditions, guarantee etc.

The last date of receipt of bid proposals in sealed covers is 15:00 hours
by the date mentioned in clause 8 of this document as “Submission of bid by
vendors”.

Bids received after the aforesaid time/date shall not be entertained.

The bids should be placed in a sealed envelope super scribed as below:

1) “Technical Bid for Supply of 5 MVA, 132kV/33kV Transformer for Short Circuit
Testing".
2) “Price Bid for Supply of 5 MVA, 132kV/33kV Transformer for Short Circuit
Testing".

The proposal must be valid for 180 days from the date of submission.

Two copies of each Technical Bid and one copy of Price Bid is to be submitted.

5. Evaluation of Bids

Qualification criteria for Technical Bid

The following documents have to be submitted by the bidder:

I. The past experience in having supplied similar transformers.

A. Technical Qualification:
1. Completion certificate of one similar nature of work done having a
minimum value of 50 times the total bid value OR
2. Completion certification of two works of similar nature, each having a
minimum 25 times the total bid value.

B. Commercial Qualification:

1. Annual turnover shall not be less than 50 times total bid value.
2. Bidder shall provide annual reports for the last three years.

II) Bidder shall provide the following technical data:

A. Methodology and work plan for performing the assignment.
B. Results of short circuit tests on similar transformers.
C. Schedule for different activities (bar chart as given in annexure II).

6. Techno-Commercial Negotiations

The Evaluation Committee nominated by ERDA will evaluate the technical bids and
commercial bids on the adequacy/quality of the proposed work plan and
methodology, related experience of the bidder and the total quoted amount.

Bidders will be invited for technical discussions/presentations on their proposals to


ERDA evaluation committee. Date of the presentation will be informed to the
bidders at least 15 days in advance.

The aim is to reach an agreement on all the points and shall include discussion on
the bidder’s past experience, proposed design of the transformer, methodology,
specification of the transformer, work plan, bar charts indicating activities, etc.

Commercial negotiation will be carried out with the bidder following the technical
discussions.

7. Terms of Payments

The payment shall be made as under:-

a) 20% of the total cost of transformer on issue of the order by ERDA and
submission of detailed work plan by the manufacturer against a bank guarantee
from a nationalized Indian bank for the duration of the supply.

b) 60% after the completion of pre-dispatch inspection

c) 10% after successful commissioning of the transformer

d) 10% against submission of the performance bank guarantee valid for the
duration of 60 months from the date of commissioning.

The bills in triplicate shall be submitted to ERDA. ERDA shall arrange the payment
normally within 25 days.

Income tax and any other taxes as per Government of India rules will be deducted
at source in accordance with the prevalent rules.

9. Facilities Expected From ERDA

Any facility expected from ERDA, by the bidder, may be communicated while
submitting the bids.

10. Confidentiality

All bidders should keep the information provided by ERDA in this request for bid as
confidential and not disclose it to any third party. The successful bidder will be
expected to sign a Non-Disclosure Agreement with ERDA before placing of the
order.

11. Termination
In case the bidder is not able to supply the transformer, ERDA shall purchase the
transformer from any other manufacturer from the open market and the difference
in cost if any, shall be recovered from the bidder in addition to the penalties
leviable under this bid.

12. Penalty:
Penalty for late delivery: If the bidder fails to comply with the stipulated delivery
schedule as per the Contract, ERDA will deduct @ 0.5% on the ex-works price of
the transformer per week upto maximum of 10% of the ex-works value till all the
items are delivered for creation and commissioning of the transformer.

13. Arbitrators:
The contract shall be governed and construed in accordance with the laws of India.

The parties shall settle all or any of the differences, disputes through mutual discussions
amicably. The resolution of all disputes, which cannot be resolved amicably through
mutual discussions, shall be settled through arbitration as provided under the Indian
Arbitration and Conciliation Act, 1996 or any modifications thereof. Each party shall

appoint an arbitrator from their side and the two arbitrators shall appoint/select the third
arbitrator who will preside over the arbitral tribunal which shall consists of three
arbitrators. The arbitration proceedings shall take place in at a place mutually acceptable
to both the parties and shall be conducted in the English language.

Annexure I
TECHNICAL PARTICULARS FOR 132 kV/33 kV, 5 MVA
POWER TRANSFORMER
Parameter Specification
1. Application Short circuit testing transformer. The transformer will be used
as a stand by transformer. The transformer should also be
suitable for use in parallel with the existing transformer.
2. Duty cycle 40 MVA for 30 seconds every half an hour,

5 MVA continuous.

The transformer will be subjected to a duty of 500MVA for 100


msec, 15 times in a year and 350 such shots over its life.

5. Impedance Exactly as per the existing transformer of EMCO make already
installed at Savli laboratory.
3.576% (Tolerance +0% to -15%) at minimum tap ie 39.6kV,
5.728% (Tolerance +0% to -20%) at normal tap ie 33kV and
8.736% (Tolerance +0% to -20%) at maximum tap ie 27.165kV.
All values are at 40 MVA base. The details of the voltage and
impedance variation at different taps are given in Table I.

Harmonic content of output voltage should be less than 1%.
The transformer should not saturate at 1.1 times the rated
voltage. (Harmonic content in output voltage at rated voltage
and 110% of rated voltage should be same.)

19. Design Vendor to submit short circuit withstand calculations as per


IEC 60076-5, 2006 of the transformer after receiving purchase
order. Manufacturing of transformer can be started only after
design review and approval by ERDA.

Easun MR make and type “3XMI-351-170/D”.

21. The transformer to be tested


for the following tests other than all
routine tests as per IS: 2026

a) Temperature rise test At 5 MVA continuous current at manufacturer’s end.


Temperature rise test to be conducted with no-load loss at tap
1 + load loss (maximum value of load loss at any tap).

DGA to be carried out before and after temperature rise test.


b) Impulse voltage test 650kVp on 132kV side and 170kVp on 33kV side at
manufacturer’s end. Chopped wave: 110% of full wave at
manufacturer’s end.
c) Short circuit test The transformer to be subjected to 9 shots (3 each on
minimum, normal and maximum tap positions) as per IEC
60076-5: 2006 of
500MVA at tap 1
550 MVA at tap 9
500 MVA at tap 18
The change in %X after each shot should not show an
increasing trend.
The %X change after short circuit test should not be more than
the 1%.
%X measurement to be carried out for minimum, normal and
maximum tap position after each shot.
Test to be carried out at CPRI or at any ISO 17025, 2005

d) SFRA SFRA measurements to be carried out before and after short
circuit test.

f) Waveforms at 1.1 times To verify that the transformer is not getting saturated it has to
rated voltage at each tap be tested at 1.1 times the rated voltage at each tap and the
voltage waveforms recorded. Harmonic content of output
voltage should be less than 1% at rated voltage and at 1.1
times the rated voltage. Harmonic content of output voltage
should be the same at rated voltage and at 1.1 times the rated
voltage.
22. Guarantee Five years from the date of commissioning.

23. Stage inspection ERDA will carry out inspection of the transformer at various
stages of its manufacture. ERDA will also carry out testing on
raw material used for testing (copper, iron etc). Raw material
(copper, CRGO, oil, bushings etc) should be as per the
approved vendors list.
24. Note: The vendor should visit the Savli site and verify the parameters
of the existing transformer as the new transformer has to be
capable of being run in parallel with the existing transformer.
The vendor should submit the technical bids and the
commercial bids in separate sealed covers suitably marked.
The technical bids to be submitted in the GTP format enclosed
at Table II.
The commercial bid should separately mention the charges for
short circuit test. ERDA reserves the right to waive the short
circuit test on its discretion.
