1.1.1 The Contractor’s scope of work shall include complete design, detail
engineering, checking of all specifications, preparation of drawings and
documents, obtaining approvals from Statutory authorities, supply &
procurement of all materials and consumables, flexibility analysis, dynamic
analysis, supporting, fabrication, laying, erection, chemical cleaning, testing,
flushing and pre-commissioning, including steam flushing, if required, complete
in all respects, of all pipelines in accordance with the final Process Package
and required for successful erection, commissioning, operation and
maintenance of the plant. In addition to the total aboveground piping scope, as
above, the Contractor’s scope shall also include painting and insulation of
piping as per the P&IDs, line schedule and specifications.
(i) Final Equipment Layout in plans, elevations, and sections, with all
Vendor data incorporated for. Approaches and roads around the
Unit, drop out areas, and maintenance areas to be clearly marked.
(ii) Key Plan and Area Division for unit and offsite area. Area division
for underground piping and above ground piping shall be same
however the underground and aboveground piping shall be made in
separate drawings.
(v) Piping Isometrics for all lines with support marking and Bill of
Material.
(iii) Place purchase orders for all piping items on vendors approved by
EIL/OWNER. Furnish Final vendor drawings for piping items e.g.
Valves, Bellows, Steam Traps, Strainers and Springs etc.
d) Procure, supply insulation materials with all accessories and execute all
insulation jobs as per specifications.
f) Supply of all support Procure, supply paint and execute painting of all equipment,
piping, structural like platform materials and fabrication and installation of
supports.
g) Execute all mechanical jobs identified during OWNER/EIL check list, Technical
audits, pre-commissioning and commissioning, including additional supports
required to restrain pipe movement avoiding interference with nearby
structural/piping.
h) Set up Field Engineering Cell and execute field engineering, which becomes
necessary to resolve problems during prefabrication, shop fabrication, field
fabrication or erection at site. Necessary field design change drawings shall be
submitted for approval and shall be reflected in the “as built” drawings /
documents.
i) Obtain clearances and approval from all applicable statutory/Government
agencies e.g. IBR, PCB, OISD, CCE, TAC etc.
j) All piping materials required for testing and pre-commissioning e.g. piping spools,
bolting and gaskets, flanges, blinds or any other piping materials for carrying out
this activity is included in Contractor’s scope of supply.
K) LSTK Contractor shall fully familiarize himself with the site conditions, approach
roads, location of fabrication yards, and transportation from the fabrication yard
to the unit and offsite areas.
The above list of activities is not exhaustive and therefore not limited to the
above. The scope includes all such activities as required, supply of all materials
and components as required, for successful commissioning of the plant as per
the requirements of the P&IDs, line lists, Piping Design Basis and Engineering
specifications etc. enclosed in the bid document so as to result in a total
operable and maintainable plant
All piping shall be designed as per ASME B31.3, except for steam and
condensate, which shall meet the requirements of Indian Boiler Regulation also.
Bidder’s work, supplies and construction shall comply with all codes and
standards referred to in the piping design basis. In addition, OISD norms for
equipment layout as per “OISD-118" shall also be followed. In case of any
discrepancies between the documents, matter should be referred to EIL/OWNER
for approval.
The following documents enclosed in the bid document form the basis of work for
the bidder.
(i) Process Package including P&ID's, line lists, Data Sheets, Standards /
Specifications.
(ii) Piping and Valve Material Specification attached with the bid package
(duly updated after EIL approval for additional requirements, if any) and
other specifications attached in the bid package.
Piping Design basis shall be followed and read in conjunction with the points
written below.
LSTK Contractor shall develop and finalize a detailed Equipment layout showing
elevations and distance of all equipment and structures which shall conform to
the requirements of OISD 118-1995, battery limit, platforms, all anchor bays, all
access and maintenance corridors, tube removal areas, drop out areas,
staircases, ladders, Electrical/Instrument cable trenches/ducts/trays, cross
sections of pipe racks, Monorails with capacity, E.O.T. with capacity, Fixed /
sliding supports, location with number of hose stations, eye wash and safety
shower (required as per P&ID’s ) etc. shall be submitted for EIL/OWNER
approval.
A minimum of 20% space of the total width of the pipe rack for all tiers combined
together shall be earmarked for future expansion on the pipe rack. Width of the
pipe rack and number of tiers shall be finalized by the LSTK Contractor to meet
the present requirements +20% extra space for future expansion, with not less
than 1000mm on each tier. The extra space on each tier shall be all through the
pipe rack and shall not be staggered. Contractor shall submit the loading on the
pipe rack due to sustained, friction, wind, thermal, seismic loads on the pipe rack
for review by EIL. These loads shall also take into account the loads due to
space reserved for future.
Minimum Pipe spacing shall be based on Piping Design Basis using insulation
thickness as given in line list/insulation charts. Even if a flange may not be
appearing in the line the spacing shall be as per the EIL guidelines. Actual line
spacing shall take care of thermal expansion of adjoining lines during operation
as well as pre-commissioning/start up conditions. The spacing of pipelines in
the transverse direction across the pipe rack should take into consideration the
longitudinal expansion of the pipe along the pipe rack. Contractor to prepare
detailed pipe spacing chart for both horizontal runs as well as for 45 deg.
crossings for all applicable ratings and submit it for EIL review.
Utility hose stations shall be provided for Service Water and Plant Air as per
EIL standard 7-44-0401 and as indicated in the P&IDs. Adequate number of
hose stations shall be provided so that every area at Grade, in structure,
buildings, tower etc. can be reached from at least one hose station. Each hose
station shall be furnished with 1" dia., 15-meter long hose. All utility
connections at the hose stations shall be quick coupling for Water. Hose
Stations for Nitrogen and any other service shall be provided as per the
requirements of P&IDs. Hose stations with numbers are to be marked on the
Equipment Layout.
Piping arrangement shall provide for flexibility of lines to take care of the
thermal expansion, contraction and equipment settlement. Large reactions or
moments at equipment connections shall be avoided, refer 5.4 for nozzle
loads. Expansion computation shall be made on the basis of a base
temperature of 21.1 deg. C (70 deg. F) and shall cover (+ve or -ve) design
temperature(s) as shown in line schedule as well as start-up and shutdown
conditions.
(a) Flexibility analysis shall meet the requirements of Code ASME B-31.3 (latest
edition). Analysis shall consider stress intensification factors as per ASME B-
31.3.
- Corrosion Allowance
(i) All lines 8" and above and Design Temp. > 150 deg. C
(ii) All lines 16" and above and Design Temp. > 80 deg. C
(iii) All lines 6" and above and Design Temp. > 65 deg. C, that are
connected to Rotating Equipment, Air Coolers or any other
sensitive equipment.
(iv) Any other system/line that stress engineer feels necessary for
stress check.
Pipe support pedestal drawing shall be submitted for approval and the type of
pedestal including load capacity shall be marked on Isometrics. Piping support
standard, with load bearing capacity, shall be submitted for EIL review prior to
submitting the Isometrics. Special pipe supports not covered in the pipe
support standard are to be submitted for EIL review along with the respective
isometrics.
Spring supports shall have Teflon pad on top slide plate of spring for
temperatures up to 200°C and graphite pad or roller bearing for higher
temperatures.
HDPE pipes shall be continuously supported.
All future lines shall be routed and shown as chain dotted on GADs with full
details indicating dimensions line number etc. Nozzle schedule giving nozzle
number, size, rating, facing, projection, elevation and orientation shall be
inserted in the GAD’s.
LSTK Contractor shall update the Piping Material Specification 6-44-05 enclosed
with the bid package, generate for any additional requirement and submit it for
review by EIL. The Piping Material Specification updated by the LSTK Contractor
shall give all the details as required in the EIL standard format for Piping Material
Specifications.
All calculations for pipe thickness, reinforcement pads etc. are to be submitted
along with the updated Piping Material Specification for all sizes covered in the
Process Package. For sizes not covered in the detailed specification sheets,
LSTK Contractor to do the pipe thickness calculations. Pipe thickness,
reinforcement calculations shall be as per ASME B31.3. However, for
underground lines Contractor to ensure that the pipe thickness meets the soil
cushion pressure as per API 1104. Thickness specified in PMS is the minimum
requirement, in case of increase of thickness based on calculations, same shall
be provided without any cost / time implication. Thickness and reinforcement
calculations for lines under IBR shall meet IBR requirements in addition to ASME
B31.3. All additions in the PMS shall be consistent with the given parameters and
specifications and in no case inferior to the items already covered therein.
Valve Material Specification 6-44-06 shall be followed for this Project, which is
based on the Piping Material Specification. LSTK Contractor shall generate the
valve material specifications for all types/sizes of valves not covered in 6-44-06
based on Piping material specification. The valve material specification shall be
developed on the EIL standard formats for each type of valve and shall be
submitted for review by EIL.
Only those valves that are mentioned in the piping material specification
shall be used.
Any change to Contractors proposal for additions during EIL review shall not
entitle Contractor to charge extra cost to OWNER.
(i) Fabrication of all stub-in branch connections shall meet the requirement of
the relevant codes. Reinforcement pad to be provided only after carrying
out visual and additional checks specified for the branch weld.
Welding, pre- and post-weld heat treatment shall be carried out as per EIL
welding specification 6-77-0001. and welding specification charts covered in 6-
77-0005. However, welding procedure / welder qualification shall be approved by
EIL. Non-destructive testing of welds shall be as per 6-44-16. Welding and NDT
charts 6-77-0005 and 6-44-16 respectively shall be updated by the LSTK
Contractor for modifications made in the Piping Material Specifications and also
for classes not covered in the charts as per the EIL standard format and
submitted for EIL review.
1.2.14 PAINTING
Index of all the drawings for the Project to be prepared by LSTK Contractor.
The LSTK Contractor shall furnish schedule for submission for all
drawings/documents during the kick-off meeting. Any change in submission
dates may lead to delay in EIL review. Contractor shall not be entitled to any
schedule extension due to this delay neither any extra claim shall be raised
by the Contractor due to the delay in review for documents not furnished as
per schedule.
EIL shall carry out Technical Audit for the above project at site during the
construction stage of the project in order to confirm compliance to the
comments given on engineering drawings/ documents during the detail
engineering phase.
1.2.18 DEVIATION
Contractor to also note that any financial implications arising due to dilution
of acceptable deviations shall be chargeable to the Contractor based on
assessments made by EIL/OWNER in this regard, however no extra claims
shall be admissible in case of up gradation of specifications

NOTES:
1. CONTRACTOR shall proceed for further detail Engineering after incorporation of
OWNER/EIL’s comments.
4. The prerequisite documents must have a review code1 or review code2 before
submitting the downstream documents, otherwise the document shall not be
reviewed and shall be sent back in review code-3.
All documents/drawings submitted for OWNER/EIL’s review shall comply with the
contract documents viz. Design Basis, Job Specifications, relevant
Standards/Specifications, P&IDs, Licensor’s requirements mentioned in the bid package
etc.
OWNER/EIL reserve the right to change the category of documents from review to
records and vice versa.
