02. Personal Profile of Executive Director

Dr. Nazeer Hussain Kalhoro, Executive Director, Sindh Poultry Vaccine Centre Karachi,
Livestock Department, Government of Sindh was born on 18 November 1978, in small village
of Raheem Bughio known as Hatti of Larkana. He got his primary education from the village
school and secondary education from Government High School Bakrani, Larkana and
Intermediate from Hyder Bux Jatoi (M) College Dokri, Larkana. He always got distinctions in
school education, and 2nd position in board examination in matric and F.Sc. For this, he also got
Larkana District Council scholarship. Although, he was initially selected for MBBS at Chandka
Medical College Larkana, but he soon realized and got admission in Sindh Agriculture
University Tandojam for DVM degree program in 1997. He passed DVM degree with first
class first position in 2002. Soon, he was appointed as a Lecturer in the university. He did his
Masters in Veterinary Pathology and disease diagnosis from the same university with first class
first position in 2005. He passed international GRE and got foreign scholarship in 2005 for
PhD. He got PhD in Virology and Vaccine development from University of Veterinary
Medicine Hannover, Germany also with first class first position within 03 years in 2009. He
was appointed as Assistant Professor in Veterinary Pathology in 2010 but he soon left the
university and joined the Livestock Department as a Director, Sindh Poultry Vaccine Centre
Karachi.

He has generated 105 new viruses and 19 new vaccines, some of them are getting registered in
Europe. He has published more than 15 research publications. He has remained supervisor/ co-
supervisor of more than 12 M.Phil/ PhD degrees. His specialization has remained in the field of
recombinant vector vaccines and virology especially, the avian influenza or bird flu viruses.

Due to his excellent academic and research performances, he has been awarded by the
President of Pakistan with the awards of Izaz-i-Sabqat, Presidential Gold Medal, and by the
Governor Sindh with Chancellor’s Gold Medal, Chancellor’s Gild-edge Silver Medal, and
Millennium Gold Medal. He has also earned the titles of Man of the new Millennium and
National Star Laurette’2004 and in 2005, respectively.

Recently, he has been given an additional charge of Project Director for the establishment of
first veterinary university in Sindh province i.e., Shaheed Benazir Bhutto University of
Veterinary and Animal Sciences Sakrand and campus at Larkana. Currently he is serving as
Executive Director Sindh Poultry Vaccine Centre Karachi, Livestock Department, Government
of Sindh and is also acting as Project Director of 06 other development and Research projects
in the field including Sindh Livestock Tagging & Traceability Project.
03. Introduction of Directorate
Sindh Poultry Vaccine Centre (SPVC) is the largest vaccine production unit in Pakistan.
It produces over 300 million doses (different disease live and killed virus) veterinary vaccines
per annum. The Centre was established under Sindh Assembly Act of 1995 working under the
department of Livestock & Fisheries, Government of Sindh, Pakistan. It was the first Public
Sector organization in Sindh certified with ISO (9001-2008).

The manufacturing unit of SPVC is equipped with hi-tech facility and highly qualified staff and
dynamic leadership. The Research and Development (R&D) department of the Centre reveals
the splendor success in the field of vaccines and immunology. It is equipped with cutting-edge
technology, engaged in vaccine research and field diagnosis for the continuous improvement in
the quality of vaccines and generation of novel vaccines. The diagnostic facility covers
postmortem diagnosis, serology, biochemistry, pathology and molecular characterization of
field pathogens.

The quality vaccines manufactured by the unit are marketed in Pakistan and overseas. It is the
symbol of international quality.

05. Objectives / Activities / Functions

The Aims and objectives of Sindh Poultry Vaccine Centre, Karachi are as under:

 To accelerate the production of poultry vaccines.

 To undertake scientific and technological research for the improvement of quality of vaccines
and production of new vaccines and utilization of such vaccines and publish results of such
research for general information.

 Responsible for planning and promoting projects in this behalf to plan and implement
training programs in the field of vaccines and produce vaccinators.

 To devise easy methods of administration of vaccines.

 To promote join ventures especially with foreign investors for the improvement of quality of
vaccines.

 To take such steps as may be necessary or conducive to the attainment of its objectives.

 To carry out research on the epidemic/crisis to develop quick, reliable and accurate
diagnosis, using latest technology.

 To recommend an effective program for the prevention of major viral diseases by


Vaccination.

 To take efforts to control the disease of zoonotic nature and public health importance.
