ALL OPERATORS MESSAGE

Date: 15 December 2017 Ref AOM: 42/72/2017/09 issue 1

This AOM is for information only and does not give instructions to Operators. It advises Operators of matters, which are currently, either
under investigation or dealt with by ATR. However, Operators may consider initiating their own action. This AOM may be reissued to
inform Operators of the closing action (Service Bulletin, No action required, etc…).

Aircraft models: All ATA: 00/22

SUBJECT: Bank Angle Limitation in Severe Icing Conditions

REASON
This AOM is issued to inform and provide operators with operational recommendations
following in-service events of temporary loss of control in severe icing conditions.

DESCRIPTION
These events occurred in the following conditions:
 Severe Icing Conditions
 DEGRADED PERF caution triggered by the APM
 IAS at or below Icing bug + 10 kt
 AP engaged in HDG SEL (HI BANK) or LNAV
The minimum speeds for flight in icing conditions (Icing Bug) or Icing Bug +10kt in severe
icing conditions are established as minimum speed for low bank maneuver (bank angle <
15°). Minimum speed for high bank maneuver has to be increased by 10kts in icing
conditions and 30kt in severe icing conditions.
The lateral flight guidance of the FD/AP may allow HI BANK turn at lower speed than Icing
Bug + 30 kt, although the aircraft is only protected at LO BANK in severe icing conditions.

RECOMMENDATION
The AP/FD vertical mode (pitch hold, V/S) shall not be used in climb when in icing conditions.
Upon DEGRADED PERF caution triggered by the APM (if installed) or in severe icing
conditions, the Autopilot (AP) shall be disconnected.
Active monitoring of the aircraft speed and rate of climb is essential to ensure effective
aircraft energy management and situational awareness.
ATR recommends distributing the attached OEB n ° 36 to all flight crew and inserting a copy
in their operating manuals.

Issued by
O.E.B. N° 36 EV DEC 17

SUBJECT : Bank angle limitation in Severe Icing Conditions.

1 - Reason for issue.

This OEB is issued to inform crews that, in some case of severe icing conditions, the
lateral flight guidance of the FD/AP may allow HI BANK turns although the aircraft is only
protected at LO BANK.

Some in--service events led to a temporary loss of control. These events occurred in the
following conditions:

¯ Severe icing conditions,

¯ DEGRADED PERF caution triggered,
¯ IAS at or below VmLB0 Icing + 10 kt (referred to as ICING BUG + 10 kt),
¯ AP engaged in HDG SEL (HI BANK) or LNAV.

Recommendations:

ATR reminds its strong recommendation to climb in IAS mode, with a target IAS set above
the recommended speed (VmLB0 Icing in icing conditions, VmLB0 Icing + 10 kt in severe
icing conditions).

ATR informs that the additional 10 kt to VmLB0 Icing requested by the procedure protects
the aircraft from stall only at low bank (<15_) in severe icing conditions.

ATR then reminds that the SEVERE ICING procedure asks for manual flying (AP OFF)
and recommends to limit the bank angle to 15_ when the IAS is below
VmLB0 Icing + 30 kt.

2 - Procedure.

Add the following items to the DEGRADED PERF and SEVERE ICING procedures:

J If IAS < ICING BUG + 30 kt

" MAX BANK ANGLE: 15_

Minimum icing speed and bank angle limitations:

CONDITION LO BANK HI BANK
Icing conditions ICING BUG ICING BUG + 10 kt
DEGRADED PERF or ICING BUG + 10 kt ICING BUG + 30 kt
SEVERE ICING
Descend if necessary to maintain speed.
