CHAPTER – 1
INTRODUCTION
1.1 This hand book certain information chart of the office of the Chief Electrical
Inspector to Government , Tamil Nadu Electrical Inspectorate , Chennai-32
and has been prepared as per the provisions contained in section 4 of Right
to Information Act, 2005. The Chief Electrical Inspector to Government is the
Head of the department of Tamil Nadu Electrical Inspectorate.
1.2 This hand book describes the powers exercised and functions performed by
the office of the Chief Electrical Inspector to Government , Chennai-32.
1.3 This hand book is useful for the consumers of electricity availing HT supply,
promoters of Wind Mill Installations and Independent Power Projects,
Electrical Contractors, Manufacturer’s of Lift Installations, Companies
carrying out the Maintenance works at Lift Installations and Cinema
Operators.
1.4 The organization of information in this hand book is specified in the contents.
1.5 The words and expressions used in this hand book shall have the meaning
assigned to them in the Acts, Rules, Regulations and G.Os mentioned in
paras 2.4 & 3.1
1.6 The Senior Electrical Inspector (Head Quarters) and the Electrical Inspector
(Technical) of this office may be contacted for getting more information about
the subjects covered in this hand book as well as other information about this
office.
1.7 Any specific information about the functions of this department may be
obtained by sending a written request in this regard.
CHAPTER – 2 (Manual – 1)
Particulars of Organisation, Functions and Duties
2.1 The object of Tamil Nadu Electrical Inspectorate is to ensure electrical safety
in the State of Tamil Nadu.
2.2 Accident free electrical installations in the State of Tamil Nadu is the mission
of Tamil Nadu Electrical Inspectorate.
2.3 The Electrical Inspectorate is a statutory creation under the then Indian
Electricity Act , 1910. It was part of the erstwhile Electricity Department of the
Government of Tamil Nadu. After the formation of State Electricity Board the
Inspectorate was made an independent department under the administrative
control of the Public Works Department upto 31.7.1993. From 1.8.93 it is
under the control of the newly formed Energy Department in the Secretariat.
2.4 The Tamil Nadu Electrical Inspectorate exercise the powers and perform
functions specified in the following Acts and Rules/Regulations framed there
under.
1)The Electricity Act, 2003
2)Tamil Nadu Cinemas (Regulation) Act, 1955
3)Tamil Nadu Lifts Act 1997
4)Tami Nadu Tax on Consumption or Sale of Electricity Act, 2003
5)The Energy Conservation Act, 2001
2.5 Ensuring Electrical Safety in HT Electrical Installations, Lift Installations,
Cinema premises, functions where public are assembled etc, collection of
Electricity Tax and Implementing Energy Conservation measures are the main
activities/functions of this Department.
2.6 The following services are rendered at the office of Chief Electrical Inspector to
Government.
(I) Approval under Rule 63 of Indian Electricity Rules, 1956.
(ii) Approval for the List of manufacturers, installation and Maintenance of Lift
Installations.
(iii) Issue of Cinema Operator Licence under Tamil Nadu Cinema
Regulation Rules, 1957.
2.7 Organisational Structure Diagram of Tamil Nadu Electrical Inspectorate is
furnished in ANNEXURE- ‘A’.
2.8 Knowledge in electrical safety measures and energy conservation measures
is the expectation of Tamil Nadu Electrical Inspectorate from the Public.
2.9 Public are invited to send suggestions through letters and on line to achieve
the mission of this Department and to improve the efficiency of the services
rendered by this Department.
2.10 Through administrative inspections by the higher official at the subordinate
offices the service delivery and redressal of Public Grievances are monitored.
2.11 The address and telephone Numbers of various offices of this Department are

Rules, Regulations, Instructions, Manual and Records for Discharging Functions
4.1.1In discharging the functions of this Department the provisions in the Acts,
Rules, Regulations and G.Os mentioned in paragraph Nos. 2.4 and 3.1 are
followed. The copy of the above Acts, Rules , Regulations and G.Os are
available at leading law book sellers and at the web sites of Central and State
Government.
Procedure followed in Decision Making Process
5.1. The instructions available at the Tamil Nadu Government Offices Manual
are followed in decision Making Process.
5.2 The papers are routed through officers of various cadres like Junior Electrical
Inspector, Assistant Electrical Inspector, Electrical Inspector and Senior
Electrical Inspector and considering the remarks submitted by them, the
decision is taken by the Chief Electrical Inspector to Government . The
decision is taken depending upon the compliance of requirements prescribed
in Acts, Rules, I.S. Specifications etc.
5.3 The decision is communicated to the concerned person through post.
5.4 The different subjects on which the decisions made, are specified in paragraph
2.5. The officers at various levels involved in the process of decision making are
furnished in paragraph 7.2. These officers may be contacted at the office of the Chief
Electrical Inspector to Government . The appeal against the decision of Chief Electrical
Inspector to Government will lie to the Government.
