This afternoon, during a speech in Indianapolis, President Trump was expected to reveal, for the first time, the
details of the long-anticipated Republican tax reform proposal that calls for substantial business and individual
tax cuts. But in a political era where every little thing is leaked to the media, we no longer have to wait for
presidential speeches to learn the details of key pieces of legislation. As such, below is a 9-page summary of
Trump's tax plan courtesy of the latest leaks.
Here are the highlights:
GOALS
The Trump Administration, the House Committee on Ways and Means, and the Senate Committee on
Finance have developed a unified framework to achieve pro-American, fiscally-responsible tax reform. This
framework will deliver a 21st century tax code that is built for growth, supports middle-class families,
defends our workers protects our jobs and puts America first It will deliver fiscally responsible tax reform

defends our workers, protects our jobs, and puts America first. It will deliver fiscally responsible tax reform
by broadening the tax base, closing loopholes and growing the economy. It includes:
Tax relief for middle-class families.
The simplicity of “postcard” tax filing for the vast majority of Americans.
Tax relief for businesses, especially small businesses.
Ending incentives to ship jobs, capital, and tax revenue overseas.
Broadening the tax base and providing greater fairness for all Americans by closing special interest
tax breaks and loopholes.
Personal Tax Rates: As expected, Trump's plan includes a doubling of standard deductions with a consolidation
of tax brackets and the suggestion that a new top end bracket may be created to "ensure that the reformed
tax code is at least as progressive as the existing tax code and does not shift the tax burden from high-
income to lower- and middle-income taxpayers."
The framework simplifies the tax code and provides tax relief by roughly doubling the standard
deduction to:
$24,000 for married taxpayers filing jointly, and
$12,000 for single filers.

Under current law, taxable income is subject to seven tax brackets. The framework aims to
consolidate the current seven tax brackets into three brackets of 12%, 25% and 35%.

Typical families in the existing 10% bracket are expected to be better off under the framework due to the
larger standard deduction, larger child tax credit and additional tax relief that will be included during the
committee process.

An additional top rate may apply to the highest-income taxpayers to ensure that the reformed tax code is
at least as progressive as the existing tax code and does not shift the tax burden from high-income
to lower- and middle-income taxpayers.
Alternative Minimum Tax: Eliminated.
The nonpartisan Joint Committee on Taxation (JCT) and the Internal Revenue Service (IRS) Taxpayer
Advocate have both recommended repealing the AMT because it no longer serves its intended purpose and
creates significant complexity. This framework substantially simplifies the tax code by repealing the
existing individual AMT, which requires taxpayers to do their taxes twice.
Itemized Deductions: Keeps home mortgage interest and charitable deductions but eliminates all others
including the "State and Local Tax" deduction which will mostly impact folks in the high-tax blue states of New
York, New Jersey and California (but our understanding is that NY, NJ and CA residents want to pay higher
taxes...so it's really a win for everyone).
In order to simplify the tax code, the framework eliminates most itemized deductions, but retains tax
incentives for home mortgage interest and charitable contributions.
Death Tax: Eliminates "death tax" and generation-skipping transfer tax.

Small Business Tax Rates: Capped at 25%
The framework limits the maximum tax rate applied to the business income of small and family owned
businesses conducted as sole proprietorships, partnerships and S corporations to 25%.
Corporate Tax Rates: Reduced to 20%

Corporate Tax Rates: Reduced to 20%
The framework reduces the corporate tax rate to 20% – which is below the 22.5% average of the
industrialized world. In addition, it aims to eliminate the corporate AMT, as recommended by the non-
partisan JCT. The committees also may consider methods to reduce the double taxation of corporate
earnings.
Capital Investment Expensing: Immediate expensing.
The framework allows businesses to immediately write off (or “expense”) the cost of new investments in
depreciable assets other than structures made after September 27, 2017, for at least five years.
C-Corp Interest Expense: Caps interest expense deduciton via some yet TBD formula.
The deduction for net interest expense incurred by C corporations will be partially limited. The
committees will consider the appropriate treatment of interest paid by non-corporate taxpayers.
Repatriation: Enacts "100% exemption" for dividends from foreign subsidiaries
The framework transforms our existing “offshoring” model to an American model. It ends the perverse
incentive to keep foreign profits offshore by exempting them when they are repatriated to the United
States. It will replace the existing, outdated worldwide tax system with a 100% exemption for dividends
from foreign subsidiaries (in which the U.S. parent owns at least a 10% stake).

To transition to this new system, the framework treats foreign earnings that have accumulated overseas
under the old system as repatriated. Accumulated foreign earnings held in illiquid assets will be subject to a
lower tax rate than foreign earnings held in cash or cash equivalents. Payment of the tax liability will be
spread out over several years.
Noticeably absent in Trump's tax plan is any mention of the treatment of "carried interest"...a hot-button
topic for hedge funds and private equity managers that reap the rewards of having the majority of their income
treated at "capital gains" rather than "personal income."
Of course, the real question is whether the bill has even the slightest chance of passing both houses of
Congress or if will soon meet the same fate as the failed Obamacare repeal bills.

They probably are laughing, mostly at all of the childless, low-income people, struggling to cover
their insurmountable rent on money from one earned-only income source, instead of on two
earned income streams or on one earned income stream and pay-per-child welfare/taxfare, who
think that they get an income tax cut because of that standard-deduction trick on $12,000 in
earnings.
It is the married people with two incomes to cover rent who get the tax cut, in addition to a huge,
refundable child-tax-credit welfare windfall of up to $6,269. They will not have to work hard for
it, either.
As with the free food and free rent that accrues to single moms who work the welfare-reform
minimum of 20 hours per week, the "tax cut" will go to married moms just working part time to
provide extra money for luxuries. Whereas, it takes a childless worker with one earned-only
income stream 4 months of full-time work to earn $6,269 in many jobs, especially in a state with
a $19k per capita income like mine

Those of us who have no children are already at a disadvantage in a job market where moms can
advertise jobs as "the best place for working moms" and can conduct extremely unprofessional
interviews that revolve around the topic of motherhood, hiring and retaining almost 100% moms
in many workplaces and protecting each other in back-watching rings as they take off a ton of
time [for kids], they say.
The only way for childless, single people to afford rent is to consume less than 1,000 calories of
food per day. Even then, rent is still nearly impossible to afford. This tax cut does absolutely
nothing for this group, which does not just include childless women working in the many mom-
dominated, low-paying fields, but also non-custodial parents who are mostly men and the single
moms with grown children.
All of these voters have to cover all bills, including skyrocketing housing costs, on one stream of
low, earned-only income, with no unearned-income buffer at all between low-wage, churn jobs,
unlike the people getting the tax welfare. I have never even received one dime of UC to help with
rent between jobs.
The 28% of childless voters over 40 do not matter to lawmakers.
To give you an example of a non-childless person who also gets a kick in head from this policy, I
will describe a single momma I worked with in one of the upscale mall stores. She was making
$10 per hour without a degree and with less sales experience. I, as a former shop owner with a
bachelor's degree and many years of sales experience, got the big $11 per hour.
All day long, this woman whose unmarried, teenage daughter was pregnant was rooting for her to
break up with her baby's father so that she could live with her in reduced-cost housing. Because,
as a citizen or a noncitizen, getting pregnant and having children that you cannot afford pays far
more via our welfare and tax-welfare code more than full-time work. Ten dollars per hour will not
cover rent.
I won't bother describing the $10-per-hour job I got after adding 4 insurance licenses to my
useless bachelor's degree and going down $1 per hour in pay after all of that expense and hoop-
jumping for the "legally required" licensing.
My unlicensed, non-degree-holding, pregnant, single-mom colleague was making $9 per hour,
$1 per hour less than me. She had done a lot of [massively irresponsible] things with awful
physical consequences for her child, but was rewarded for it in spades by taxpayers.
Her parent helped her a ton with luxuries, bringing it into the workplace. She had just returned
from a trip to Florida. She talked a lot about her child tax credit and was sizing down to fewer
hours so that she could get 100% free housing added to her array of freebies from government. I
could not afford rent on my $10-per-pay pay. I had no benefits, as usual, and had a big gas
expense with my 1 and 1/2-hour daily commute.

Tax accountant here! It already does that. Eliminating the deductions for state and local taxex,
eliminating the 401k deduction, and eliminating the mortgage interest paid deduction would
increase my taxes. Reducing the rates on pass-through income will further lower the effective
tax rates for the wealthy.

Everyone who owns a business is not rich. When I owned a shop, the business loan, the overhead,
the operating expenses and the twice-as-high SS tax rate took almost all of the profit. We had
many great clients, including most of the bank presidents in town, the state representatives and

rates....what I find is that the difference in the winners and losers in this day and age is dependent

consume more welfare, but overall, more white parents get it.
These parents only have to work 20 hours per week to get it, and in fact, they have to work so
few hours. Because, otherwise, they go over the income limit for welfare.
If you count the biggest and most frivolous welfare checks of all -- child tax credits ($3,337 --
$6,269) that are issued in lump sum and often used on things like trips to Florida with boyfriends
-- it is much higher, with many white recipients.
Ugh, I wish I had not voted or had written in a name, as I will in the future. As a childless citizen
who is not in a high-income category, I am not represented in any way in this country.
