Warning
Rapid changes of wind speed and direction and moderate to severe turbulence often occur on both runway
approaches but particularly on the approach to runway 13 at Seychelles International Airport. Reports of wind
shear in excess of 20 knots have been received from aircraft approaching to RWY 13 when surface wind is in the
sector 140º – 240º at speeds of 15 knots or more during the south east monsoons. Strong updrafts and downdrafts
often occur during these conditions during the latter stages of the approach and along the runway.

Additional lighting system is installed for the curved visual approach to RWY 13 containing the following
elements:-
1. VICTORIA LIGHTHOUSE (043657.8S 552812.3E) elevation 60 feet - Strobe type beacon flashing
white (60 flashes per minute). The light is positioned on top of the lighthouse in Victoria Harbor and is directed at
the centre of the “gap” between St. Anne Island (Fixed red light 043613S 553015E) -elevation 827 feet) and NE
Point (Flashing red light 043429S 552751E - elevation 410 feet. (Rate of flash 42 per minute)
2. 2 NM ARRAY - A line of lights 2nm from touchdown consisting of five concrete pontoons 200ft apart
each pontoon carrying four lights, three of which are steady and one flashing in sequence beckoning aircraft towards
the runway. These flashing lights are on a different circuit and can be switched on and off separately from the
steady lights. The lights are angled towards the NE direction in order to give early guidance to aircraft.
3. 1 NM ARRAY - Situated 1 nm from touchdown, a line of five concrete pontoons spaced 200ft apart each
carrying four lights. A roll guidance bar consisting of four concrete pontoons either side of the first lead in
pontoons forms an inverted Tee ( T ) to approaching aircraft. These pontoons carry three lights each ,two of which
are steady and one flashing in sequence and are spaced to give the bar a width of 175 feet.
4. COASTAL HAZARD BEACONS - Flashing red lights at Le Rocher (0439S 5528E-elevation 550 feet)
and Petit Paris (0440S 552930E - elevation 390 feet). Rate of flash is 40 per minute. The approach lighting to RWY
13 is a variable five stage High Intensity system.
5. NEW LIGHTS RWY 13 - New lights (rabbit lights) have been installed for runway 13, in addition to the
1 and 2 nautical mile approach lights. It consists of flashing white lights and beckons aircraft towards runway 13.

1. Introduction
1.1 The following Conventional Instrument approach Procedures are designed in accordance with criteria as stipulated
in the ICAO PANS-OPS (Doc 8168) Volume 2.
2.1 RNAV fixes have been provided at each Initial Approach Fix (IAF) to facilitate direct RNAV operation to the
conventional procedures. These may be used operationally to allowing a smooth transition from RNAV (GNSS)
STARs to conventional procedures.

1. Introduction

1. Introduction
1.1 The following RNAV (RNP) Instrument Approach Procedures are designed in accordance with criteria as stipulated

2.1 For RNAV (RNP) Instrument Approaches Procedures, operators shall ensure that they hold the necessary operational
approvals as part of the Operations Specification of the AOC in order to conduct RNAV (GNSS) Instrument Approach
Procedures (see ICAO PBN Manual, Doc 9613).
2.5 The current acceptable standard for the approval of RNP AR operations is the FAA AC 119.
2.6 Foreign aircraft and operators shall also seek the permission of the Seychelles Civil Aviation Authority prior to
undertaking such operation at the contact indicated below. The request shall include a copy of the Operations
Specifications where such approval has been conveyed by the State of Operator/Registry and any associated
limitation or restrictions.

2.1 For RNAV (GNSS) STARs and SIDs operations, the aircraft shall be GNSS equipped and the navigation systems shall
meet the ICAO RNP-1 standard of accuracy, or equivalent, such as JAA TGL 10 or FAA AC 90-96A Appendix 2-
Precision Area Navigation (P-RNAV).
2.2 Operators shall ensure that they hold the necessary operational approvals as part of the Operations Specification of
the AOC in order to conduct RNAV (GNSS) SIDs and STARs.
