ABSTRACT

According to Population and Civil Registration Agency of Balikpapan, the

population from 2014 to 2015 has been increasing for 4,3% out of 706.414 citizens. In
2015, water production capacity of Balikpapan reached for 1.186,79 liters/second and
Manggar Reservoir contributed for 900 liters/second or equal as 75,84% of the
Balikpapan Municipal Waterworks (PDAM Balikpapan) total production. Manggar
reservoir is very fundamental in fulfilling water needs in Balikpapan. The development
of city population will affect the increasing of water needs in that area. Hence, the
studying of water potential in Manggar reservoir in order to fulfill Balikpapan water
needs for the next 20 years and also to give the solution of Balikpapan water needs in
2035 is needed.
Calculation in this study consist of population projection for the next 20 years
with geometric method, the period of rainfall was calculated by Pearson Type III, rate
of flow availability analyzation with FJ Mock method, rate of flow plan with Nakayasu
Hydrograph, capacity analyzation with Arch Capacity of Reservoir, and flood routing
with step-by-step method.
The results show that the rainfall plan is 507,93 mm, the plan discharge of PMF
retrun period is 928,32 m3/ second. The population in 2035 will reach for 3.585.168
citizens with the average of water needs for 26.622.023,50 m3, and the average of water
availability in Manggar Reservoir will reach for 17.133.441,72 m3. Out of current
availability, Manggar reservoir only fulfilled for 64,36% Balikpapan water needs for
the next 20 years. Manggar Reservoir is currently at its optimum condition at the
moment which means that solution towards this problem is needed. Hence, the use of
flood control dam as water supply for Balikpapan citizens is needed for tackling the
water deficit problem in 2035.
