Proposition de Compte-rendu :

L’enregistrement qui nous est présenté est une interview sur les Nations – Unies. Une
journaliste interviewe un jeune homme au sujet de cette organisation, sa spécificité et le
rôle des Casques Bleus.

Le siège de cette institution, bien qu’il soit situé sur l’île de Manhattan, ne fait pas partie
du territoire américain ; c’est un territoire international qui appartient à ses 193 membres.
C’est parce que John D. Rockefeller a fait don de 8,5 millions de dollars aux Nations –
Unies qu’ont été achetés les 18 acres de terre qui sont aujourd’hui le siège de cette
organisation.

La journaliste souhaite savoir ce qu’est un Casque Bleu.

L’intervenant explique que les Nations-Unies ne possèdent pas d’armée
propre ; quand une opération de maintien de la paix est nécessaire, ce sont donc les
états membres qui envoient des militaires, des policiers, voire même des architectes ou
des médecins en fonction des besoins. Ils portent tous l’uniforme de leur pays, mais
servent ensemble sous l’autorité du Conseil de Sécurité, et ils portent un casque bleu, ou
un béret bleu qui montre qu’ils sont dans une mission de maintien de la paix.

“The United Nations headquarters is located in Manhattan , but it’s not on American soil. Could
you explain that ?”

“The United Nations headquarters has a special status. It’s international territory; It means it
belongs to all member states. So at the moment in 2012, it belongs to the 193 countries that
are the members of the United Nations. The reason why they chose New York is because
Mr. John D. Rockefeller Jr. donated eight and a half million dollars to the United Nations and
they bought the 18 acres of land that became today the United nations headquarters. “

“Do you know how you become a blue helmet or peacekeeper?”

“Well, a blue helmet or a peacekeeper is actually a contribution by member states since the
United Nations is not a world government; it doesn’t have its own army. And whenever there’s a
peacekeeping operation you have member states that contribute to it whether military or in any
other way needed. They could be army, they could be police, they could be architects, they
could be doctors. So,it depends what the need is. They all wear their country’s uniform but of
course they all serve together under one mandate that comes from the Security Council and
they wear the blue helmets, blue berets, blue hats , that shows they are peacekeepers.”
