This document has been developed by Working Group 5 (Welding, Non-Destructive Testing (NDT)
and Quality Control (QC)) and managed by Corporate Quality and Management Systems
Department, reviewed by User Departments and endorsed by concerned QP Management for use
as Corporate Standard.
This document is the replacement of section 2 ―Method of Operation and Personnel Qualification‖
of ―Specification for the Non-Destructive Testing of Welds, ES-S-60‖. This document will supersede
section 2 of the said specification and serve as technical guidance for preparing project
specifications on the specific subject. This document shall be used in conjunction with ISO 9712-
2011. Clause 7.5 of this standard is supplementary to ISO 9712 standard.
This standard, QP Standard for Non Destructive Testing - Part 1, Contractor/Subcontractor
Management System (MS) and Personnel Qualification, QP-STD-R-008-1, is the first part of series
covering QP Non-Destructive Testing requirements.
Other new standards replacing the other sections of ES-S-60 will be issued separately as follows:

This document is published for the utilization of project teams, business units, QP Departments
and Contractors / Consultants employed by them. It should be emphasized that the document is to
be used for QP operations wherever applicable and appropriate.
The document in its present numbering, layout and format was prepared in accordance with the
standardization procedures (QP-PRC-A-001 & QP-PRC-A-003).
The document in its present form reflects as far as possible the current QP requirements taking
into account the known available industry practices and the applicable latest national and
international codes and standards.
The document is subjected to periodical review to re-affirm its adequacy or to conform to any
changes in the corporate requirements or to include new developments on its subject.
It is recognized that there will be cases where addenda, data sheets, or other clarifications need to
be attached to the standard to suit a specific application or service environment. As such, the
content of the document shall not be changed or re-edited by any user (QP or its contractors,
suppliers, agents, etc.), but any addenda or clarifications entailing any changes shall be brought to
the attention of the Custodian Department.

1.0 OBJECTIVE
This standard defines the minimum requirements for the Contractor/Subcontractor
Management System (MS) and Personnel Qualification for Non-Destructive Testing (NDT)
activities for Qatar Petroleum (QP) for new and existing facilities. This standard covers the
minimum required education, training, examination and experience for personnel who will
conduct the following NDT methods:
Acoustic Emission Testing (AT)
Eddy Current Testing (ET)
Infrared Thermo-graphic Testing (TT)
Leak Testing (LT)
Magnetic Particle Testing (MT)
Penetrant Testing (PT)
Radiographic Testing (RT)
Ultrasonic Testing (UT)
Visual Testing (VT)
QP may impose additional personnel qualification requirements deemed necessary for
any special nonconventional NDT methods and techniques. The requirements for other
NDT methods, which are not mentioned above, shall be advised by QP in case-by-case
basis.
2.0 SCOPE
This standard is applicable on all QP projects, new facilities and existing facilities
including service requirements in onshore and offshore.
QP concerned directorates and departments will follow the requirements of this standard.
This standard specifies QP‗s requirements for the qualification of NDT Contractors &
Subcontractors and NDT personnel qualification and certification as detailed in clause 7.5
of this standard.
3.0 APPLICATION
Application of this standard shall extend to the NDT Contractors/ Subcontractors, who
will be providing NDT services in Operations and QP projects through QP appointed
EPIC / Construction Contractors. NDT Contractors/Subcontractors shall adhere to all
the requirements stated in this standard without any exclusion.
This standard shall be also applied on all Manufactures and Vendors and their sub-
vendors who will provide any material or equipment for QP. The requirements of this
standard shall be included in Manufactures‘ and Vendors‘ relevant procedures and
Inspection and Test plans. However, other equivalent systems may be accepted by
QP at Manufactures and Vendors premises
4.0 TERMINOLOGY
4.1 DEFINITIONS
The following definitions apply throughout this standard:
Company - QP or appointed managing consultant
Contractor - The party which entered into contract with QP for providing the
QC - Quality Control
QP - Qatar Petroleum
RPO - Radiation Protection Officer
RT - Radiographic Testing
TT - Infrared Thermo-graphic Testing
TWI - Formerly: The Welding Institute in UK
UT - Ultrasonic Testing
VT - Visual Testing
IAEA - INTERNATIONAL ATOMIC ENERGY AGENCY
All NDT Contractors and Subcontractors shall utilize NDT Personnel Qualification
System in accordance with this standard. This system shall be documented, distributed
and implemented.
However, currently approved NDT Contractors and Subcontractors will be given a
transition period of two years, from the issue date of this standard, to adjust their
systems according to the requirements of this standard.
7.1 MANAGEMENT REQUIREMENTS
Only approved NDT Contractor/Subcontractors shall be permitted to provide the
required NDT services for QP. New NDT Contractor/Subcontractors seeking QP
approval shall be subjected to a prequalification process, including physical audit,
before approval.
Before the commencement of NDT work in any contract, the approved/assigned
Contractor/Subcontractor shall submit the following documentation for QP approval:
a) Project Quality Plan (PQP) as per QP standard QP-STD-Q-004 and ISO 9001:2008
Quality Management System Requirements.
b) Project HSE Plan as per QP-REG-S-001: QP HSE Regulation for Contractors, QP-
GDL-V-001: QP Guideline for Waste Management, ISO 14001: Environmental
Management Systems - Requirements with guidance for use and BS OHSAS18001:
Occupational Health and Safety Management Systems Requirements.
c) An organogram which defines the role of the Contractor's staff responsible for NDT.
d) An internal quality manual relating to NDT operations.
e) Written NDT procedures (approved by the contractor NDT Level 3 certified as per
sub-clause 7.5), including procedure qualification tests and reports/records formats.
f) A list of NDT operatives and supervisory staff, supported by relevant certification and
supplementary evidence. NDT personnel Certificates shall be issued by QP
recognized and accepted Certification Body.
g) A list of equipment to be used (attached with its calibration certificates as applicable)
under the contract.
h) Contractor/Subcontractor may propose new alternative NDT methods and
techniques as long as necessary to QP review and approval.
i) QP shall attend all the NDT procedure qualification tests as and when required
specially for new methods and techniques. Contractor/Subcontractor shall notify QP
in advance by all of these qualifications.
j) Contractor/Subcontractor shall ensure that there is adequate number of the
approved NDT personnel as per the scope of work.
k) CONTRACTOR/Subcontractor shall provide all the required inspection/testing
equipment, materials, accessories, consumables, tools and computers to perform
the specified NDT as per the scope of work and the required quality.
The effectiveness of quality management system and quality plan used by Contractor/
Subcontractor shall be subject to monitoring by QP and in addition may be audited
following an agreed period of notice.
7.2 REPORTING AND RECORDS
Contractor/Subcontractor shall be responsible for the accuracy and the validity of all
NDT reports submitted to QP Site. NDT reports produced during the contract shall be
collated, processed by the contractor and used to produce a post contract report.
The style and the format of the post contract report shall be subject to approval by QP.
Any additional requirements, specified in the related QP standard for NDT for any test
method, shall be submitted to QP.
Contractor/Subcontractor shall report any accessibility limitation which may affect the
effectiveness of the applied test method along with a suitable proposed technique to
overcome this limitation.
Contractor/Subcontractor shall adhere to the project schedule and avoid any NDT
backlog. Any NDT backlog shall be reported immediately to QP along with the
proposed corrective action.
All non-conformities shall be reported immediately by Contractor/Subcontractor to QP
along with the proposed preventive and corrective actions.
Retention of testing records and related documents shall be as per QP standard
requirements for the applicable NDT test method. Generally, the minimum retention
period shall be five years. However, in-plant (Refinery) NDT inspection reports shall be
kept until equipment retirement or replacement.
The records shall be stored in suitable and safe location during this period and can be
easily retrieved as needed by QP.
Sub-clause 5.5.3: Modify the last line in sub-clause 5.5.3 as follow: These
requirements shall be described in a documented procedure based on the requirements
of this standard and QP other specified requirements.
Clause 6: add the following after the first paragraph: Only level II and III personnel are
permitted to work for QP.
Changes/Amendments Made:
This standard has been revised to incorporate latest available industry
practices and the applicable latest national and international codes and
standards.
Note:
The revision history log shall be updated with each revision of the document. It shall contain a
written audit trail of the reason why the changes/amendments have occurred, what the
changes/amendments were, and the date at which the changes/amendments were made.
