    A bill becomes a law through several steps in the legislative process. It starts with a bill being introduced in either the House of Representatives or the Senate. The bill is then debated and voted on in committees before going to a floor vote. If it passes both the House and Senate in identical form, it is sent to the President to be signed into law.
