INTRODUCTION

According to the WCED, sustainable development is "development that meets the


needs of the present without compromising the ability of future generations to meet their own
needs." Sustainable development implies economic growth together with the protection of
environmental quality, each reinforcing the other. The essence of this form of development is
a stable relationship between human activities and the natural world, which does not diminish
the prospects for future generations to enjoy a quality of life at least as good as our own.
Proper waste disposal is a major contribution in dealing inevitable environmental issues.
Promoting segregation at source will make ecological awareness climb to its peak.

A. PROFILE OF THE BARANGAY

Brief History of the Barangay

Back in the early 80’s, one of the original residents of then Barangay Ruyu, Rolando
Yodan Rivera, initiated the move to have another barangay, separate and distinct from Ruyu
and Pengue. Hence, on September 11, 1984, then Mayor Apolonio Reyes, whose family are
among the most prominent residents herein, signed the approval for the separation of
Barangay Leonarda, witnessed by members of the Tuguegarao Council, and representatives
from different organizations, having met the standard requisites of being a barangay.

The 82 hectares land area of the barangay is now home to 578 households with a
population of 3,068(2010), a relatively small barangay, but with enormous economic
potential. Among its landmark establishments are the Divine Mercy Community Parish
Church, Chinese Cemetery, the Dupaya Cockpit Arena, Victory Bus Terminal, Tuguegarao
Central Terminal, Kainang Pilipino, Montessori de Cagayan, various business establishments
such as motor vehicle repair shops, accommodation houses, eateries, and the soon to
constructed Robinson’s Mall.

Barangay Leonarda, bounded on the North by Barangay Carig Sur, on the East by
Barangays Tanza and Caggay, on the west by Barangay Pengue-Ruyu, and on the South by

Barangays Centro 11 and 12 (Balzain East and West), celebrates its Patronal Fiesta on the
Sunday immediately following the Easter Sunday.

In its 30 years of existence, Barangay Leonarda has had five (05) Punong Barangays
namely: Rolando Y. Rivera (1 term), Domingo Caranguian (1 term), Marita S. Odon (3
terms), Rosario S. Lucina (1 term), and now Rizalino T. Luyun on his 2nd term.

Segregation of Wastes

SECTION 6. Mandatory Segregation of Solid Wastes. It shall be mandatory for all


households, business establishments and institutions to property segregate their garbage
according to the categories.

SECTION 7. Requirements for the Segregation and Storage of Solid Wastes while
awaiting Collection. Pending collection of garbage, all households’ establishments and
institutions shall be guided by the following:

a.) There shall be a suitable container such as a plastic bag or the like for the
ecological solid waste before these are brought out along the streets or
being brought out at the assigned dumping areas.
b.) There shall be a separate container for each type of waste from all sources:
Provided, That in the case of bulky waste, it will suffice that the same be
collected and placed in a separate and designated area; and
c.) The solid waste container depending on its use shall be properly marked or
identified for on-site collection as follows:

i. Biodegradables/Compostables or “Nabubulok”;
ii. Recyclables or “Di-nabubulok na maaari pang pakinabangan”; and
iii. Residuals & Special Wastes or “Di-nabubulok na ‘di na
mapapakinabangan.”
Collection and Disposal
iv. SECTION 8. There shall be a designated dumping area for all
households, business establishments and institutions in the
Barangay.
v. SECTION 9. Time of dumping of ecological solid wastes for
collection at the collection sites shall be from five o’clock to six
o’clock in the morning, and only on the specific schedule of
collection days by the City Garbage Collection team.

C. Legal Basis of the Project

The Integrated Solid Waste Management Program is promoted by the Local


Government Units all over the country to confront garbage issues that all along become
afflicting to the environment. R. A. 9003 or the Ecological Solid Waste Management Act of
2000 – An act providing for an Ecological Solid Waste Management Program, creating the
necessary institutional mechanism, and incentives, declaring certain acts prohibited and
providing penalties, appropriating funds therefore, and for other purposes. It is a fundamental
basis of the implementation of the project. All cities and municipalities are required to
execute the law in its barangays. In Barangay Leonarda, Tuguegarao City, Ordinance
Number 2014-03-02 – An ordinance requiring the mandatory segregation of waste at source
and providing penalty for violation thereof and for other purposes. Hence, it is promulgated
to make the said act fully operational.

CONCLUSION

Human activities contribute significantly in waste management. Recognizing the


effects of improper management, garbage crisis can be prevented by practicing waste
characterization and segregation at source, proper collection and transfer, recycling, and
composting as mandated by the law.

RECOMMENDATION

1.) There should be assigned garbage collectors in the barangay. If it’s not segregated
they will not pick up the trash and their duty to inform barangay hall of the residents’
noncompliance.
2.) There should be compost pit to put the organic waste.
3.) There should be tri bikes and push cart for the barangay collectors that come from the
City of Tuguegarao and other assistance for the said program.
4.) The residents should know the ordinance; they should hold a meeting in the barangay
to have participants of the residents. The comments and suggestions of the residents
will make the program to achieve.
5.) The scheduled of the collection of garbage must comply by the residents.
