1 Introduction
The STCE RMU-Remote Terminal Unit (RTU) is manufactured and assembled by SELTA in
Italy, checked and commissioned by Siemens / Selta.

These notes define the guidelines and procedures governing the customer test and inspection.

It demonstrates the fail-safe working of the equipment.

The following documentation gives a description and checklist of features defined by the
specification.

1.1 Test Subject

2 Test Tools
The following tools and test instruments are required:
 2 Laptop PC, having the following software implemented
- Fink Test software WinPP104 and license dongle for IEC104 protocol
- SELTA RMU Monitor Maintenance tool
- SELTA RMU RTU Configurator Tool

 1 Ethernet hub with 4 Ethernet cables


 Digital voltage / current measurement instrument (DMM)
 mA Current source for testing analogue inputs.
 AC Current injection kit

Note: The accuracy of the measurement instruments must be at least 0.3%.

3 Visual inspection of the STCE-RMU-RTU


The RTU cabinets including frames, modules and cabling as well as earthing, are to be visually inspected
to determine that all parts are available and in a good condition.

Each module is to be checked and be in accordance with the Equipment Cubicle Layout.

4 Set-up for Functional Tests


The STCE-RMU-RTU will be in service and shall be functioning and loaded with the parameters
to be able to follow up the tests.
Basic configuration.
Select the basic configuration of the STCE-RMU-RTU system in the below mentioned SS
Stations.

Please select the system for the inspected system:
 This SS Station is supporting the protocol IEC 60870-5-101 
 This SS Station uses only one Communication port 
 This SS Station is supporting the protocol IEC 60870-5-104 

4.1 Communication of processor module CPU3000


The CPU processor is equipped with two serial ports and 3 Ethernet ports. These ports may be
used by protocols communicating with external devices, Master stations or for other purposes.
For configuration purposes the PC port is used.

4.2 Message display of processor module.


Checking of the switching on sequence of the RTU.
After switching on the RTU, check the 3 indicators located on the CPU3000 module for the right
sequence of the start procedure of the CPU3000, as described in the functional design document.

4.3 Status indications at the processor module


Check the 3 LEDs indications located on the front of the CPU processor board. The meaning of the LEDs
is described in the Functional Specification RTU.

The following light signaling are available, in this order, on the CPU3000 Central Unit:

4.4 Verification of RTU IEC104 protocol parameters


against MASTER STATION IEC 104 Interoperability list
Test Setup:
 SELTA RMU RTU Ethernet port is connected to hub.
 1 Test laptop with test Software Fink WinPP104 provided is connected to the
Hub with straight Ethernet cable for connecting and recording IEC104 protocol
traffic between RTU and PC.

4.5 Check the RTU parameter after a restart caused by a 24V DC power loss
4.5.1 Configuration

The RMU-RTU shall be in operation.


Change the address parameter for one digital input module (this information is on a flash EPROM) and
load this new information to the RTU. Test the particular DI module by initiating one digital input and
check if the new address is correctly transmitted.
Switch the power supply of the RMU-RTU off/on and check if the RTU is working without failure again.
Go to the configuration mode and check the parameter of this particular DI module.
The above item was successfully tested ok

4.5.2 Maintenance parameters (Diagnostic log)

The RMU-RTU shall be in operation and time synchronized. Remove one active communication IEC104
link to trigger respective “communication lost Center A/B/C” local alarm in RTU Diagnostic log.
Log into RTU via Ethernet maintenance port.
Check via Web server the Diagnostic log list for the new triggered events. Restart RTU by 24VDC power
down/up. After the restart the CPU maintains the same alarms having before and in addition the new
alarms for the restarting. The diagnostic buffer is of circular type. It can hold a maximum of 200 events
and is saved in non-volatile memory of the CPU.

The above item was successfully tested ok

4.5.3 Event Log

The RTU shall be in operation and time synchronized. Trigger one indication and execute one time
dummy command.
Log into RTU Web server. Check via Web server the Events log list for the triggered events. Restart RTU
by 24VDC Power down/up. After the restart the CPU maintains the same events having before and in
addition the new alarms for the restarting. The event buffer is of circular type. It can hold maximum 6000
events per connected Center and is saved in non-volatile memory of the CPU.
The above item was successfully tested ok

5 Basic Functional Tests of the RTU I/O /Module

5.1 Digital Input


Test Setup:
 SELTA RMU RTU Ethernet port is connected to hub.
 1 Test laptop with test Software Fink WinPP104 provided is connected to the
Hub with straight Ethernet cable for connecting and recording IEC104 protocol
traffic between RTU and PC.
 RMU Monitor maintenance Tool is running on the laptop and connected to RTU
Ethernet IP address.
 Internet Explorer or any other Browser ( e.g. Opera, Firefox) is running and
connected to the Web server Ethernet IP address of the RMU RTU

5.2 Analogue Input


Test Setup:

 RMU Monitor maintenance Tool is running on the laptop and connected to RTU
Ethernet IP address.
 Internet Explorer or any other Browser ( e.g. Opera, Firefox) is running and
connected to the Web server Ethernet IP address of the RMU RTU

5.3 Digital output


Test Setup:
 SELTA RMU RTU Ethernet port is connected to hub.
 1 Test laptop with test Software Fink WinPP104 provided is connected to the
Hub with straight Ethernet cable for connecting and recording IEC104 protocol
traffic between RTU and PC.
 RMU Monitor maintenance Tool is running on the laptop and connected to RTU
Ethernet IP address.
 Internet Explorer or any other Browser ( e.g. Opera, Firefox) is running and
connected to the Web server Ethernet IP address of the RMU RTU

Actions Status Remarks


1. Perform the following actions for each digital O.K.
output to be verifying from the RTU I/O data sheet,
starting with Dummy Command.
2. Ensure that Station is on remote control status, O. K.
then request Closing command to be issued by
MASTER STATION for each digital output as per
RTU I/O datasheet. Closing command for
Transformer CB will be received by RTU, but will
time out as they are electrically not executable in
SWGR.
4. Verify that the correct Digital output and breaker O. K.
is switched ON by checking that the corresponding
Status LED is shown in the RMU Monitor Display.
5. Ensure that Station is on remote control status, O. K.
then request Opening command to be issued by
Master station for each digital output as per RTU
I/O datasheet.
6. Verify that the correct Digital output and Beaker O. K.
is switched OFF by checking that the
corresponding Status LED is shown in the RMU
Monitor Display.

5.4 Check the RTU event logging after a loss of Communication

Hub with straight Ethernet cable for connecting and recording IEC104 protocol
traffic between RTU and PC.
 RMU Monitor maintenance Tool is running on the laptop and connected to RTU
Ethernet IP address.
 Internet Explorer or any other Browser ( e.g. Opera, Firefox) is running and
connected to the Web server Ethernet IP address of the RMU RTU

1. Verify that RTU is synchronized, by checking O.K.
event log, diagnostic log and RMU –Monitor for
current date and time.

expected per MASTER STATION requirements.

8.1 Start up and operative connection check


This test applies only, if the RTU is via Ethernet connected using IEC 104 protocol.
Test facility will be carried out according to the scheme showed in diagram below.

9 Blocking of Oscillating Inputs


This test will check the blocking of a digital input line when the source contact is chattering or
bouncing. The blocking of the RTU for the chattering shall be set to an agreed value (i.e. 10
changes of the contact from open to closed to open within 20sec.) this will be simulated and the
result of this test shall be, that the RTU shall block the transmission and processing of that
particular information and display that it is blocked.
