Dear Counsel:

Pursuant to Rule 3(e) of the Judicial Rules and Procedures Act (2018), the government
provides the following automatic discovery in the above referenced case:

A. Rule 3 Materials

1. Statements of Defendant

a. Written Statements

The defendant’s written statements made during pretrial hearings are attached as Exhibits
A and B.

There are numerous relevant statements not made to government agents drafted by
Defendant Cecil before the date of his confinement contained on the Regional Message Boards.
Those are equally available to the defendant. Those that the government intends to use in its
case-in-chief are available for your review, as described in paragraph A(3) below.

Subject thereto, the Defendant’s written admission of guilt is attached as Exhibit C. The
Defendant’s written statements while masquerading as Saint Ehm are attached as Exhibits D
through H. The Defendant’s PM to the Prime Minister while masquerading as Saint Ehm is
attached as Exhibit I.

2. Documents and Tangible Objects under Rule 3(e)

a. Nation Existence Logs

The NationStates Moderation banned Tiberius Cecil and wiped his puppet nations
following his actions between January 9, 2018 through 10, 2018. The logs demonstrating this are
attached as Exhibit J.
The government is aware of its continuing duty to disclose newly discovered additional
evidence or material that is subject to discovery or inspection pursuant to Rule 3(e) of the
Judicial Rules and Procedures Act (2018).

The government requests reciprocal discovery pursuant to the interpretation of Rule 3(e)
under Rule 1.

The government demands, pursuant to Rule 9, written notice of the defendant’s plea in
this case. All relevant details to possible defense can be found in the indictment, a copy of which
you have previously received.

Please contact the undersigned special counsel through a Forum PM if you have any
questions.

Yesterday I informed both the Monarch and the Prime Minister that I have formally appealed the
Mods decision. By reading current rules it may take up to several days before they all reach a
decision.
After playing this game for five years and not having a Mod Warn before is what formed my
basis for the Appeal.

Since speaking to the Monarch and PM and making the Appeal it has also come to my attention
that a former friend did at one point hack into both my computer account and Nation account. I
have remedied the situation on my end and let the Mods know.

I honestly can't see how they could not reverse the DoS decision but we will just have to see.

That's all for now.


Exhibit B
So I have received the following decision from the Mods:

"DOS decisions require the endorsement of most of the active Moderation team. As such, there
are no remaining mods available for a Final Appeal. However due to the the overwhelming
mitigating factors in this case the Mods wish to revise our decision by lowering the "permanent"
DoS order to a 6 month ban from NS. You still technically engaged in puppet flooding and that
is how we reached this decision.
We formally apologise for a decision that winded up being too hasty and initially unfair. You are
extremely lucky to get this so please don't squander it."

I apologise to the region for what has happened in this matter.

As someone who has been on NS for nearly five years I can say that I have found much solace in
it's sense of community. As someone who has had suicidal thoughts and severe depression most
of childhood I can say that that is especially true.

I really do love Londinium. I just made a stupid mistake. I don't think I would spend hours
writing legislation and sending roughly over 200 Private Messages to simply conversate if I
didn't like this region. I wanted and for see a bright future for Londinium.

I made a huge error to say the least. I'm not just paying for it here but NS wide.
Because of the puppet sweep all of my nation's were deleted and I had to quickly create some to
attempt to keep Citizenship in some regions.
Sadly I now am a citizen of no region and I have lost my Cabinet postings in several other
regions because of the sweep.

I can't begin to rebuild the world that I have created on this game for the last five years. I am
absolutely heart sick and I will leave this game for very extended period of time.

To Saint Ehm: I apologise for the prosecution that was overzealous and corrupt. I merely felt that
you had wronged the region and I took it to far.

Bymaria: I'm sorry for everything. You are a very good Prime Minister and a merited individual
to work with and I honestly had hoped to succeed you but that will never happen. I only hope
that a current or new player will fill your shoes.

Fortwhile: Despite my horrendous mistake I really do love your region and I'm sorry of all of this
is has made you feel a negative emotional reaction.
When I told you in a message that I hoped to be a devoted civil servant I honestly thought I
would live up to that and I'm sorry if you now feel that was a false promise.

Lady Cari: I'm sorry if we never had a chance to get along and know each other. I saw
Fortwhiles Forum post saying you were friends and I think that not only are you a good friend to
him but to the region. I'm glad you are his successor. I wish that I can say I have friends in NS
now or even RL.

To everyone
I'm totally ashamed and embarrassed. I don't expect you to forgive me. I will never come back to
this region with it's laws that I wrote with the support of others and that bear my name. That is
certainly one of the most painful things of all.

I have never shed tears over leaving a region in my whole time on NS but I have now.
