1. INTRODUCTION

This Method Statement acts as a guideline for carrying out road rectification works
in a safe manner and acceptable method. The execution works shall meet the
requirements of the project as well as to achieve required standards with regards
to materials, workmanship and final product.

2. SCOPE

2.1. This method statement describes all the necessary activities regarding road
rectification works at Pengerang Cogeneration Plant Project, based on
observations and findings made on the paved roadworks.

2.2. The observations and findings may be obtained by inspection as well as


acceptance test, which is coring test.

2.3. All work shall be carried out in according to this Method Statement, Project
Specification and Standards.

3. RESPONSIBILITIES

3.1. Engineer/Supervisor - All stages of work will be thoroughly checked by


supervisor and engineer, and confirmed by the Project Engineer prior to final
inspection, supervising engineer and Owner’s Representative shall be
informed through “Notification of Inspection” by Quality Department.

3.2. Safety - Responsible in implementation of all safety tasks within the project. He
shall identify all the hazards associated with the activity and feedback to
Construction Manager or Engineer for correction.

3.3. Equipment/ Tools Operator – License and have a training certificate to ensure
safety during operation.

4. SITE INSPECTION

4.1. Site inspections are conducted to verify and validate the acceptance of the
road constructed. The acceptance criteria for final inspection of constructed
roads shall be visually acceptable. Further information can be found on the
Method Statement and Field Quality Plan for General Roadworks.

5. CORING TESTS

5.1. Coring test samples shall be obtained after asphaltic layer (binder course and
wearing course) are laid and cured. In a nutshell, this test is performed to
determine the strength and integrity of the pavement, which leads to the
usability of the paved road. The coring activity shall be carried out by
appointed laboratory, and witnessed by subcontractor, MMCES and Owner.

5.2. The frequency of sampling shall be decided by MMCES representatives with


Owner’s consent.

5.3. The coring activity shall be carried out as follows:


i. Locate the field sampling.
ii. Place the coring machine such that the core bit is over the selected
location.
iii. Tap on the water to aid in the removal of cuttings and to minimize the
generation of heat caused by friction.
iv. Keep the core bit perpendicular to the bituminous surface during the
coring process.
v. Apply constant downward pressure on the core bit. Failure to apply
constant pressure, or too much pressure, may cause the bit to bind or
distort the core.
vi. Continue the coring operation until the desired depth is achieved.
vii. Retrieve and label the core sample.
viii. The hole made from the coring operation shall be filled with cold or hot
asphalt mix.

5.4. The samples obtained then will be sent to the appointed laboratory for the
following tests:
• Depth
• Compaction
• Sieve Analysis

6. ROAD DEFECTS & OBSERVATION

6.1. CRACK FORMATION


6.1.1. Fundamentally, cracks may be appeared on the road surface due to
inadequate strength of the laid pavement, as the distortion of the road
integrity may be occurred due to several factors.
6.1.2. Compaction plays an important role for the shear strength of the
pavement, thus its bearing capacity. Therefore, inadequate compaction
will decrease the strength, as well as leading to the increase in road
permeability. This will also accelerate the pavement deterioration due to
moisture ingress.
6.1.3. Inadequate compaction results in more voids in the pavements, which
can lead to potential vertical consolidation. When subjected to loads, the
pavement will be compressed, and the voids volume to be reduced. As
the pavement is cured and set, this occurrence will cause cracking.
6.1.4. Since compaction affects the strength of the pavement, the
rectification work to be done is pavement resurfacing. Refer Item 7.1.

6.2. UNEVEN SURFACE


6.2.1. Besides compaction, pavement curing process is also essential in
resulting the smooth surface finish.
6.2.2. Main common factor for uneven surface finish is the road is utilised
before the curing time ends. Since the paved asphalt mix is not hardened
completely, lateral distortion may happen when subjected to loads. This
cause the unevenness surface, as well as tyre mark or spalling on the
finished surface.
6.2.3. Appearance of large aggregates do may happen, especially when the
paved road subjected to rain. With the flowing property of water, the small
aggregates on the surface will washed off.
6.2.4. The most optimum rectification work to be carried out is surface dressing.

6.3. FAILED CORING TEST


6.3.1. As stated, the competency of the laid cured pavement can be
determined by conducting tests on the cored samples. Rectification works
shall be carried out after if the sample does not achieve the requirements.

7. RECTIFICATION WORKS

7.1. PAVEMENT RESURFACING WORKS


7.1.1. This rectification method shall be carried out when the durability of the
paved road insufficient.
7.1.2. Procedure for pavement resurfacing works shall be as follows:
i. Identify location for resurface works.
ii. Remove the existing road surface up to minimum depth of the
maximum aggregate. The pavement removal shall be carried
out by grinding and milling the surface using milling machine.
Transverse and longitudinal joint shall be cut using diamond
cutter to ensure the smoothness of joints between the affected
and non-affected pavements.
iii. Clean the milled surface.
iv. Apply tack coat and cure.
v. Lay hot mix asphalt.
vi. Compact up to desired thickness. Leave it cured.
vii. Traffic shall be close at this stage to ensure the newly laid
pavement cured without any disturbance. It shall be open for
utilisation once cured.
viii. Application of road marking.
7.1.3. The temperature and curing time shall follow as stated in Method
Statement for General Road Works, and JKR’s Section 4: Specifications for
Flexible Pavement.

7.2. PAVEMENT OVERLAY


7.2.1. This method shall be carried out when the thickness of the pavement
does not meet the requirement, with passable durability.
7.2.2. The surface shall be roughened and cleaned. Then, tack coat shall be
applied, following with the laying works of hot mix asphalt.

7.3. SURFACE DRESSING


7.3.1. Surface dressing is a thin surfacing course that involves sequential
application of bitumen and quarry dust on the paved wearing course. This
is to restore the surface characteristics on the existing uneven surfaces.
7.3.2. This method shall not be carried out on the pavement with structural
failures.
7.3.3. The procedure of surface dressing is as follows:
i. Locate and mark the surface dressing to be carried out.

ii. Clean the existing surface. Ensure the surfaces are free from any
debris or any foreign materials.
iii. Apply tack coat and cure.
iv. Lay quarry dust for about 10mm depth.
v. Compact/roll the surface and leave it cured.
vi. Two coat treatments shall be carried out if necessary.
vii. Traffic shall be close at this stage to ensure the surface dressing
cured without any disturbance. It shall be open for utilisation
once cured.
viii. Application of road marking.

8. HEALTH & SAFETY

8.1. All personnel are required to use the personal protective equipment (i.e.
helmet, safety boots, safety glass, hand gloves) and if necessary shall use other
PPE according to his work.

8.2. Prior to commencing any operation, toolbox meeting shall be conducted by


task supervisor to discuss the Risk Assessment and plan to work. Attendance
Sheet will be signed by concerned personnel involved to the job.

8.3. Checklist shall be accomplished by operator prior to work.

8.4. Pre-operational Checklist shall be filled up by task supervisor to implement


proper safety measures.

8.5. The working area within the exclusion zone shall be barricaded and proper
signage shall be in place.

8.6. Only trained personnel shall be provided and will wear identification marking.

8.7. All works shall be done adhering to the Method Statement and Risk
Assessment.

8.8. Approved PTW shall be displayed most of the time at/near the workplace.

8.9. Control measures shall be fully implemented by all at the time supervised by
Material Controller.

The forms below shall be used throughout the road marking works, to ensure the
required quality can be achieved.
