Subject: Recent Events and Staff Meeting

As all of you know, one of the goals of the Trusteeship was and is to end the internal conflict among the staff
and leaders of the Local, and to focus everyone on the needs and interests of the members. The threats to
unions are greater today than ever, and the future of public sector unions in the face of the Janus decision
depends on our focus as staff and the leadership we exercise with the members of the Union.

Unfortunately, it has come to our attention that some staff have launched an attack on the Union that is
seriously divisive to our unity and directly undermines all of the hard work we have undertaken to serve the
interests of our members in building and exercising power in their workplaces and beyond. These attacks are
especially detrimental to the Union and the membership given the serious challenges facing us in bargaining
and in responding to the judicial and political attacks against us. Therefore, we have today placed these staff
on suspension pending further review.

We reiterate the goals of this Trusteeship, which include ending the conflict within the Local and building a
Union that will meet the challenges before us. We have laid out a plan to focus our organizing capacity over
the next 3 months to reach our fair share payers and to prepare our members to defend their Union from the
attacks that will be made by the Illinois Policy Institute and others after the Janus decision is issued.

Let us emphasize that all Local 73 members have the right to express any views concerning the trusteeship or
its implementation, among other rights of membership. However, those who accept appointments to staff
positions must conduct themselves professionally and support the program and policies of the Union. Staff
who cannot fulfill these obligations cannot continue working for the Union.

We will hold our scheduled staff meeting this Wednesday 10am-5pm and will continue to discuss our plans to
build a more powerful Union. If you have any concerns or questions, please see either of us.
