A. PREAMBLES TO BILL OF QUANTITIES

GENERAL DIRECTIONS

The Bill of Quantities has been prepared in accordance with the Method of Measurement described in
this document.

In the Bill of Quantities, the sub-headings and item descriptions identify the work covered by the
respective items, read in conjunction with the matters listed against the relevant item coverage, in the
Method of Measurement. The nature and extent of the work is to be ascertained by reference to the
Drawings, Specification and Conditions of Contract. The rates and prices entered in the Bill of
Quantities shall be deemed to be the full inclusive value of the work covered by the several items
including the following, unless expressly stated otherwise:

a) Labour and costs in connection therewith.


b) The supply of materials, goods, storage and costs in connection therewith including delivery
to Site. Taking delivery of materials and goods supplied by others, unloading, storage, and
costs in connection therewith.
c) Plant and costs in connection therewith.
d) Fixing, erecting and installing or placing of materials and goods in position.
e) Temporary Works.
f) The effect on the phasing of the Works or any element of the Works to the extent set forth or
reasonably implied in the documents on which the tender is based.
g) General obligations, liabilities and risks involved in the execution of the Works set forth or
reasonably implied in the documents on which the tender is based.
h) Establishment charges, overheads and profit.
i) Waste.
j) Testing carried out by the Contractor in accordance with the particular requirements of the
contract including supplying results of tests, reports and certificates.
k) Supply and delivery of samples to the Engineer.
l) Checking, inspecting, examining, measuring and verifying goods, materials and workmanship
including supplying results, reports and certificates.
m) Attendance and transport for sampling and testing carried out by the Engineer.
n) Complying with Quality Assurance requirements of the contract and providing certificates of
conformity.
o) Preparation and supply of detailed working drawings.
p) Awaiting approvals and consent.

MEASUREMENT

The measurement of work is computed net from the dimensions stated in the Contract unless
otherwise stated in the Method of Measurement.

All measurements are strictly net unless otherwise stated, the unit rates quoted by the Contractor will
be deemed to cover tolerances, penetration, laps, working space, over-break, etc. All work is
measured to the net finished limits as indicated on the Drawings.

Dimensions used in calculating quantities are taken to the nearest 10 mm (i.e. 5 mm and over is
regarded as 10 mm as and less than 5 mm is disregarded).

Quantities measured in (Tones) are given to two places of decimals. Other quantities are given to the
nearest whole unit except that any quantity less than one unit is given as one unit.

Unless otherwise stated, where minimum deductions for voids are dealt with in this Method of
Measurement they refer only to openings which are within the boundaries of measured areas.

Openings which are at the boundaries of measured areas are always deducted irrespective of size.

The Quantities included in the Bill of Quantities are as estimated from the Drawings and are included
to assist the Contractor in the preparation of his Tender. Their accuracy is not guaranteed and
Contractors shall check the quantities and allow in Annex 'A' of the Bills of Quantities for any
adjustments they consider necessary.

SITE LIMITATIONS AND CONSTRAINTS

The Contractor shall allow in his rates and prices for complying with any limitations and constraints on
the use of the Site.

EQUIVALENT PRODUCTS AND MATERIALS

Where the Contractor offers an equivalent product or material in place of the one identified or
specified, then the rates and prices in the Bill of Quantities shall be deemed to include for all the
obligations and costs associated with the incorporation of the equivalent into the Works, including
design, provision of data and drawings, certificates, awaiting acceptance, resubmissions and
modifications and amendments to the Works.

Unless specifically stated to the contrary in the Contract the measurement of the Works affected by
the incorporation of the equivalent products and materials shall be based on the Tender documents
and not on the Works as amended and completed to incorporate the equivalent products and
materials.

TESTING

Testing, is in respect of tests to be carried out by the Contractor to verify workmanship, goods and
materials incorporated into the permanent works and testing of the permanent works in order to
prove the Engineer’s design. Checking, inspecting, examining, measuring and verifying goods,
materials and workmanship incorporated in the permanent works, is in respect of other operations set
forth or reasonably implied in the Contract to be carried out by the Contractor to demonstrate

compliance with the particular requirements of the Contract. Procedural trials, trial panels and trial
areas required to be carried out or constructed as separate operations in advance of the permanent
works in order to verify goods, materials and workmanship shall not be measured separately but are
included within the item coverage.

B. METHOD OF MEASUREMENT

01 00 00 GENERAL REQUIREMENTS

01 30 00 Administrative Requirements

1. The unit of measurement shall be:

a) as built drawings preparation ……. item.

01 35 29 Health, Safety and Emergency Response Procedures

a) control and supervision of works, including probes to start up the facility;

b) establish and maintain an effective quality control system;

c) on-site project superintendent;

d) submittal of quality control plans;

e) provision and maintenance of a Design Quality Control Plan, including a design


schedule;

f) coordination of quality control meetings;

g) notifications;

h) provision of quality control personnel;

i) review of applicable contract documents and codes;

j) checking that all materials and/or equipment have been tested, submitted, and
approved;

k) examination of sample work;

l) review of the appropriate activity hazard analysis;

m) verification that testing procedures comply with contract requirements;

n) verification that facilities and testing equipment are available and comply with
testing standards;

o) checking test instrument calibration data against certified standards;

p) recording results of all tests taken;

q) maintenance of records providing evidence that required quality control activities


and/or tests have been performed.

2. The items shall include for:

a) disposal of materials other than those remaining the property of the Employer or
those for re-use, setting aside, cleaning, storing and protecting materials remaining
the property of the Employer or those for re-use;

b) temporary support incidental to demolition which is at the discretion of the


Contractor, provision of plant and equipment, survey report and method statement
governing demolitions, visual recorded evidence (photographs/videotape) of the
existing condition of all adjoining, properties prior to commencing demolition,
temporarily diverting, maintaining or sealing off existing services, protection of
adjoining properties, making good existing buildings and/or structures not
demolished where adversely affected by demolition works, record drawings,
identifying and accurately locating existing below ground utilities.

03 00 00 CONCRETE

03 11 13 Structural Cast in Place Concrete Forming

1. The unit of measurement shall be:


a) structural cast in place concrete forming ……. square meter.
2. The measurement shall be the area of formwork which is in contact with the finished
concrete but measured over the face of openings of 1 square meter or less and features
described in c) below. Formwork shall not be measured to:
a) construction joints whether or not shown on the Drawings;
b) holes, ducts, pockets, sockets, mortises and the like, not exceeding 0.15 cubic
meters each in volume;
c) individual fillets, chamfers, splays, drips, rebates, recesses, grooves and the like of
100 mm total girth or less when measured overall the faces in contact with the
concrete;
d) edges of blinding concrete 75 mm or less in thickness;
e) upper surfaces of concrete inclined at an angle of less than 15o to the horizontal;
f) unformed surfaces.
Where concrete, other than blinding concrete 75 mm or less in thickness, is placed in
structural foundations, formwork shall be measured to the sides of such concrete
foundations regardless of whether or not any formwork is used, except where it is
expressly stated on the Drawings that the concrete is to be cast against the soil face.
3. The items shall include for:
a) design and provision of formwork;
b) submittals;
c) quality assurance;

d) form release agents;
e) fiber voids;
f) inspections;
g) trial panels;
h) falsework, centering, fabricating, assembling, cutting, fitting, and fixing in position
and taking measures to produce the required shapes of concrete;
i) forming cambers and falls;
j) linings and taking measures to produce the required finish to the surfaces of the
concrete;
k) cutting and fitting around projecting members, pipes, reinforcement and the like;
l) individual fillets, chamfers, splays, drips, rebates, recesses, grooves and the like of
100 mm total girth or less when measured overall the faces in contact with the
concrete;
m) maintaining in place until striking and allowing for any variation from the minimum
period for striking arising from prevailing weather conditions;
n) striking, taking down and removing;
o) concrete provided in lieu of formwork to fill overbreak and working space.

03 31 00 Structural Concrete

1. The unit of measurement shall be:


a) concrete ……. cubic meter.
2. Each class of in-situ concrete is given separately, stating the kind of cement and whether
plain or reinforced.
3. Work for each of the following types is given separately: isolated foundations, beds
(including thickenings of beds), channels, pits and the like (including bottoms and sides),
slab on grade (including ramp), walls (including retaining walls), upstands (including
plinths, curbs and upstand beams, where the upstand height above slab is less than or
equal to 0.3 m), elements of composite or complex units and features.
4. Projections, nibs and the like are included with the measurement of the adjacent member.
5. Details of each type of composite or complex unit and feature are stated in descriptions.
6. In-situ concrete is measured net except that deductions are not made for the following:

reinforcement, steel sections of area not exceeding 0.05 m , cast in accessories, voids not

exceeding 0.05 m in volume.
7. The items shall include for: designing mixes, (including all tests and quality control
procedures), any method of pouring, placing, compacting and curing, pouring on or against
earth or unblinded hardcore, any thickness, cross-sectional area or number of members,
horizontal, sloping, vertical and curved work, placing or finishing to falls and cross falls,

basic finish as struck from formwork and tamped worked finish, extra width of concrete or
formwork to edges of blinding beds, temporary formwork or other form of temporary
support to all surfaces, including design, construction, supports, fixing, striking, removing,
re-propping and all formwork requirements mentioned in Part 4 and Part 5, bar/fabric
reinforcement content of any percentage of the volume of concrete including the following,
preparing schedules for bar bending, fixing bars in any position and in any member, fixing
bars horizontally, vertically and sloping, any diameter, section and length of bars, forming
straight, bent and curved bars and links, cutting, lapping and jointing (including special
joints), notching of fabric reinforcement and bending (including wrapping around steel
members) hooks, tying wire, spacers, chairs and the like, the weight of surface treatments
and rolling margin, tests and quality control procedures, extra material for fabric laps, day
joints (construction joints), contraction joints, isolation joints and joints required in the
forming of bays including formwork and treatment of reinforcement crossing the joint,
column and wall kickers and construction joints, all labors on concrete including working
around pipes or cables, cutting channels, chases, mortises, pockets and holes and including
subsequent grouting or filling and making good.
8. Temporary formwork to produce basic finish is deemed to be included within the price of
concreting. Permanent formwork is that which is designed to remain in position. Type of
permanent formwork is stated.
9. Basic Tamped Finish to surfaces of concrete is not measured, it is deemed to be included
within the price of concreting.
10. Formed Finishes for In-Situ Concrete
a) Each kind of formed finish to the surface of in-situ concrete is given separately.
b) Work to surfaces, other than basic finish and tamped surfaces, is given separately.
c) Work to edges of slabs is included with the measurement of work to soffits of
slabs.
d) Work to sides of openings, to surfaces of projections, nibs, recesses and rebates
and to steps in surfaces is included with the measurement of work to the adjacent
surface.
e) Work to tops of members is only measured to sloping and curved surfaces, each so
described, and the type of member stated.
f) Sloping and curved surfaces are each so described, except where otherwise
required.
g) Details of the type of composite or complex units and features are stated in
descriptions.

h) Formwork to produce formed finishes is given in square meters. The areas
measured are to the concrete surfaces of the finished structure which require
temporary support during casting.

i) Voids not exceeding 0.50 m in area are not deducted from formwork to soffits of
slabs, tops of slabs and walls irrespective of location. No deduction is made to
formwork to beams (including ground beams) at intersections of subsidiary beams
and other projections.
j) Rates for measured work are deemed to include the costs of: design and
construction, supports, battens, struts, bracings, wedging and fixings, easing,
striking and removing, overlaps and passings at angles, re-propping, if approved,
supporting concrete of any thickness and at any height to soffit, any width or
height of formwork, any number of concrete members and any number of separate
surfaces in each member, any upstand, projection or recess including formwork to
the ends of such, battens, slip tiles or rib spacers to filler block permanent
formwork and sealing open ends of blocks, all cutting, splayed edges and the like,
forming grooves, chamfers, ribs and the like including providing battens and
boxings, forming mortises and pockets and the like, reinforcing bars and the like,
access openings and temporary openings, mould oil, release agents and surface
retarders, re-using formwork or removing from site formwork not to be re-used.
Work to sloping surfaces.
11. Worked Finishes
a) Each kind of worked finish (excluding basic tamped finish) to the surface of in-situ
concrete is given separately.
b) Work to each of the following is given separately: floors (including landings),
treads, risers (including undercut risers), upstands (including sides and tops of
