GENERAL DIRECTIONS
The Bill of Quantities has been prepared in accordance with the Method of Measurement described in
this document.
In the Bill of Quantities, the sub-headings and item descriptions identify the work covered by the
respective items, read in conjunction with the matters listed against the relevant item coverage, in the
Method of Measurement. The nature and extent of the work is to be ascertained by reference to the
Drawings, Specification and Conditions of Contract. The rates and prices entered in the Bill of
Quantities shall be deemed to be the full inclusive value of the work covered by the several items
including the following, unless expressly stated otherwise:

The measurement of work is computed net from the dimensions stated in the Contract unless
otherwise stated in the Method of Measurement.
All measurements are strictly net unless otherwise stated, the unit rates quoted by the Contractor will
be deemed to cover tolerances, penetration, laps, working space, over-break, etc. All work is
measured to the net finished limits as indicated on the Drawings.
Dimensions used in calculating quantities are taken to the nearest 10 mm (i.e. 5 mm and over is
regarded as 10 mm as and less than 5 mm is disregarded).
Quantities measured in (Tones) are given to two places of decimals. Other quantities are given to the
nearest whole unit except that any quantity less than one unit is given as one unit.
Unless otherwise stated, where minimum deductions for voids are dealt with in this Method of
Measurement they refer only to openings which are within the boundaries of measured areas.
Openings which are at the boundaries of measured areas are always deducted irrespective of size.
The Quantities included in the Bill of Quantities are as estimated from the Drawings and are included
to assist the Contractor in the preparation of his Tender. Their accuracy is not guaranteed and
Contractors shall check the quantities and allow in Annex 'A' of the Bills of Quantities for any
adjustments they consider necessary.
The Contractor shall allow in his rates and prices for complying with any limitations and constraints on
the use of the Site.
Where the Contractor offers an equivalent product or material in place of the one identified or
specified, then the rates and prices in the Bill of Quantities shall be deemed to include for all the
obligations and costs associated with the incorporation of the equivalent into the Works, including
design, provision of data and drawings, certificates, awaiting acceptance, resubmissions and
modifications and amendments to the Works.
Unless specifically stated to the contrary in the Contract the measurement of the Works affected by
the incorporation of the equivalent products and materials shall be based on the Tender documents
and not on the Works as amended and completed to incorporate the equivalent products and
materials.
TESTING
Testing, is in respect of tests to be carried out by the Contractor to verify workmanship, goods and
materials incorporated into the permanent works and testing of the permanent works in order to
prove the Engineer’s design. Checking, inspecting, examining, measuring and verifying goods,
materials and workmanship incorporated in the permanent works, is in respect of other operations set
forth or reasonably implied in the Contract to be carried out by the Contractor to demonstrate

2. All prices are deemed to be complete items and or systems supplied and installed as
specified under their respectives as well as other complementarys or contractual
documents. It includes also any additional items, components, accessories required but not
specifically mentioned or specified that are necessary for its satisfactory operation,
performance and protection.
3. Rates for Plumbing work are deemed to include the costs of:

g) Plates, discs, labels and charts for the identification of plant, equipment,
appliances, pipes, valves and the like,
h) Bedding and pointing components or units of equipment, ancillaries and the like.
i) Cutting and pinning ends of supports for equipment, ancillaries and pipes, marking
the positions of and cutting or forming holes, mortices, chases and the like and
making good after.
k) work including all work shown on the Drawings, described in the Specification or
reasonably to be implied as necessary for the proper execution of the heating,
ventilating and air conditioning work.
Pipework
1. Each kind of pipe is given separately, stating the standard to which it complies.
2. Each diameter of pipe is given separately. Diameters stated are nominal diameters.
3. Pipes are given in meters measured the length over all pipes, fittings and branches.
f) Pipe fittings including cutting and jointing pipes to fittings, Bends, tees, crosses,
joints, unions, nipples, plugs and flanges, Special connections, special joints and
isolated joints in pipes.
g) Screwed sockets, tappings, bosses and welding necks welded to pipes or flanges
including perforating the pipe or flange.

m) Wrapping for underground pipes and waterproofing for exposed insulated pipes.

4. Pipes are given in meters measured on the center line between the inner faces of valve
chambers, manholes and inspection chambers and overall fittings.
5. Excavating trenches for each type of service,each diameter of pipe , including any
additional excavation below the invert level of the pipe that may deem necessary due to
site conditions provided it does not exceed 50cm.
6. Excavating next to, and around existing services, crossings including temporary support,
temporarily re-routing, sealing and removing services as required.

2. Pipe specialties for water distribution, other than those specified or shown on drawings
related to equipment, including backflow preventers, water regulators, balancing valves,
water filters, water hammer arrestors, strainers, hose bibs, potable storage tanks, and
automatic air vents, are given separately.
3. Automatic air valves and the like are deemed to include associated isolating valves.
4. Connections to existing services and breaking into existing pipes are each given separately.
5. Each type of accessory is given separately. Diameters, dimensions and details are stated in
descriptions, where necessary, to identify the work.

1. Generally
Electrical work generally is deemed to include:
Supply, installation, testing, commissioning, putting into satisfactory operation and handing
over complete systems.
a) All costs in connection with the supply, installation and use of materials, labour,
accessories and all incidentals necessary for the proper execution and completion
of all works in accordance with the Specifications.
b) Coordination with local authorities having jurisdiction for power supply, telephone
trunk lines and all other required network connections and cables for other
buildings and facilities.
c) Co-ordination with other trades including minor approved modifications and
additions to ensure compatibility.
d) Equipment including setting of all protective relays and circuit breakers.
