the sharp decline in oil prices appearing
set to stay, capex and opex continue
to be restricted, and the argument for
decommissioning maturing assets remains.
Meanwhile, BOEM’s re-examination of
the controversial NTL 2016-N01 is raising
new uncertainties and forcing operators
to redefine their strategy towards
decommissioning.
Simultaneously, the aftermath of recent
storms and hurricanes including Hurricane
Harvey and Storm Nate is impacting normal
operations, with the upstream industry
being required to take stock of offshore
damage in the GoM. Early signs are positive,
with little damage having been reported
thanks to the extra storm defences and Idle
Iron regulations that came into effect after
Hurricanes Katrina, Rita, Ike and Gustav.
Spending on global decommissioning
projects is expected to increase from
approximately $2.4 billion in 2015 to
$13 billion by 2040. In a market that has
faced major disruptions in regulations,
technology and market outlook over the
last decade, optimizing economic efficiency
whilst delivering outstanding decom and
abandonment (D&A) projects is crucial to
keeping the offshore oil and gas industry
afloat.
However, in an industry that faces global
scrutiny, a strict regulatory framework and
high safety and security standards, the oil
and gas industry must tread carefully when
slashing costs to ensure excellence when
delivering D&A projects. Constant reminders
