This program is open to government officers who meet the important requirements.

For both Senior Executives and Middle Managers Class, the candidate shall be 55 years old or younger at the time of class opening
except in the security sector where maximum age shall be 46 years.

For Senior Executives Class, applicants must be incumbents or OIC of permanent positions with Salary Grade (SG) 25 and up; and
for the Middle Managers Class, s/he must hold SG 18 to 24 permanent positions.

In both classes, the candidate shall be nominated by the head of agency.

He/she shall also possess the following qualifications:

 At least a Bachelor’s Degree Holder


 From National Line Agency or its attached agencies
 VS or Outstanding performance rating for the past two years
 No pending administrative and/or criminal case
 Did not go on habitual leave (maximum of 2 months/year, excluding maternity leave)
 Willing to sign a service contract up to one year after completing the program

The different units for the security sector are:

 Armed Forces of the Philippines (The Army, Navy and Air Force)
 Philippine National Police
 Bureau of Jail Management and Penology
 Philippine Cost Guard

Overall, entry into the Program is determined by the PMDP Admissions Committee on the basis of:

 Managerial and leadership potential


 Character and commitment to public service; and
 Intellectual and creative capacities

Both the Admissions Committee and Steering Committee of PMDP recognize the primacy of the heads of agencies in identifying
the senior government executives and middle managers who best meet the criteria, and requirements for admission to the program.

It is the policy of the program to process the applications only of candidates nominated by the heads of agencies.

Nomination to PMDP shall be made using the prescribed forms/documents, in accordance with the admission guidelines, and by
the specified closing date, as published by DAP.
The admission process has five major stages: (1) Document Screening, (2) Interview, (3) Competency and Management Skills
Written Tests (applicable for MMC applicants only) and Essay Writing, (4) Deliberation; and (5) Confirmation.
