Sub:- National Voters' Day (2Stt' fanuary) 201g - revised reg.

Sir/Madam,

I am directed to state that the 8th National Voters, Day shall be celebrated
across the
country at State, District and Booth level. The national NVD function
at New Delhi is being
graced by the Honourable President of India,

2. The theme for the 8th NVD is 'Accessible Elections,. The gamut of activities
taken up in
the run up to NVD shall have special focus around this theme. It has also
been decided to
felicitate Persons with Disabilities (pwDsJ on this occasion in the
context of their
participation in the electoral process.

3. The NVD celebrations in the state, as in the pasl shall have the following components in
addition to any other component that the cEo and the DEo may rike to
incorporate:

A. BASICACTIVITIES:
tD The Booth Level officers IBLOs) in each polling station area shall felicitate
the newly registered voters on ZSrh )a2aary every year in a brief ceremony/
public function to be arranged bJ, DEO/ ERO. As prescribed by the
Commission, a badge with its logo with the slogan ,.proud to be a Voter _
Ready to vote" shalr also be provided by the BLOs to the new erectors
during
the fericitation ceremonv along with their EpIC. The DEos wourd
arrange
for the venue and logistics required for the brief ceremony/ pubric function,
in each polling station area.
[ii] The AERos and ERos of the constituency sha participate in the
ceremony/
pubric function of those part(s) under their jurisdiction
where largest
number of newly registered electors would be felicitated.
(iiD The DEo shall organize appropriate events at the District headquarters,
in
association with panchayat organizations, academic institutions, civil
society
groups, organizations of youth volunteers like NSS, NCC, Scouts
& Guides,
NYKS, Media etc.. In this event, Eprc shalr be distributed among
new voters of
the local polling station areas.

IivJ The CEO would organize events in the State capital in association with Media,
Civil Society, Opinion Groups, Youth Volunteer Groups, State Administration,
State Election Commission and Corporates etc. In this event also, EplC shall
be distributed among new voters ofthe local polling station area.
(v) Deployment of dedicated staff at Bloc[ Sub-division and District levels may
be done to effectively undertake NVD related activities.
tvi) BLOs may be trained about their role for NVD activities by the EROs/AEROs,
well in advance.

B. MILLENNIUMVOTERS
Millennium Voters identified during the Summary Revision may be felicitated during
the NVD function as booth, district and state level as specified in the letter no
ECI/LETIFUNC/SVEEP-l/SR/201 7dated L3th November,201 7

c. EIECTORAL LITERACY CLUBS


ELCs are being launched on the 8th NVD. Accordingly:
(i) "Young Voter's Festival" held every year ahead of NVD in Colleges and
Universities may be taken as launchpad for the setting up of Electoral Literacy
Clubs (New Voters) in identified Institutes, for the first phase of ELC roll out and
all subsequent voter outreach activities in these Institutes may be conducted
under the aegis of the ELCs.
(iD Similarly, school engagement may be carried out for launch of ELC fFuture
Voters) in identified secondary and higher secondary schools.

D. NATTONAL ELECTTON QUIZ 2017-18


winners of the NEQ 20L7 -tB at district and state level may be felicitated in the function
at District and state respectively as specified in the letter no.

E. SERVICE VOTERS
Special awareness drive may be undertaken for service personnel utilizing the Army
Dalr that falls on 15tlt Ianuarlz just ahead of NVD. In addition, the service personnel may
be engaged with during the NVD celebrations as well. (pl refer to ECI,s letter No

til Engagement of various forms of media-prinq audio-visual, outdoor advertisement,
troupes etc. for environment building.
tiil FM and Community Radio may be widely utilized.
(ii| SMSes, e-mails, messages on social media etc. for propagating the theme.
(ivJ Propagation of NVD theme through schemes and programs run by the Government
for non-election going state.
(vJ The NVD theme and related messages in form of posters and banners should
be
prominently displayed in the offices ofthe CEO, DEO, ERo and the VFCs.
(vi) A Print Advertisement shall be brought out on 2St]r
January highlighting the theme.

G. PARTNERSHIPS
(D NVD may be celebrated in all schools and colleges and administered the
NVD pledge
through issue of necessary circulars.
(iil Doordarshan [DD], All India Radio (AIRJ, Directorate of Field publicity
to be
engaged for wide publicity and coverage of NVD.
(iiil Railways to be made partner for National Voters, Day publicity.
(iv) Civil Society, Corporate Houses and pSUs to be made partner.
(v) Appeals/ messages by local icons.
(vD AII print media shourd be ericouraged to propagate the concept and celebrations
of
National Voters' Day on voluntary and free_of_cost basis.

4. State Awards are to be awarded at the State NVD function.

5. The commission has decided to organize a photo exhibition to showcase the


best
photographs covering all aspects of Election Management, voter
Education and Ethical
Participation, Electorar RoI Management, security Management, Innovative
Measures,
Voting & counting, during NVD, 201g. For this, every state/ur would be provided
with a
space of 5 feet x 5 feet except Election Gone states i.e. Goa, Manipur, punjab,
Uttar pradesh,
uttarakhand, Gujarat and Himachal pradesh which would be provided with
a space of 10
feet x 5 feet.

5. The preparations for the NVD at district and booth lever may be
