Stakeholders Consultation Workshop on the Development of a National Energy


Efficiency Strategy for Tanzania

Dar es Salaam, 25th January, 2018; The Delegation of the European Union (EU) to Tanzania in
collaboration with the Ministry of Energy is facilitating the development of a National Energy
Efficiency Strategy. The assignment is supported through the EU Technical Assistance Facility
for the Sustainable Energy for All (SE4All) initiative – Eastern and Southern Africa.

Stakeholders were invited by the Ministry of Energy to the first consultation workshop to
discuss the scope and process in developing the 20-year Energy Efficiency Strategy for Tanzania.
The workshop aimed at raising awareness of the importance of energy efficiency with topics
including advantages and challenges of energy efficiency, and the importance of the Energy
Efficiency Strategy in achieving the overall goals of the 2015 National Energy Policy.

The EU is a long standing partner supporting the energy sector in Tanzania. Energy Efficiency is
one of its priority areas with already ongoing support. In 2017, the EU has supported the
Ministry of Energy to develop an Energy Performance Regulatory Framework for large
Buildings, and a Financing Agreement will be signed shortly with the Government of Tanzania to
support the implementation of a 4 year Energy Efficiency Programme, amounting to eight
million Euros (Approx. 21 billion Tanzanian Shillings).

Speaking at the workshop, the EU Head of Cooperation, Mr. Jose Correia Nunes, said "Investing
in energy efficiency creates jobs, fosters economic growth and improves energy security and
delivery of more services to consumers. Investing in efficiency is critical to meeting future energy
demand and mitigating climate change".

In Tanzania, the energy balance is dominated by biomass use (charcoal and firewood) and its
contribution to the total national energy consumption is about 90 percent. Petroleum products
contribute about 8 percent of the total energy consumed, while electricity accounts for 1.5
percent and 0.5 percent from solar, coal, wind and other sources. Energy efficiency can play a
significant role in reducing energy demand; energy cost and improves energy security.
“Energy efficiency measures have the potential of scaling down capital investment needed to
provide additional energy in power generation, transportation, industries, buildings, etc. Only if
energy efficiency policies, strategies and actions are put in place, will efforts by the Government
to provide enough and reliable energy, particularly electricity, be enough to allow for the
country’s socio-economic transformation," said the Acting Assistant Commissioner (New &
Renewable Energy) Ministry of Energy, Eng. Styden Rwebangila.

Background notes:

Africa consumes only 6% of the world’s primary energy. On average 60% of Africans do not have access
to clean, reliable energy, and 80% still use traditional biomass for cooking. This results in significant
socioeconomic, health and environmental disadvantages.

The potential for growth in energy consumption in many countries in Africa is rooted mainly in the need
for improved access to energy for its people, and also in the continued economic growth of many of its
constituent countries. This potential for development means that more attention should be given to
energy efficiency as a means of achieving sustainable access to resources for the greater population
while at the same time accelerating economic growth.

For almost a decade now, the EU has joined forces with Tanzania to improve people's access to energy.
It has promoted the introduction of innovative approaches for decentralized solutions to energy supply
based on renewable sources, as well as grid development and new connections in rural areas The EU is
scaling up its engagement under the 11th EDF with a focus on broader energy sector reforms, energy
efficiency and renewable energy, and access to electricity in rural areas.
