Greetings of peace!

It is our honor to submit to your good office this letter requesting permission to
establish a chapter of the Bible Readers Society International (BREAD Society), at
Pamantasan ng Lungsod ng Maynila. The BREAD Society is an association of students
from different universities nationwide. It is also a non-stock, non-sectarian, non-profit,
non-government, socio-civic organization registered at the Securities and Exchange
Commission (S.E.C. REGISTRATION NO. A200108181).

Our organization believes that educational institutions should play a role in the
development of the moral values of the youth, as mentioned in Article XIV Section 3(2)
of the 1987 Philippine Constitution. It is our desire to help educational institutions in
this noble task by encouraging students to read the Bible, help them study, understand,
and practice its teachings.

This undertaking is also a response of our organization to Proclamation No. 62 by then


President Fidel V. Ramos, also known as the Moral Recovery Program. Under the said
proclamation, “…Filipinos of all ages and from all sectors of the society are hereby
enjoined to actively participate in the national campaign for Moral Recovery...” We
firmly believe our mission is in accord with the objectives of the aforementioned
program.

We are very hopeful that this humble matter will merit your positive response.

CONSTITUTION OF THE
BIBLE READERS SOCIETY OF THE PHILIPPINES

PREAMBLE

We, the members of the Bible Readers Society of the Philippines, imploring
the aid of the ALMIGHTY GOD, in order to promote a more critical study of Biblical
principles, practice Christian values written herein, and develop an organization that
caters to the pursuit and defense of Biblical truths, do hereby ordain and
promulgate this Constitution.
ARTICLE I
ORGANIZATION

Section 1. The organization shall be known and called as the Bible Readers Society
International or BREAD Society hereinafter referred to as the Organization.
(Revelation 1:3, Nehemiah 8:8)

Section 2. The Organization shall carry a symbol that will stand for the Organization
(II Timothy 2:19)

Section 3. The Organization shall be a non-stock, non-profit, socio-civic, non-


government organization.

ARTICLE II
DECLARATION OF PRINCIPLES AND OBJECTIVES

Section 1. The Organization upholds the following principles:

a. The Organization believes that educational institutions should strengthen


ethical and spiritual values, develop moral character and personal discipline, and
encourage critical thinking (Article XIV, Section 3(2) of the 1987 Philippine
Constitution).
(I Peter 2:13-14, Romans 13:9, I Peter 2:17, I Thessalonians 4:4, I Corinthians 13:9, II
Timothy 2:7, Psalm 119:73, Daniel 12:4,9-10)

b. The Organization believes in the active participation of all sectors of our society
in the national campaign for moral recovery (Section 1 of Proclamation No. 62).
(I Timothy 2:4; Acts 26:29, Mathew 28:19-20)

c. The organization recognizes the importance of the Bible as basis for morality
and Christian faith. (II Timothy 3:15-17, I Corinthians 15:1-2, I Corinthians 14:37,
John 5:39)

Section 2. The Organization has the following objectives:

a. To persistently pursue the development of the youth regarding their spiritual,


mental, and physical growth, as well as striving to enhance their morality and
personality.
(I Timothy 4:8-9, II Timothy 2:15)

b. To instill Christian values, ethics, virtues, and morals among its members,
training them to become more effective catalysts for the restitution of the impaired
image of the youth. (Matthew 5:16, 13, I Timothy 4:12, Ecclesiastes 12:1)
c. The Organization shall take steps to involve with any of the socio-civic activities
initiated and sponsored by educational institutions and the community.
(Philippians 4:8-9, I Peter 2:13)

ARTICLE III
MEMBERSHIP
(John 8:31; Mathew 12:50)

Section 1. Any student, faculty or employee of an educational institution, who


subscribes to the objectives and principles of the Organization, shall be eligible for
membership, if the applicant meets the following qualifications and requirements:

Must adhere to the principles and faithfully observe all the rules and regulations of
the Organization. (Romans 12:9)

a. Must pass the application process presented by the Membership Committee.


(I Corinthians 14:40)

Section 2. The Organization shall consist of REGULAR and HONORARY members.

(I Timothy 2:4)

a. REGULAR members are students currently registered in an educational


institution who have satisfied the requirements in Section 1 of this article.
(Philippians 4:8-9)

b. HONORARY members are bona fide college graduates (i.e. faculty members,
graduate students, etc.) and persons who have contributed greatly to the cause and
have rendered meritorious and priceless service to the Organization.
(Philippians 1:5, Hebrews 6:10)

ARTICLE IV
RIGHTS, DUTIES, AND RESPONSIBILITIES OF MEMBERS

Section 1. Members shall be entitled to these COMMON RIGHTS:


a. The right to suggest and to comment on policies, projects, and all matters
concerning the Organization. (Philippians 4:8-9)

b. The right to make inquiries or inspection of any of the records of the


organization. (I Corinthians 9:3, II Corinthians 8:21)

c. The right to acquire and learn scriptural (Biblical) information for common
discernment that would promote development of Christian character. (John 8:32, I
Timothy 2:4, I Corinthians 4:6)

d. The right to be notified and heard before being suspended or expelled. (Isaiah
43:26, Proverbs 25:9)

e. All members have equal rights and privileges as to the tangible and intangible
gains of the Organization. (Acts 4:32, I Corinthians 3:21-23, Romans 2:11)

f. Such other rights which general in nature.

Section 2. Members are entitled to these SPECIAL RIGHTS: (I Corinthians 14:40, Job
34:4)

a. REGULAR and HONORARY members are entitled to vote and be voted upon to
any of the national positions.

b. REGULAR members have the sole right to vote and be voted upon to any of the
chapter positions.

Section 3. Every member is expected to fulfill the following duties and


responsibilities:

a. To know, abide by, and uphold this constitution and all pertinent rules and
regulations of the Organization. (Ephesians. 5:17, Revelation 1:3)

b. To commit himself / herself in the pursuit of the ideals of the Organization. (II
Timothy 3:10)

c. To attend meetings and general assemblies. (Hebrews 10:24-25)

d. To actively participate and cooperate in all activities. (Philippians 1:27,


Philippians 2:2)

e. To respect the legal sets of officers and members of the Organization.

(I Thessalonians 5: 12-13, Roma 13:1-2, I Peter 2:13, 17)


ARTICLE V
SUSPENSION AND TERMINATION OF MEMBERSHIP

Section 1. Offenses committed by any of the members shall be subject to review


disciplinary action by the Organization. There are three (3) types of offenses: (a)

First Offense, (b) Second Offense, and (c) Third Offense. (Titus 3:10)

a. A member is reprimanded and given a WARNING upon commission of the


first offense. (I Timothy 5:20)

b. A member is reprimanded and given a notice of SUSPENSION upon commission


of the second offense. The member is subsequently forewarned that upon
commission of a third offense, revocation of membership from the Organization
will ensue. (I Timothy 5:20)

c. The penalty for the third offense is EXPULSION from the Organization. (Titus
3:10, I Corinthians 5:13, I Corinthians 15:33)

Section 2. Offenses subject for suspension or expulsion include the following:

a. Abuse of rights and privileges. (Galatians 5:13)

b. Deliberate violation of any of the provisions of the Constitution or habitual


disregard of existing rules and regulations. (Hebrews 10:26)

c. Participating in brawls, committing theft, destruction of personal, organization,


school, or community properties. (Galatians 5:19-20)

d. Misrepresenting one self or furnishing the organization with misleading


information, tampering with, or falsifying of, any documents or records of the
Organization. (Galatians 1:6-8, Romans 16:18, Philippians 1:15, 17)

e. Continuous and willful failure to perform duties and responsibilities.


(Hebrews 10:26)

f. Using the name of the Organization or representing it without proper


authorization to fraudulently fulfill illegal or unlawful intentions.
(I Corinthians 14:40)

g. Any offense that may affect the reputation and credibility of the Organization.
(II Peter 2:2)
Section 3. Any of the following disciplinary actions shall be administered to a
member when suspension is given:

a. Suspension of the right to vote and be voted upon any position in the
Organization. (I Corinthians 14:40)

b. Suspended members shall not be allowed to contribute financially in the


Organization. (Proverbs 15:8)

Section 4. The concerned member must be informed of the charges filed against
him/her.

The said member will be given a chance to answer the charges against
him/her in front of the Executive Committee. The Executive Committee will address
the charges and the investigation to the Board of Counsels. (Isaiah 43:26)

Section 5. Lifting of suspension may be awarded to a suspended member if the


following conditions are met: (Romans 9:15, James 2:13)

a. The suspended member, after an appreciable period of time, is observed to be


actively participating in organization functions and activities.

b. The suspended member is observed to be willing and determined to return to


fulfill his/her duties and responsibilities in the Organization.

Section 6. The Board of Counsels have the sole right to suspend membership, as
well as lifting the same, and to expel a member for a just cause, by two-thirds (2/3)
votes of the Board members. (I Corinthians 14:40)

ARTICLE VI
ORGANIZATIONAL STRUCTURE

Section 1. There will be a Board of Counsels whose compositions and functions shall
be fully elaborated under Article XI, Board of Counsels. (I Peter 2:13, Proverbs
15:22).

Section 2. The Executive Committee shall be the highest policy and decision making
body in the Organization. It shall be the administrative and implementing body of
the organization. The composition, duties, and obligations of the Executive
Committee shall be elaborated in detail under Article VII, Executive Committee.
Section 3. Officers of the Organization shall be classified into two (2) kinds: (a.)
NATIONAL
OFFICERS and, (b) CHAPTER OFFICERS.

a. NATIONAL OFFICERS shall be voted upon by and among the regular and honorary
members of the whole organization.
b. CHAPTER OFFICERS shall be voted upon by and among the regular members of the
chapter only.

Section 4. Every chapter shall have a faculty adviser(s). This will be elaborated
under

Article XII, Adviser.

Section 5. There shall be no dual function in office.

ARTICLE VII
EXECUTIVE COMMITTEE
(Proverbs 11:14)

Section 1. The Executive Committee shall be composed of the President, the Vice

President and six department secretaries.

a. The President shall be the head of the Executive Committee


b. The Vice-President shall be second-in command of the Executive Committee.
c. There will be secretaries of the following departments elaborated under Article
VIII,

DEPARTMENT SECRETARIES.

Section 2. The Executive Committee shall have the following duties and
responsibilities:

a. ensures the proper implementation of this constitution,


b. Promote and protects the welfare of the organization.
c. To ensure proper coordination of the different committees.
d. To perform added duties and responsibilities as may be prescribed by the laws.
Section 3. The President shall have the following duties and responsibilities:

a. Preside over the Executive Committee and general assemblies.

b. To sign all documents pertinent to the business of the Organization.

c. Exercise supervision over the affairs and activities of the Organization.

d. The President shall automatically be an ex-officio member of any committee


within the organization.

e. To perform added duties and responsibilities as may be prescribed by the laws.

Section 4. The Vice-President shall have the following duties and responsibilities:

a. To call and preside in meetings if the president is not available.

b. To represent the president in whatever affairs.

c. To perform added duties and responsibilities as may be prescribed by the laws.

Section 5. Qualification of members of the Executive Committee who may elect for
the positions must be:
a. A bonafide member of the organization for at least one (1) year.
b. Must be an active member of and have shown devotion and sincerity with the
organization.
c. Has not been convicted of any crime involving moral turpitude any courts of
justice and/or authority of the land.
d. Has not been suspended in the organization for violation of any its of its rules
and regulations.

ARTICLE VIII
DEPARTMENT SECRETARIES
(Philippians 4:8-9)

Section 1. The Department of Academic Affairs shall have the following powers and
functions:

a. To organize all Bible studies.


b. To collect, compile, and arrange academic materials for the benefit of the
members of the Organization.
c. To perform other functions and hold powers the constitution or the Executive
committee may designate.

Section 2. The Office of the Executive Secretary shall have the following powers
and functions:

a. To record all proceedings during meetings or general assemblies.

b. To make reports of activities done by the Organization.


c. To preserve all pertinent documents of the Organization for safekeeping.
d. To take charge of the order of the office.
e. To notify the members of meetings and other activities of the Organization.

f. The head of this committee will preside in meetings in cases when both the
president and vice-president is unavailable.

g. To perform other functions and hold powers the constitution or the Executive
committee may designate.

h. To prepare and arrange the schedule of the President.

Section 3. The Department of External Affairs shall have the following powers and
functions:

a. To be the official liaison and representative of the Organization to external


functions (i.e. extra-societal meetings, coordinate activities or projects with other
organizations, etc.)

b. To take charge of the recognition of the Organization in the Securities and


Exchange commission and in the different educational institutions.

c. To perform other functions and hold powers the constitution or the Executive
committee may designate.

Section 4. The Department of Membership Affairs shall have the following powers
and functions:

a. To supervise the application activities of the prospective members.

b. To take charge of the renewal of membership.

c. To formulate rules and guidelines pertaining to the application for membership.

d. To recommend the acceptance of new members to the Organization.


e. To monitor the status of all members.

f. To perform other functions and hold powers the constitution or the Executive
Committee may designate.

Section 5. The Department of Financial Affairs shall have the following powers and
functions:
a. To collect the voluntary contribution of the members of the Organization.

b. To be the keeper of funds and shall keep a record of such.

c. To provide financial statements for the information of the members.


d. To report to the Executive Committee on the financial standing of the
Organization upon request.
e. To plan and facilitate in the execution of fund raising activities of the
Organization.

f. To perform other functions and hold powers the constitution or the Executive
Committee may designate.

Section 6. The Department of MEDIA Productions and Affairs shall have the
following powers and functions:

a. To supervise the production of all propaganda materials of the Organization (i.e.


posters, flyers, etc.).
b. To organize symposia, talks, seminars and discussion groups.
c. To supervise the production of all forms of publication of the organization (i.e.
magazines, newsletters, brochures, etc.)

ARTICLE IX
ELECTION AND TENURE OF OFFICE
(I Corinthians14:40; Job 34:4)

Section 1. The tenure for all the officers in the Executive Committee shall be one
year.

Section 2. Elections shall be held every January.

Section 3. Election process shall be facilitated and supervised by the Committee on


Elections (hereinafter referred to as the COMELEC), which shall be independent
and separate from the administrative branch of the Organization. No incumbent
officers shall be allowed to be a member of the said committee.
Section 4. Election shall be done through secret ballot.

Section 5. The term of newly-elected officers will commence at the beginning of the
academic year in June, after having been confirmed by the COMELEC and has been
properly oriented by the Board or its representatives concerning their specific
duties and responsibilities, as well as their respective rights and privileges as
officers of the Organization.

Section 6. Other details, guidelines, and provisions of the election shall be governed
by the COMELEC, possessing powers to operate independent from the
administrative delegation of officers. Drafting such rules and regulations shall be
supervised by the principle of the Organization and shall be duly approved by the
Board.

Section 5. Qualification of members of the Executive Committee who may elect for
the positions must be:

a. A bonafide member of the organization for at least one (1) year.


b. Must be an active member of and have shown devotion and sincerity with the
organization.
c. Has not been convicted of any crime involving moral turpitude any courts of
justice and/or authority of the land.
d. Has not been suspended in the organization for violation of any its of its rules
and regulations.

ARTICLE X
RESIGNATION AND IMPEACHMENT
(I Corinthians 5:13, 1; Proverbs 11:14)

Section 1. Any elected officer may be removed from his / her office and may be
disqualified from any office in the Organization upon conviction of:

a. Violation of provisions of the Constitution.

b. One month of continuous and willful failure to perform his / her duties and
obligations.
c. Disgraceful or unwarranted conduct deterrent to the Organization.
Section 2. The Board of Counsels shall have the sole power of impeachment.

Section 3. A snap election shall automatically take place one week after the
resignation / impeachment of the officer.

Section 4. The Organization shall respect the right of any officer to resign from his /
her office for a valid reason. The office shall submit a letter of resignation to the
Executive Committee to be presented to the Board of Counsels.

ARTICLE XI
BOARD OF COUNSELS
(Proverbs 15:22)

Section 1. The Board shall be composed of at least (7) seven members but not more
than (15) fifteen members, to be comprised of chairman, vice chairman, and
secretaries shall be elected from among themselves.

Section 2. The Board shall be the highest policy-making body in the Organization. Its
functions are as follows:

a. Promulgate resolutions, formulate policies, and create programs necessary to


carry to out the objectives of the Organization.

b. Approve developmental plans and actions.

c. Have the sole right to suspend membership as well as lifting the same, to
terminate a member for a just cause, and to impeach an officer for 2/3 votes of the
board members.

d. Create such other bodies or committees as may be deemed necessary to carry


out its programs and activities.

e. Exercise other powers to perform such other duties and functions as may be
determined relative to this body.

Section 3. Qualifications of members of the Board who may be elected for the
positions must be:

a. A bona fide member of the Organization for at least two (2) years.

b. Must be elected in any of the national or chapter positions.


c. Has not been convicted of any crime involving moral turpitude before any courts
of justice and / or authority of the land.

d. Has not been suspended in the organization for violation of any of its rules and
regulations.

Section 4. Election and tenure of office:

a. The election of the Board members shall be conducted on the day fixed by the

COMELEC within the month of May.

b. Regular term of office of the Board members shall be (3) three years, unless
sooner removed for just cause, permanent incapacity, and/or resignation from
office.

ARTICLE XII
ADVISERS
(Philippians 4:8-9; Proverbs 15:22)

Section 1. Advisers shall act as parents of the members of the Organization. He/she
shall guide, advice and help officers regarding leadership and governance.

Section 2. Advisers shall not have voting powers as to elect an officer. Their sole
responsibility is to give approval or disapproval regarding a matter of due
importance.

Section 3. An adviser shall be removed from the Organization if he/she fails to


perform his duties and responsibilities or willfully violates any provisions of the
Constitution and by-laws and such other grounds subject to termination.

ARTICLE XIII
MEETINGS
(Hebrew 10:24-25, I Corinthians 14:40)

Section 1. Regular meetings shall take place once a week on the day, time and place
to be fixed.
Section 2. Whenever necessary, a special meeting may be held at anytime by a
majority vote of all of the members of the Organization or by the President or
officers for any urgent or immediate purpose.

Section 3. Two-thirds (2/3) of the population of the chapter or subdivision


concerned will constitute a quorum.

Section 4. Members shall be expected to observe discipline during conferences and


meetings to ensure order and efficiency in the conduct of such meetings.

Section 5. The National Officers through a Board resolution shall adopt policies
concerning matters on meetings.

ARTICLE XIV
AMMENDMENTS AND/OR REVISIONS
(I Corinthians 14:40, Philippians 4:8-9)

Section 1. This Constitution should be reviewed and / or be amended every year.

Section 2. Any amendments to or revision of the Constitution may be proposed by:

a. Board members upon a majority vote.

b. Officers upon a majority vote.

c. The members through initiative, upon petition of at least 25% of the total
registered members.

ARTICLE XV
EFFECTIVITY
(Galatians 3:15)

This Constitution shall immediately take effect upon ratification by 50% + 1 votes
cast by the general membership.
