Opening Speaker’s List Chair: Are there any points or motions on the floor at this moment? (Countries raise their placards, Chair recognizes a country).
Delegate: Thank you honorable chair, [Country Name] motions to open the speaker's list.
Chair: Thank you delegate. That motion is an order. All countries must vote in procedural matters. All those in favor of opening the speaker's list, please raise your placards.

Chair: All those opposed please raise your placards.(Countries opposed raise placards). This motion passes or fails.
Chair: The chair would look favorably upon a motion to set the speaking time. (Countries raise their placards to be recognized.) The Chair recognizes the delegate.

Opening A Moderated Caucus During a Moderated Caucus students are called on by raising their placards. This caucus is used to discuss a specific part of the general topic.
Chair: The chair would look favorably upon a motion to move into a moderated caucus for the purpose of discussing [Topic].

Opening An Unmoderated Caucus Unmoderated Caucuses usually discusses resolutions. You just need a total time limit.

Chair: There is a motion placed on the floor to move into an unmoderated caucus. (All those in favor → All those opposed).
Opening Resolution Paper Presentation Resolution groups get to send up to 1-3 of the sponsors in order to read their resolutions to the committee and answer any questions. Does not end until all resolutions have been presented. (Multiple Resolutions can pass).
Chair: The chair would look favorably upon a motion to move into resolution presentations, with a presentation of time of [Time]. The Chair recognizes the delegate from [Country Name]. Delegate: Thank you honorable chair. [Country Name] motions to move into resolution presentations with a presentation time of [Time].

Chair: Delegates of resolution (1a, 1b, etc, the number being the topic and the letter the resolution), please send your representative(s) to present your resolution.
➢ Countries present their resolutions. After each resolution has been presented, delegates can ask any questions in a time frame given by the Chair. Then, the committee moves into voting blocks to vote on each resolution.
Chair: Resolution presentations have ended. The Chair would look favorably upon a motion to move into voting blocks. Are there any points or motions on the floor?
Opening Voting Blocks Delegates vote on whether or not to pass resolutions. All delegates must vote yes or no, unless they did not say “present and voting” in roll call. Once voting block has started, delegates may not speak, pass notes, or leave the room until it has concluded. It is recommended that voting block directly follow resolution presentations.
Chair: The Chair would look favorably upon a motion to move into voting blocks. Are there any points or motions on the floor?
Delegate: Thank you honorable chair. [Country Name] motions to move into voting block.
