Summary:
On 2016-10-02, Supt. CAMERON requested that DCAS conduct research and create a
brief summary on the Soldiers of Odin. As The Soldiers of Odin are an international
organization, this summary will primarily focus on their chapter and activities in
Saskatchewan,
Methodology and Work Conducted:
Analysis:
The first chapter of The Soldiers of Odin (SOO) was founded in October 2015 in Kemi,
Finland in response to the European Migrant Crisis. The founder of the SOO is Mika
RANTA, a Finnish national and self-proclaimed neo-Nazi. RANTA claims that his
personal views do not represent the group as a whole,' The SOO were created as a
sort of ‘neighbourhood watch” that would conduct street patrols to deter violence and
crime by recently arrived immigrants,
The Soldiers of Odin are believed to have chapters or cells operating in a number of
European countries including Finland, Norway, Sweden, Germany, Poland, Belgium,
Netherlands, Estonia, Hungary, Britain and Ireland. Chapters have also been
established in Australia, the United States and Canada
To this point the Soldiers of Odin have not caused any problems in Canada. According
to their National President, the SOO are “looking to serve its communities in the form of
a neighbourhood watch group — picking up garbage, cleaning up city parks and
reporting crime to local law enforcement.”
Soldiers of Odin chapters appear to have been established in every Canadian province /
territory except Prince Edward Island, the Northwest Territories and Nunavut. It is
unknown where the first SOO chapter was established in Canada or when it opened
The bylaws for the Soldiers of Odin — Canada, which are available online, provide the
following mission statement.

Soldiers Of Odin Canada is a non-racist, conservative organization that seeks
to keep Canadians safe in their daily activities and also uphold and protect
‘our Constitutional Rights, by acting as a nationwide community watch
organization. We believe that the higher authorities are failing the Canadian
citizens. Between the allowing of illegal aliens into this country and giving
them the ability to vote and drive, accepting refugees from countries that
hate us while Canadians are on the streets, releasing confirmed terrorists,
back to their organizations to cause more harm against Canada, and
demonizing anything that has to do with European Culture to try and create
racial tensions to turn citizens on one another; we as Soldiers Of Odin realize
that it is time to take back our streets, provinces, and country. We believe in
protecting the streets with observe-and-report styled patrols, and if necessary
come to the defense of anyone who may need us. We are the eyes and ears
of the police in places that the police cannot always be. We want to
cooperate with local authorities to help make local communities better. We
will also host family friendly events and give back to the local charities in our
communities. We have members of different races, religions, backgrounds,
and creeds; but when members don the $.0.0. Canada Odin’s Head all
personal beliefs are forgotten and we all stand together.
According to the Soldiers of Odin - Canada bylaws each province (called a division) will
be split into two zones either North & South, or East & West.
The Soldiers of Odin
is run by three administrators:
+ Joel ANGOTT of Winnipeg, MB - National President of the SOO,
+ David TIERNEY of Estevan, SK — Provincial Leader (North), and
+ Travis STOVIN of Estevan, SK ~ Provincial Leader (South).

Ina recent
media story, members had been removed from the Saskatchewan chapter because
they had attempted to introduce extremist views that the group did not want to be
associated with.
The Soldiers of Odin - Saskatchewan have been involved in a number of community
service projects including the cleanup of a cemetery in Estevan, and a planned
fundraising BBQ for STARS Air Ambulance (STARS declined their support after doing
some research into the group online). Members have also conducted foot patrols,
including a joint patrol with members of the White Pony Lodge on 2016-09-29. The
membership of the Soldiers of Odin reportedly includes individuals from a variety of
different ethnic groups.

Analytical Recommendations:
At this time there is no indication that the members of Soldiers of Odin - Saskatchewan
The Soldiers of Odin appear to be policing their
membership and removing members with extremist views
Future Action:
At this time no further action will be taken by the writer on this file. If further information
