Letter from the President & CEO

Dear Friends:

For nearly 45 years, Legal Momentum has provided an expert legal


voice for gender equity, using litigation, public policy, and educa-
tion to define and defend women’s rights. In Fiscal Year 2014, we
continued to use the power of law and the federal courts to effect
change for women and girls every day, thanks to the generous sup-
port of our deeply valued donors.

We’re proud of our significant accomplishments in the past year:

• We filed more than a dozen significant “friend of the court”


briefs dealing with issues such as insurance coverage of
contraception, pregnancy discrimination, crime victims’ rights,
gender stereotypes, judicial misconduct, domestic violence,
and marriage equality;
• We filed Title IX and Clery Act complaints with the Department
of Education Office of Civil Rights against Brown University for
its mishandling of a sexual assault complaint; the complaints
resulted in an ongoing federal investigation;
• We called for removal of a judge who gave a rapist an illegally
light sentence and made disparaging comments about the
14-year-old victim;
• We worked closely with the White House to create a series
of regional and national summits on work and family issues,
such as the intersection of economic insecurity and domestic
violence, and increasing women’s participation in higher-pay-
ing, non-traditional occupations.

Legal Momentum’s dedicated staff and volunteers are committed to


finding innovative solutions to the problems that disproportionately
affect women. With your help, we’ll continue protecting pregnant
workers and domestic violence victims in the workplace, supporting
survivors of sexual assault on campus, advocating for a strong safe-
ty net for poor women and children, and working to end gender bias
in the courts and law enforcement—through 2015 and beyond.

PROGRAM HIGHLIGHTS
Women and girls still face physical and sexual violence at home, at school, and in the streets. Women face
discrimination and harassment based on gender, pregnancy, or status as a domestic violence survivor. Be-
cause of our history and experience, Legal Momentum has the resources, expertise, and connections that
enable us to provide expert, effective legal advice and representation, training and education, and advocacy.
When women call for help, Legal Momentum responds. Legal Momentum is an effective agent for change in
women’s lives. In the fiscal year ending June 30, 2014, Legal Momentum achieved numerous successes.

ADVOCATING
• The New York City Council passed the Pregnant Workers Fairness Act, which went into effect in January,
2014. The new law requires employers to provide accommodations for pregnant women.
• President Obama directed all federal agencies to create workplace violence policies in 2011. Legal Momen-
tum assisted several agencies in developing their policies, which were rolled out in 2013 and 2014.

EDUCATING
• Legal Momentum’s Vice President for Government Relations, Lisalyn Jacobs, published an article in Wom-
en’s eNews in March, 2013 titled “Women: When We Succeed We Can Also Escape Abuse.” It explains how
equal pay and sick and safe leave can enable survivors of domestic violence to escape their abusers. The
article was sent to every member of Congress along with a letter from the National Task Force to End Sex-
ual and Domestic Violence (NTF), which Legal Momentum co-founded and helps lead. The letter brought
the attention of lawmakers to the intersection of domestic violence and women’s economic issues.
• In June, 2014, Senator Richard Blumenthal introduced the Lori Jackson Domestic Violence Survivor Pro-
tection Act, a bill that would prevent an individual who is subject to a temporary restraining order from
purchasing or possessing a firearm. Legal Momentum worked with the senator’s staff on women’s rights
and domestic violence issues.
• We produced several acclaimed new reports that highlight the gender aspect of poverty:
• 50 Years of the War on Poverty: Too Little Progress
• Women’s Poverty in the United States, 2012—Poverty Rate Remains High, Gender Poverty Gap Persists
• A TANF Misery Index 2014 Update
• Update of Single Parenthood in the United States–A Snapshot
• The National Judicial Education Program (NJEP) developed and released two major new curriculum mod-
ules dealing with sexual assault:
• Raped or “Seduced”? How Language Helps Shape Our Response to Sexual Violence
• Medical Forensic Sexual Assault Examinations: What Are They and What Can They Tell the Courts?
• In July, 2013, Legal Momentum launched an online, interactive, user-friendly map that provides a com-
prehensive, state-by-state guide to laws regarding pregnancy discrimination and accommodation around
the U.S. This public resource is one of the most frequently visited pages on Legal Momentum’s website,
reaching thousands of users every month.

TAKING LEGAL ACTION


• Legal Momentum filed a charge on behalf of a New York City Police Officer who was denied the opportuni-
ty to take the promotional examination for sergeant due to her pregnancy. As a result, the City has since
changed its policy to allow alternate test dates for pregnant employees.
• Legal Momentum co-represented a cashier against her employer, a drugstore chain, for failing to provide
reasonable accommodations during her pregnancy.
• Legal Momentum filed an EEOC charge on behalf of four women sheet metal workers who were subjected
to gender-based and breastfeeding discrimination by their employer, including unfair termination.
• In the case of U.S. v. Castleman the U.S. Supreme court upheld the provisions of the Violence Against
Women Act that ban gun possession by those who have been convicted of crimes of domestic violence in
state court, as Legal Momentum urged in our amicus curiae brief.
• Legal Momentum helped file a formal complaint with the Montana judicial disciplinary board against a
judge who mishandled a statutory rape case. The Montana Supreme Court ordered both a public censure
and a 31-day suspension for the judge.
• Legal Momentum filed federal civil rights complaints under Title IX and the Clery Act with the U.S. Depart-
ment of Education against an Ivy League university because it failed to expel a student whom it had found
responsible for nonconsensual sexual misconduct. The DOE’s Office of Civil Rights started an investigation.
