Introduction of Global Capacity Building and Consultancy Ltd.

It is our pleasure to introduce Global Capacity Building and Consultancy Limited (GCBCL) in front
of you. GCBCL is a consultancy firm in Bangladesh that serves Public Private Partnership (PPP)
project related to management, technical, legal/regulatory, environmental & social risk
management consultancy services in National and International arena. To promote PPP in
Bangladesh, GCBCL is serving to the Government agencies, Bank and Financial Institutions and
Project sponsors by providing consultancy services and need based capacity building programs
inside and outside Bangladesh. To assure quality services GCBCL is affiliated with IDECK
(Infrastructure Development Corporation, Karnataka Limited), Green Circle, India for
Environmental, Social & Disaster Risk Management Issues, PPP Experts & Venuelinks for
providing Public-Private Partnership (PPP) related foreign trainings/workshops and exposure
visits program and ConnectED, Thailand for overall research and capacity building issues in the
sector of accounting, finance, admin and PPP as well.
Public-Private Partnership (PPP) is a win-win relationship between the government and various
private sector players for the purpose of delivering a service by sharing the risks and rewards of
the venture under a contractual obligation. A project under PPP may include all stages of life cycle
starting from ideation, design, construction of infrastructure where necessary, and up to delivery
of services and maintenance. In the PPP projects, the private sector is the active party that
undertakes activities, depending on the model, starting from the stage of conception and up to
the stage of operation and maintenance.
Beside infrastructure and construction development there are other instruments for boosting
private financing for environment. In a number of areas, such forestry for timber, fisheries, eco-
tourism, water supply and waste management, private supply can be encouraged with proper
regulatory and pricing policies. These are commercial components of the environmental services
and many good-practice international experiences exist for boosting private supply in a
framework that is consistent with environmental protection. Bangladesh can learn from these
experiences and develop proper policies and institutions to attract private investment.
The obstacles currently standing in the way in harnessing the benefit from the PPP initiative are
manifold. One of them is the unfamiliarity with the concept of PPP. It is also argued that PPP
concept takes time to penetrate. For example, in the UK 10-12 years passed before the concept
truly took off. In neighboring India, the movement started in the mid-90s but it was not until the
mid-2000s that the momentum came. Although no country has delivered PPPs overnight, a
systematic approach for the PPP initiative has yet to be seen in Bangladesh.
PPP projects are quite complex to prepare, structure and transact, and usually require specialized
skills not always available. “To provide high value-added advisory services to meet the needs of
clients in the sector of PPP” the mission of GCBCL clearly states that we are concentrating mainly
on PPP. GCBCL is capable to provide any sorts of training program required by our clients. It could
be done locally or internationally with the help of our international partners. Our teams are in a
combination of international and local experts. The foreign experts being selected from
internationally reputed institution and we have business collaboration with these organizations.
On the basis of our fruitful collaboration it becomes possible for us to provide international
standard consultancy service in Bangladesh. We are one of the few firms that combine
management, technical, financial, and legal/regulatory advisory, environmental and capacity
building services under one roof. As GCBCL is giving priority on PPP, we will be trying to organize
PPP and project related courses mostly.

 Our team take periodic feedback (for 1 year) after completion of the training
Like many other countries, Public-Private Partnership (PPP) has been appreciated as an important
way out for infrastructure development in Bangladesh. Though there have been recent successes
in institutional and regulatory framework, other critical issues like transaction expertise, PPP
financing facilities are yet to be boosted in the country. There also needs to have a strong
incentive for the executing agencies that will bring more bankable PPP projects for the private
sector. The World Bank (WB) has consistently been promoting that the PPP initiative could fill the
existing huge infrastructural gaps in the country. The World Bank (WB) initiated the Investment
Promotion and Financing Facility (IPFF) project to introduce longer term financing for private
sector led infrastructure initiatives within the Public Private Partnership (PPP) framework.
As for GCBCL, the private sectors like banks, NGOs and donor agencies are sometimes reluctant
to fund for training programs which is one of the key component of GCBCL. Since, both WB and
GCBCL have a common goal which is development of PPP in Bangladesh, we think if WB can fund
our training programs both of us will move towards achieving the goal.
Beside Capacity Building, GCBCL provides strategic advisory services specific to the sectors of
Transport, Energy, Urban, Tourism, Agri-Infrastructure, Industries, Social Sector, Port
Development, ETP, Solid Waste Management, Airports, Information Technology, Industrial park
Zone Development; in the field of infrastructure, operations, investment, policy and regulation.
So, we think it would be a great opportunity for us working together in the field of PPP and take
part in the development of Bangladesh.
