Ratify Five Appointments to the Board of Appeals and One Appointment to the
SUBJECT: Community Activities & Cultural Commission.

RECOMMENDATION:
Ratify Five Appointments to the Board of Appeals and One Appointment to the Community Activities & Cultural
Commission.

BACKGROUND/SUMMARY:
City Boards and Commissions perform a valuable service to the City by providing means by which the City
Council can obtain advice, opinions, and recommendations of City residents and other members of the
community. For this cycle of appointments, the City Council has been presented with a total of 6 scheduled
Board and Commission vacancies.

Mayor Dallas and Mayor Pro Tem Theis interviewed applicants for board and commission vacancies
Wednesday, January 24, 2018. All applicants demonstrated a strong commitment to service and a desire to
serve the Carmel-by-the-Sea community. The ad hoc committee was appreciative of all community members of
diverse backgrounds and exceptional skill sets, who filled out an application and participated in the interview
process.

After much deliberation the ad hoc committee has identified the following individuals as qualified and ideal
candidates to fill the vacancies, and is recommending the appointment of the following candidates:

Appointed to the Board of Appeals in accordance with Municipal Code 15.04.170, et. seq.:

Appointed to the Community Activities & Cultural Commission in accordance with Municipal Code
2.28.010:

* Adam Jeselnick's appointment to the Board of Appeals will take effect, and Mr. Jeselnick will be sworn in, after
the appeal that is currently scheduled to be heard by the Board of Appeals that has been filed by Mr. Jeselnick.

Throughout the year the Council takes action to ratify appointments to Boards and Commissions to fill
unanticipated vacancies.

Wisconsin and Massachusetts.

Have worked on a broad variety of commercial, institution, medical and residential architectural projects
since 1981.

SeNed as board member of the Monterey Bay Chapter of the American Institute of Architects from 2001 -
2006.

Mentor to numerous architectural interns in Boston Massachusetts , Los Gatos California and Carmel.

APPLICATION TO SERVE ON CARMEL-BY-THE-SEA


BOARD OF APPEALS
The Board shall serve at the pleasure of the Mayor and will be composed of three core members, and two
disabled access members, with disabled access members attending the Board of Appeals meeting only for
appeals that relate to access to public accommodations by physically disabled persons. The three core
members shall be qualified as follows: one architect or one licensed engineer, one general contractor, and
one other who may have expertise in the construction or building field or who may be a layperson. At least
three members of the Board shall be residents of the City.

In accordance with the Public Records Act, submitted applications and attachments are considered public
records and will be disclosed upon receipt of a public records request. Applications may also be published
(with signatures and personal contact information redacted) in the agendas of relevant meetings of the City
Council.
