Central government is responsible for
Framers suicide in agrarian country like India.

Farmers' should get the right prize for produce yields, so the state has set up
Commission for Agricultural Costs and Prices (CACP). Al1 agricultural universities,
agricultural experts and scientists from the states conduct studies on the basis of the scientific
farming of every crop and the expe ence of the farmers. How much the cost occurred to the
farmers on every crop production, the prize should based on the expenditure occurred. This
crop wise report sends to the Center Commission lor Agricultural Costs and Prices (CACP)

CACP should study the specially made reporl of CACP. The agricultural produce
prize should determine after the Study. Ifthere is any doubt about the report of the CACP, then
both the commissions should discuss it and it is necessary to fix the prize based on the expenses
occurred for the agricultural produce. The report sent by the CACP in last ten years, it seems
CACP has reduce the pize by 30 to 50 percent. It is possible that there may be 1 to 5 %
difference but not30 to 50 %. The Union Agriculhrre and Agriculture Department is responsible
for the CACP being under the central agricultural department.

Millions of farmers have committed suicide in the country. Because the farmer spends
heard eamings on farming. Due to the failure of the CACP for agricultural produce, due to not
getting the cost based on the expenses occumed for fann produce of the farmers, there is
disappointment in the life and fanner commits suicide. The Central Agriculture Department is
responsible for the suicides cornmitted by lakhs of farmers in the country. This is my perception.
The Swaminathan Commission has sent its repoft to the Central Govemment. But the decision
is not taken yet.At the time of elections, they assured the people, that if they comes to power,
then they will implement Swaminathan Commission's report. But it has not been implemented
even after three and a half years.

I wrote a letter to Prime Minister Narendra Modi on December 11,2OI7 but there was
no reply from him. Actually what is the reason for farmer suicides? It is important for the Prime
Minister to know this. One should increase the investment in the agricultural sector but central
government does not increase investments in agriculture sector compared to the industrial
sector. Due to this, agriculture and farmers do not develop in comparison to industrial areas rind
industrialists. In agrarian country like India agricultural investment needs to increase compared
to the industrial sector.

Famer adopts new technologies, drip irigation, sprinkler irrigation. And its efforts to
increase cultivation means the efforts to increase the yield of the country. Govemment impose
18% GST on Drip, Sprinkler Irrigation. In fact, GST should not be imposed on agricultural
implements. In the agrarian country, government does injustice to the famers. One thing is
clear that, the central government does not care much about the farmers, as they do care about
industrialists. When the debt of business man can be waived of, then why not the farmers debt?

So far central government is not confident that, if we increase the milk production in
the village, along with the development ofagricultural produce by using modern technology in
the country, the villages will get developed and effectively the country, as dreamed by Mahatma
Gandhi. The people from village will not go to the city. Nahre and humanity would not be
exploited as said by Mahatma Gandhi. But then what would happen to industrialists in the city?
It seems that such an anxiety happened to the government. It is necessary to emulate Israel.
Israel has conquered the market for many countries of the world by focusing on agriculture.
The soil ofour country is better than the soil oflsrael. The nature has given us plenty of water.
The experiments conducted in many places in the country should be studied, how we can do
development of the village from agricultural produce? Then there won't be a question of
unemployment. Without exploiting nature and humanity, the economic system of the village
can be improve. If the economy of the village will not mend, the economy of the country will
not improve as said by Mahatma Gandhi. His ideas are not implemented in the country. There
have been direct amendments in many places. But due to the lack of vision and the idea of
smart city rather than the smart village, so our fatmers are in predicament. After independence,
if we would have focused as Israel did in agriculture, by using new technology, our country
would have gone a long way.

The big industry is not the only solution for the problem ofincreasing unemployment
in the country. The development ofthe industry is not stable development. This is not the lasting
solution. In the Paris Council the world leaders concems that what will happen to the earth
now? The reason is to dream ofdevelopment by exploiting nature. Thousands and millions tons
ofpetrol, diesel, and coal is buming. The problen-rs of the cities are increasing due to the flood
ofpeoples go to the cities like floods ofwater in the sea. After independence, the country would
have given more attention to agdcultural development then this problem would have not been
arise. But these problems will increase day by day. One day this problem can go out ofcontrol'
Cities gets the Drink water from the dam. The dams are getting filled with soil. Dam's water
storage capacity is decreasing. Simultaneously with the dirty and unsafe water, diseases are
increasing. I have experienced it.

This country is mine; such a perception does not appear to the people who runs the
govemment. Money, Party and Power is important to them. I have dedicated my life for my
society and country. I have considered this country is mine, Therefore, I can't tolerate injustice
to farmers and people. So I have decided to protest on 23'd March 2018 in Delhi.
