Philippine Climate Projections
 Projections for 2020 and 2050 for the
following scenarios:
Scenarios Description
A1 Very rapid economic growth; population
peaks mid-century; social, cultural and
economic convergence among regions;
market mechanisms dominate.
A2 Self-reliance; preservation of local
identities; continuously increasing
population; economic growth on regional
scales
B1 Clean and efficient technologies; reduction
in material use; global solutions to
economic, social and environmental
sustainability; improved equity; population
peaks mid-century
B2 Local solutions to sustainability;
continuously increasing population at a
lower rate than in A2; less rapid
technological change than in B1 and A1

Incorporating Disaster Risk Reduction (DRR)
and Climate Change Adaptation (CCA)
concerns in the Philippine EIS System

Adoption of “EIA Technical Guidelines

incorporating DRR and CCA concerns”

To promote climate change adaptation and

disaster risk reduction at the project level
Objectives of MC 2011-005 and the EIA DRR/CCA
Technical Guidelines
Provide EIA practitioners and stakeholders with:

guidance in integrating DRR and CCA

concerns in the project planning stage
through the EIA Process

 An understanding of the implications of

disaster and climate change risks in
relation to the environmental impacts of
projects

 Direction on a project-specific basis on

how disaster risks and climate change is to
be considered in an EIA
EIA Technical Guidelines incorporating
DRR and CCA concerns
a tool for ensuring that future
developments are resilient and that their
environmental impacts do not aggravate
natural hazards or climate change’s
effects on human or natural systems.

 Inclusion of DRR and CCA considerations

into the EIA process requires no change
to the essential steps or sequence of
the EIA process itself.

Where applicable, climate projections for

2020 and in 2050 shall be used in the
conduct of relevant modelling, studies and
assessment as part of the EIA

 Natural hazards in the proposed project

location shall be considered in the conduct
of the EIA and integrated in the formulation
of the environmental management and
monitoring plan.

EIA Report Review Criteria
Under this EIA DRR/CCA Technical Guidelines, the integration
of DRR/CCA into the review process will also ensure that:

Assessment considered both the climate

change projections and the hazard potential
in the proposed project location.

Appropriate impact mitigation measures as

well as climate change adaptation and
disaster risk reduction has been formulated
and analyzed based on agreements during
the screening and scoping stages.
EIA Report Review Criteria
Under this EIA DRR/CCA Technical Guidelines, the integration
of DRR/CCA into the review process will also ensure that:

The project proponent has committed to

incorporate the appropriate climate change
adaptation and disaster risk reduction
considerations in the project design
Project Monitoring and Evaluation

disaster and climate change risks should be

considered

NOTE :

Disaster and/or climate change risks are normally

long-term risks, hence may be difficult to evaluate in
the short-term (i.e., project life)

Knowledge base for disaster risks and climate

change will normally improve substantially over the
life of a project
Project Monitoring and Evaluation
should include periodic assessment of climate
& disaster risks by reviewing new information
and/or monitoring specific hazard/climate
elements
At the minimum, the evaluation should focus on the
determination if the mitigating and/or adaptation
measures that were put in place are effective
