Mandate

By virtue of Executive Order No. 285, s. 1987, the Government Printing Office and other
relevant printing units of the Philippine Information Agency (PIA) were merged to form the
National Printing Office (NPO). Executive Order No. 378, s. 2004 was issued amending
E.O. 285, s. 1987 the printing jurisdiction of the National Printing Office.

To consolidate the related provisions of laws and issuances in order to clarify the
jurisdiction of the National Printing Office, as well as the procedures in the printing of
government accountable forms and to efficiently and effectively accomplish the delivery
of the public services MEMORANDUM CIRCULAR NO. 180, s. 2009 was issued by the
Office of the President.

M.C. No. 180, s. 2009 affirmed the printing jurisdiction of the National Printing Office as
the “primary and main” provider of printing services to national, provincial, city and
municipal governments, agencies and instrumentalities, including GOCCs.

The National Printing Office shall have exclusive jurisdiction over the printing of
accountable forms with money value and specialized accountable forms as well as the
exclusive printing jurisdiction over public documents such as the Official Gazette, General
Appropriations Act, Philippine Reports, and development information materials of the
Philippine Information Agency.

Likewise, the National Printing Office has concurrent jurisdiction with Bangko Sentral ng Pilipinas
in the printing of Official Ballots and other accountable election forms and paraphernalia, with
proper security coordination with the Commission on Elections.

Recognized Government Printer

Under GPPB Resolution No. 05-2010, the printing of accountable forms and sensitive high
quality/volume printing requirements shall only be undertaken by Recognized Government
Printers such as the National Printing Office.

The recognition of the National Printing Office as a Recognized Government Printer was
embraced under the General Appropriations Act of 2018 which provides, All agencies shall
engage the services of the Recognized Government Printers for the printing of their accountable
forms and sensitive high quality/volume printing requirements.
