CHAPTER – I
PREAMBLE:
The Maharashtra Housing & Area Development Authority (MHADA) has been
established by the Maharashtra Housing and Area Development Act, 1976. It came into
existence on 5th December 1977. Prior to the establishment of MHADA, the following
statutory bodies were in existence.
1) The Maharashtra Housing Board.
2) The Vidharbha Housing Board.
3) The Bombay Buildings Repairs and Reconstruction Board.
4) The Maharashtra Slum Improvement Board.
The Maharashtra Housing Board formerly called “Bombay Housing Board” was
established in 1948 and had jurisdiction over the entire State of Maharashtra except
Vidharbha. This body undertook construction of residential buildings under various
housing schemes for different sections of the society. The allotment and maintenance of
these buildings was being looked after by it. On the re-organization of the State, the
Vidharbha Housing Board was established in the year 1960 as a successor body to the
erstwhile Madhya Pradesh Housing Board. Its functions were similar to those of the
Maharashtra Housing Board, except that it also advanced loan to co-operative housing
societies, institutions and local authorities for the construction of houses. The Bombay
Buildings Repairs and Reconstruction Board was constituted in 1971. It was created to
deal with the problems faced by tenants residing in dilapidated buildings in the Island City
of Bombay and undertook its structural repairs and reconstruction, so as to make them
structurally sound and safe for habitation.The Maharashtra Slum Improvement Board was
constituted in 1974, with intention to provide basic amenities, such as water taps,
drainage, pathways, latrines and streetlights etc. in slums. To begin with, its activities
were confined to the Mumbai City and Mumbai Suburban Districts. These activities were
later extended to the other parts of the State. The MHADA has been established with a
view to integrate the activities and functions performed by statutory bodies to provide for
comprehensive co-ordinate approach to the problems of housing.
ORGANISATION:
The Authority consists of part-time President, a Vice President and other members,
all appointed by the State Government. The Vice President is a Chief Executive Officer
and also Ex-Officio Secretary to the Government of Maharashtra for the purpose of
Section 41 of MHAD Act 1976. There are now nine Regional Boards under the
administrative control of Authority.
(1) MUMBAI HOUSING & AREA DEVELOPMENT BOARD:
The jurisdiction of the Board’s activities is in Mumbai City and Mumbai Suburban
District only.
(2) MUMBAI BUILDING REPAIR & RECONSTRUCTION BOARD:
To carry out structural repairs and reconstruction of old cessed Dilapidated Buildings
in Island City of Mumbai.
(3) MUMBAI SLUM IMPROVEMENT BOARD:
To implement slum improvement programmes in the declared slum Pockets of
Mumbai City and Mumbai Suburban District only.
(4) KONKAN HOUSING & AREA DEVELOPMENT BOARD:
The jurisdiction of Board’s activities is in Thane, Raigad, Ratnagiri,and Sindhudurg
District.
(5) PUNE HOUSING & AREA DEVELOPMENT BOARD:
The jurisdiction of Board’s activities is in Pune, Kolhapur, Solapur, Satara, and
Sangli District.
(6) NASHIK HOUSING & AREA DEVELOPMENT BOARD:
The jurisdiction of Board’s activities is in Nashik, Dhule, Jalgaon, Ahmednagar
Nagar and Nandurbar District.
(7) AURANGABAD HOUSING & AREA DEVELOPMENT BOARD:
The jurisdiction of Board’s activities is in Aurangabad, Jalna,Osmanabad, Parbhani,
Nanded, Latur, Beed and Hingoli District.
(8) AMRAVATI HOUSING & AREA DEVELOPMENT BOARD:
The jurisdiction of Board’ activities are in the Amravarti, Yaotmal, Akola, Buldhana,
and Washim District.
(9) NAGPUR HOUSING & AREA DEVELOPMENT BOARD:
The jurisdiction of Board’s activities is in the Nagpur, Wardha, Chandrapur,
Bhandara, Gadchiroli and Gondia District.
The erstwhile Mumbai Housing and Area Development Board was restructured by a
Government Resolution dated 5.11.1992 and split into three separate Boards viz. Mumbai
Housing and Area Development Board, Mumbai Building Repairs and Reconstruction
Board and Mumbai Slum Improvement Board.
Under the Government Resolution No. 2679/B, dated 22.7.1992 of Government of
Maharashtra, Law and Judiciary Department, Amravati and Nasik Board were established.
(10) RAJIV GANDHI ZOPADPATI SUDHAR NIWARA PRAKALP:
In order to have over all improvement of slum in Dharavi in Mumbai City; the then
Prime Minister (Late Shri Rajiv Gandhi) had declared a grant of Rs. 100 Crores in around
the year 1984-85. This cell had actually started its functioning w.e.f. March 1987 as a
“Prime Minister Grant Project” with a grant of Rs. 100 Crores .
The project was renamed laterally as “Rajiv Gandhi Zopadpati Sudhar & Niwara
Prakalp”.

This was multi-sectorial project for Greater Mumbai. It was mainly implemented
by MHADA with two other agencies, i.e. are B.M.C. and B. M.R.D.A. The project had
three main component (1) Urban Renewal, (2) Slum Upgradation, (3) Dharavi
Redevelopment.
The above cell had been closed from 1.4.1998 and its activities were merged in to
Mumbai Board and Mumbai Building Repairs and Reconstruction Board (M.B.R.& R.B.)
(11) WORLD BANK PROJECT (A project of MHADA):
This was a multi-sectorial project formed with World Bank loan assistance. It extent
to entire Mumbai Metropolitan Region. The three main implementing agencies were
MHADA, M.C.G.M. and CIDCO.
The project commenced in 1984 and had been executed in different phases. The
mains object to bridge the gap between housing demand and by providing environmently
acceptable shelter at affordable cost was attempt through implementation of B.U.D.P.
The B.U.D.P. project provides for main component for providing Low
Cost Shelter on
(a) Land and Infrastructural Service Programme (LISP).
(b) Slum Upgradation Programme (SUP).
The World Bank Cell was closed on 30th September 1994 and its activities were
merged to Mumbai Board and Konkan Board.
