Dear Sir/Ma’am;

We wrote a petition letter regarding on the Campus Election 2017 because


we’ve seen flaws and lapses in the conduct of the said event. Attached is our
petition letter and the response of the Campus COMELEC.

In regards to the response of the Campus COMELEC, We are not satisfied of their
answers on our petition. The following are the reasons why we are not satisfied.

1. They said that the new scheme for the election, which is the use of
computer, was properly informed to the candidates. Yes it’s true that they
informed us but they did not presented the actual procedures in the
voting process. They said that the systems were programmed to count the
number of voters at the same time the number of votes per aspirants as
chosen by the electorates. But during the election, when we casted our
votes, we noticed that the new scheme is not safe. It did not require
inputting our ID number or signature. So, how can they validate the votes
if there are no ballots or soft copies of the information of the voters? And if
the program did not requires ID No. or any signature of the voters, anyone
can do double voting since not everyone were not given marks which
their index finger. And the new scheme for the election didn’t give
privacy to the electorates because the commissioners and poll watchers
were standing beside them and watching as they cast their votes.
2. With regards of their explanation about the double voting, they said that
they assure that there were no double voting because they place ink,
which cannot be easily removed, on the index finger of the voters after
casting their votes is not true. Not everyone was given blue inks in their
index finger. And there are witnesses about this issue.
3. Number 5 in my protest letter, they cleared the statement of Mr. Quinto
but they did not tackle the issue regarding why the results were being
leaked where in fact Mr. Quinto said that he saw the results of the casted
votes in the server supposedly it should only be seen after the election. So,
regarding to Mr. QUinto’s statement that he saw the server violated Article
XII Section 57. And they said that Mr. Quinto just concluded the 3:1
proportion of the estimated votes, is it proper that the commissioner will
comment on this and give his statement about results while the election is
on going?
4. About their explanation why they didn’t entertained Ms. Benazir, poll
watcher of Mr. Pizarro, when she approached the COMELEC about the
result of the election, they said that there were still last batch of
electorates, where in fact the time when Ms. Benazir approached them
was in between of 5:30- 5:45 and the cut off is 5:00 pm. Why there were
still voters casting their votes?
5. They claim that there were no anomaly and the results were carefully
deliberated in order to come up with an accurate result. So how sure are
they that the individual votes from the computer tallied to the
attendance of voters? They don’t have physical documents to support
their claims because as we’ve said that the computer program did not
require ID number or signature. And in addition, they didn’t have the
master list of registered voters.

With the listed reasons mentioned above, I am appealing to you, the University
Central COMELEC since the Campus COMELEC admitted they commit lapses
and flaws on the procedure and conduct of the Campus Election, to review
asses and deliberate again our petition and the Campus COMELEC response to
our letter.
