Dear Sir,
Sub: Notice for Direct Action at District Collector Offices in all Districts on
16th May, 2016 against proposed closure and merger of government schools
and demanding development of each of them regarding….

We urge upon the government to desist from implementation of the proposal to close
down or merge the primary schools with enrolment less than 20, UP sections with class
average enrolment less than 30/20. The proposal to shift to two tier systems only leads to
closure of 95% UP Schools and denial of elementary education within reach of 3
kilometers to each habitation as provided in the Right To Education Act. These measures
would only further increase the dropout rates. The children from disadvantaged sections
and girls will be denied the right to education. The drop out by class 8th, as on date, is
very high with 19% (All), 25% (SC) and 50% (ST). At the first instance, the
government shall take all measures for ensuring 100% enrolment and 100%
retention.

The gap between the child population projected on the basis of Census 2011 and
enrolment in schools according DISE is around 15 Lakhs in the age group of 6 to 15
years. Again, around two Lakh children are dropping out between class 1 and class 10
according to DISE statistics. The government has to take wide range of students
support measures to ensure the regular participation of children in regular schools
and completion of curricular goals and thereby to ensure Right To Education as provided
in the constitution of the land (Article 21A) to each of them. We in the following
paragraphs submitted certain measures for your consideration and proper action to ensure
100% enrolment, 100% retention and provision of quality education.

Govt. should takeover/closedown all the private schools which are not following
rules and regulations. Around 27 Lakhs of children are studying in private schools
running on commercial basis. Majority of the schools are not following rules and norms
as provided in the Acts and Rules in force in Andhra Pradesh. The closure of such
schools not only protects the students studying there in the schools but also would
increase the enrolment in government schools by a minimum of 10 Lakhs.

Any measure for closing or merging of schools on the basis of low enrolment is
irrational, undemocratic and counterproductive before ensuring 100% enrolment,
100% retention and closure of private schools which are not following the rules and
regulations of the government.

We also submit for your serious consideration that government shall not close or merge
or shift any schools without the consent of the village/ward community. Government
should take approval from village general assembly or ward general assembly for such an
action which reduces the status of the habitation as a habitation without a school and put
the people to a great difficulty and deny right to education to the children of the
habitation.

Government should bring an Act to implement Allahabad High Court Judgment which
seeks to enrolment of children of all persons taking any monetary benefit from
government including Judges, Ministers and Officers in Government Schools. This
will solve the majority of the problems in school education. Then only, ministers and
officers will be interested in development of government schools. Teachers would follow
suit. Schools running on commercial lines will be essentially getting closed. Unhealthy
competition for Marks and Ranks and concomitant mass copying will be ended. Then and
then only scientific pedagogical practices could be implemented.

WE REQUEST THE GOVERNMENT TO TAKE THE FOLLOWING IMMEDIATE


MEASURES FOR 100% ENROLMENT, 100% RETENTION AND QUALITY
EDUCATION IN GOVERNMENT SCHOOLS.

I PRIMARY SCHOOLS
1. Withdraw the proposal to close down or merge primary schools with enrolment less
than 20 with the reason that there is an availability of other primary schools within one
Kilometer. Such a measure would jeopardize the right to education of around 75,000
students. Establish ECCE Centers in these schools along with Primary Schools and create
a lively atmosphere.

2. Withdraw the recent proposal to provide second teacher post only at enrolment
point 30/25 instead of at 20 as has been the case from GO 55/2011.

3. Teaching English: One of the teachers shall be specially trained for teaching English
subject in primary schools;
4. Special Measures for Development of all Primary Schools: Maintain plural teacher
system for low enrolment schools. Upgrade teacher Student Ratio to 20:1 and provide a)
2 teacher up to enrolment 40, b) 3rd teacher at enrolment point 41, c) 4th teacher at
enrolment point 61, d) 5th teacher at enrolment point 80, e) 5 Class Teachers + 1 Head
Teacher (5+1) for enrolment 100 to 150 and f) 5 teachers + 1 head teacher + 1 leave
vacancy post(5+1+1)) for enrolment 151 to 200.

5. Establishment of Model Primary Schools: It shall be noted that establishment of


Models Primary Schools shall be in addition to the measures proposed above for
development of all schools. Establishment of model schools shall not lead to closer or
merger of existing schools. Declare all Primary Schools with Enrolment above 80 as
Model Primary Schools. Provide 5 teachers for five classes in the schools and establish
all provisions assured for Model Primary Schools within six months. Head Teacher post
shall be sanctioned at enrolment 100.

6. Legislative Protection to Model Primary Schools: If this model school scheme is


proved successful, many more government schools, benefitting from measures suggested
in this memorandum including 3rd teacher post at 41 and 4th post at 61, would increase
their enrolment and cross 80 in coming years to attain the status of a model school with
the committed work of teachers and encouragement and support of local community
leading to downsizing of private schools. Give legislative protection by an Act to the
Model Primary School (MPS) System lest they be liquidated by the next
Officer/Minister/Government.

7. No Deputations: There shall not be any deputation of teachers on jobs outside schools
and vacancies are to be filled up immediately as they fall

8. Infrastructure: Develop Buildings, ramps, infrastructure including play ground,


compound wall, kitchen, two sets of toilets, running water, electricity and play material;
9. Contingent Post: Provide one contingent post for each 50 students and part thereof;
II STUDENT SUPPORT MEASURES FOR 100% RETENTION

10. Anganwadi: Shift Anganwadi to Primary School premises;


11. ECCE Centre: Establish ECCE Centre in all Primary and Upper Primary Schools;
12. Nutritious Meal: Upgrade Mid – Day Meal to Nutritious Mid – Day Meal;
13. Breakfast: Provide breakfast in the morning and milk and snacks in the evening;
14. Contingent Needs: Provide all needs of the child like sufficient number of note books
along with text books, four pairs of uniforms, two pairs of shoes and school bags and
medical services. Attend all needs of the children with special needs;

III UPPER PRIMARY SCHOOLS


1. Desist from closing of UP Sections in UP schools in the name of shifting to two tier
system. Such a measure would lead to drop-out of thousands of students from
disadvantaged sections and particularly girls
2. As on date, majority of UP Schools do have 6 teacher posts (2 SGTs, 2 SAs and 2 LPs)
for seven or eight classes. Because of this, primary sections in UP Schools are benefitted
with far better a teacher per class ratio being 0.75 nearing one. Closing of UP Sections
would worsen the situation and it provides an additional reason to continue UP sections.
3. All necessary infrastructure and student support measures proposed for Primary Schools
above shall be provided for UP Schools and students therein. In addition, provide
bicycles for all children of UP Section coming from other villages. These measures
would increase enrolment in UP schools
4. One teacher for Physical and Health Education, one teacher for Art Education and one
teacher Work Education for shall be appointed on regular basis for three schools together
if work load is not sufficient in one or two schools.
5. Upgrade UP Schools into High Schools if average class strength is 20 or above in UP
Section.

IV HIGH SCHOOLS
1. Establish Infrastructure as provided in RMSA norms;
2. All necessary support measures (food, books, clothing and health) necessary for students’
regular participation and 100% retention should be provided in High Schools.
3. Provide cycles to all children who come from other villages;
4. Open new sections to ensure that strength of no section is more than 40;
5. Recognize English Sections as Parallel School and provide 4 subject teachers and 3
language teachers for each of 5 sections;
6. Provide PET post for every 250 students and part thereof;
V RESIDENTIAL SCHOOLS FOR NEEDY
Residential schools shall not be meant for meritorious. They shall be established for needy
students. Such needy students shall be provided residential education from class 1 to 12 in
schools of Navodaya Standard. The categories may follow as below:
1. All Tribal Students living in Agency areas as the population is sparse,
2. All single parent children or no parent/guardian children, all street Children
3. All children relieved of child labor,
4. All children who are dropped out of general schools,
5. All mentally retarded Children and so on and so forth.

VI REGULATION OF PRIVATE SCHOOLS

Take regulatory measures (including closer or take over) against private schools collecting
excessive fee and not following minimum service conditions of teachers, infrastructure and
pedagogical norms. Closure of such schools possibly increases enrolment in government
schools.

VII IMPLEMENT ALLAHABAD HIGH COURT JUDGMENT

Bring a Legislative Act to ensure admission of all children and wards of judges, ministers,
officers, government employees and teachers in government schools on the strength of
Allahabad High Court Judgment. That will put everything right mother tongue as medium of
education.
