Asian Network for Free Elections (ANFREL)


ANFREL is a non-profit regional network, formed in 1997 working to advance the cause of electoral democracy.
It has since then established itself as the leading NGO in Asia working on elections. ANFREL was formed as
a solidarity movement to oppose authoritarian and dictatorial regimes in a number of countries across the
region. To date, it continues to promote the spirit of democracy through free and fair elections while
continuously enhancing its strategies through strengthened cooperation between government and non-
government institutions, both at the national and international levels. ANFREL continues to move forward as
a leading organization promoting and advocating for better and more democratic elections in Asia.

ANFREL focuses its work on three major areas Election Observation, Capacity Building, and Campaign &
Advocacy. ANFREL takes a holistic approach to achieve its mission and these programs are designed to
complement one another in pursuit of supporting free and fair elections in countries across Asia.

Roles and Responsibilities:


ANFREL is looking for a dynamic leader to fill in the position of Executive Director. The Executive Director
provides strategic leadership and effective management to ANFREL’s Secretariat.

The Executive Director provides strategic direction to the implementation of the organization’s programs as
determined by the Board of Directors (BoD). He/she is responsible in ensuring availability of resources to run
the programs and is required to prepare periodic reports of the progress and developments of the organization.

The Executive Director reports to the Board of Directors. He/she will be working in a multi-cultural environment.
The Executive Director will be based in ANFREL’s headquarters in Bangkok, Thailand, but will be regularly
coordinating and working with network organizations across the Asian region.

Develop strategic planning for program implementation


 Develops short and long-term plans for the implementation of ANFREL’s programs;
 Prepares regular situational analysis based on current regional situation;
 Develops action plan based on situational analysis.

Management Role
 Implements ANFREL’s policies in relation to office operations and the performance of secretariat
members;
 Provides day-to-day management and coordination of tasks of all the staff;
 Supervises the day-to-day activities of the Secretariat;

ANFREL’s Network
 Ensures regular coordination with member organizations for effective sharing of information;
 Regularly engages with local stakeholders to expand its network.

Public and international relations


 Regularly engages with regional and international stakeholders including civil society organizations,
intergovernmental bodies, election management bodies, the media, academe, among others.
 Promotes ANFREL’s mission and programs in meetings or conferences.

Key qualifications
 Bachelor’s degree in social sciences, political science, human rights, or any related field is
required. Master’s degree, not required but is an added advantage.
 At least 5 years of relevant experience in the field of electoral democracy;
 Strong work ethic and expertise in program management; experience to lead a regional or
international organization;
 Outstanding knowledge on organizational governance principles and best management practices;
 Excellent decision-making and problem-solving skills;
 Excellent fundraising skills;
 Demonstrated commitment to ANFREL’s core values of promoting democracy and human rights;
 Proven knowledge and understanding of political and democracy issues in Asia;
 Proficiency in technical writing and documentation;
 Strong command of the English language, additional proficiency in other Asian languages is
desirable;
 Excellent public relations and communications skills;
 Proficiency in Microsoft office programs;
 A team player and can work in a multi-cultural environment.
