Maryland House of Delegates, District 16
6 Bladen Street, Room 210
Annapolis MD 21401

Dear Delegate Korman:

Thank you for letter regarding the Maryland Department of Transportation Maryland Transit
Administration (MDOT MTA) Purple Line project. I appreciate the opportunity to respond to
your suggestions for enhancing community outreach efforts with affected communities.

The MDOT MTA and our P3 Concessionaire, Purple Line Transit Partners (PLTP) will continue
to make every effort throughout construction to minimize impacts to residents and businesses
wherever possible. We certainly understand that a key to this effort is to ensure that the public is
kept up to date about construction activities and changes to existing travel patterns. Obviously,
the Community Advisory Team (CAT) process is designed to be a primary mechanism in
achieving this objective.

I want to make sure you are aware that there are a number of strategies in place to continually
inform those affected about upcoming construction activities which could cause disruption in
specific areas along the Purple Line corridor. The public can contact PLTP's construction team
directly at their construction Hotline number, 240-424-5325, any time of day, as well as by email
at outreach@pltcllc.com. These outlets are available for the public to ask any construction
related questions, express a concern, or submit a complaint. We continue to encourage everyone
to sign up to receive construction notifications about construction activities along the project.
These notices include activities such as lane closures, weekend or night work, and temporary
driveway and road closures. All construction updates are provided on the project website
(purplelinemd.com). When residents sign up online, they will receive construction notifications
via text or email.

Regarding your specific suggestions, we recently have tried to encourage a wider attendance at
CAT meetings by members of the public, in addition to all official CAT members. Initially, we
were hesitant to do this because of a concern that if a large crowd of the public attended, this
could hinder the work of the CAT group. Upon completion of the first round of CAT meetings,
we have learned that attendance of the public has not proven to be a concern for the CAT process
and will only serve to bring in a greater diversity of ideas. We support wider publicization of the
CAT meetings schedule and will look for ways to encourage attendance by a broader audience,
including updating the Purple Line Facebook page with times and locations of future CAT
meetings.

The suggestion to hold large public meetings focused on construction has been raised by both
counties. MDOT MTA and PLTP are currently discussing plans to hold these large
informational meetings in the Spring-Summer 2018 timeframe, as construction work intensifies
throughout the 16-mile corridor. These meetings would be a way for the Purple Line team to
educate and update the public on current activities, as well as publicizing schedules for
upcoming construction work. These meetings would be highly publicized, and attendees would
be given the opportunity to ask questions and express concerns.

Thank you again for your letter. We certainly agree with the goal ofreaching out to the larger
community who may be affected by Purple Line construction. If you need further assistance,
please contact me or Mr. Charles Lattuca, MDOT MTA Executive Director, Transit
Development and Delivery, at 240-714-5344 or clattuca@mta.maryland.gov. Mr. Lattuca will
be happy to assist you.

Sincerely,

Kevin B. Quinn, Jr.
