Background
New York Times columnist, Maureen Dowd writes about her niece “Tara” in Maryland, suffering
a mystery stroke in 2015. The CDC reports of an unexplained surge with young women getting
strokes, and even more so for White young women. The individual stories reported; for most of
these women, these are not the strokes that old people get and are able to make some recovery.
Instead; massive brain injuries, with bursting blood vessels and swelling of the brain. Doctors
are succeeding, where Jeffrey Dahmer experimented but failed: deliberately injuring the brain to
produce a type of coma, where the victim can respond to violent stimulus, obey commands for
sex acts and then have no memory. Then even if the victim walks out and things seem normal,
there is a ticking timebomb that soon goes off. And when these women suffer from the stoke and
present to the ER, with obvious signs of a stroke, there seems to be a deliberate effort to delay
care, such that the full effect takes hold. And it seems like a scheme to resume the sex acts when
the patient is permanently debilitated.

Whites are out of control with their Wide World of bizarre sex and sadistic crimes. Search
“woman pornography”, there are so many news reports, and in nearly all of them, these are rings
of men and women who share great enjoyment in doing sexual assault against toddlers. In one
case, a man from Alaska tells a man in Australia, “my girl is super into it”. He bemoans the fact
that they limited to 5 toddlers, from the babysitting work she does for her friends. See why the
crime evades suspicions: no one thinks that women are doing sex crimes against toddlers, no one
thinks that women give access to men to commit sex crimes, and most don't think of vicarious
sex assault, doing it through another and enjoying by video and chatting. There is the crush-
fetish, as in the federal crush-fetish law; where White men pay to see little animals; sadistically
killed by attractive women.

When these things get into the medical setting, you add the basic construct of; top doctors being
nearly all men, and the nurses and other support staff being nearly all women, and in jobs that
require great subservience. The “me-too” sex assault/harassment cases talk about a “machine”.
This machine is the joining of institutions and government agencies and media, and doctors and
lawyers and police. Victims and whistleblowers are blocked at every turn, and wrongdoers
aided. The wrongdoers do their wrongs with great confidence; and by rare exception some cases
break out of the protection. The vastness of the machine is seen when the breakdown of
protection for a Hollywood producer, causes the breakdown in protection for an outspoken
conservative Senate candidate in Arkansas.

There's the brain surgeon in California who wants “sexual families” and having children to have
sex with them, and some nurses with him doing sex crimes to their own very young children.
Then you have a case such as the the doctor in Michigan, and he has made video of his crimes
against teenage girls, including Olympic gymnasts. And it joins a pattern; where one offender is
thrown under the bus, and we are cheated out of a complete investigation.

In 2009, the crimes of a pediatrician in Delaware who had been raping girls averaging age 3, and
making video, with patients including those from Maryland; were brought to an end. For a
supposed lone wolf, the hospitals and other physicians put together a $130 million settlement;
the largest ever for a single perpetrator. In February, 2013, in the same region, in Baltimore,
another long-lived sex crime spree was brought to an end. And there, to hush things up, Johns
Hopkins put together a $190 million settlement, the new world's record for a single perpetrator.
This was an OBGYN facility, and there was a great effort to cast the images as voyeuristic,
alone; running away from the likelihood of these images showing physical sexual contact, and
being done by the doc's female assistants, in addition to himself.

What seems likely is that these are massive sex crime rings, with high-level hospital officials, at
least, joining the crimes by watching video. Local government officials have close ties to
healthcare officials. And government officials take part in these rings.

My Case

My case is a crime in progress, a sadistic crime, where the worst is still to come. They spend
millions, commit billions to hide the crime from me; but also spend a million to reveal their
crime to me with their email campaign. They fly to different states paying money for mailboxes
that give addresses, paying money for more than 1700 web domain registrations including
premiums for domains already owned. Then renting email marketing software, then designing
30 emails per day, with 30 minutes of work per email; all with multiple violations of federal
anti-spam laws. In my DC court case filing, I submitted some of the emails, and titled them
“cryptically obscene emails”. They bought even more domain names, including that of
“encryptionhogwash.com” What they say is that their emails are not cryptic, but out in the open.

Take notice of all the strange facts with government officials in Maryland. Democrats who fight
hard to gain governorships, have thrown in the towel, already conceded defeat to the Republican
governor. It's not that they can't win; they don't want the seat. The 2 leading challengers are
supposed to be the former Attorney General and the present AG Brian Frosh. With Hogan and
Frosh, heavily involved in this crime; they cover all bases by controlling those 2 positions.
Maryland's health secretary, abruptly resigned. This is the same position as Michigan's health
secretary who is charged with manslaughter; but here the issue isn't tainted waters but a very
perverted and disgusting form of stolen waters. And Mitchell resigned, not because he was the
worst one in the bunch, but because he didn't want to participate further in the crimes. I made a
statement in a court filing the I want to sue Governor Hogan. The very next day, there was a
non-standard meeting between Mitchell and Hogan outside normal business hours, and in
Annapolis, 30 miles from Baltimore where Mitchell works. This was exposed because, the very
nervous Mitchell totaled his car and injured another person, and received a ticket.

At the very time, February, 2013, when the ring in Baltimore, ceased operations; the crime
against me commenced. The ring working against me operated with an odd sexual fantasy,
where they wanted one specific victim, and they picked a 42 year old man who is now 47. The
offenders in the crime in progress, ongoing for 5 years, have thus far used or committed a Billion
Dollars; stolen from healthcare and public funds. The leader is Medstar. There is an ongoing
controversy where The District did not renew Medstar's contract to be a MCO for the Medicaid
program. The District found that Medstar is denying nearly all pharmacy claims. This means
that Medstar pockets this money. The District found that Medstar had a large number of
hospitalizations. This means that Medstar, which owns the hospitals; pockets that money.

This is money primarily for poor African Americans' government medical care in DC and close-
by Maryland suburbs, that being used by more 100 White perverts, to do some bizarre things to
this one Asian-Indian man.

For the Billion Dollar crime to be kept alive; Medstar behaves in the same way as a drug addict.
It comes up with all variety of schemes to steal. Medstar's Medicaid program MSFC revolves
around Washington Hospital Center. Several other schemes are seen at WHC:

The shooting of the Congressman brought attention to WHC. USA Today reports that he
suffered repeated life threatening infections. That employees wear biohazard suits for simply
walking around. Consumer Reports calls WHC “out of control” for infections and safety. HHS
gives Medstar the lowest safety rating. The Leapfrog report shows that Medstar's Georgetown
Hospital maintained a “B” rating during the past 3 years; but WHC fell from “C” to “D”.

Medstar has been forcing retirements upon it's top surgeons, and layoffs of other employees.
And it was in the news in 2016 because of massive hacking against it's computers, which came
about consequent to Medstar gutting it's budget for cyber-security. There is a whistleblower
case in federal court, alleging billing Medicare for unneeded hospitalizations; and WHC is the
lone hospital defendant, denied it's motion to dismiss.

I had an old concussion type issue, and hadn't even seen a doctor for 8 years. My primary
purpose for an appointment with Dr. Sonalee Kulkarni, a neurologist at an Inova office, is that I
needed a write-up for workplace accommodations. Inova is the giant healthcare monopoly in
Northern Virginia. I was sent for a MRI test to a tiny facility in Bethesda, right next to NIH,
owned by Dr. Jeff Jacobson. Dr. Jacobson is a neurologist and brain surgeon. He is credited
with saving the life of James Brady in 1981 by using “non-cutting” means to reduce fluid
accumulating in the brain before the lead surgeon could perform surgery. In 2013, his practice
was near GW Hospital and using that fame, he attracted back pain patients. He sends them to his
MRI machine at 4927 Auburn Avenue Bethesda; then with lies on a report, very expensive
unneeded surgery is done at Suburban Hospital owned by Johns Hopkins.

The test was flawless, but the technician Antonio Macayavong Papel lied that the injection to add
contrast failed. He did, as trained by Jacobson; navigated a needle deep into the left hand and
inserted into the ulnar artery. While I was sealed in; Jacobson would enter and send water into
my brain via the artery system. All this extra time was captured by the timestamps of the MRI
machine. There was a 50 minute period of no activity. This was the unconsciousness.

None of these people deny any of this, both in court filings and in what I posted online. 2
women would do sex acts; Michelle Miller the receptionist at the MRI facility and the other,
likely a medical assistant at Jacobson's DC offices. Miller's appearance is poor, looking like
homeless, but she got an extensive makeover at a spa, and looked “average”. A large number of
White men watched. This included; officials and physicians from the giant local DC area
healthcare entities; Johns Hopkins, Inova, Medstar, Adventist Healthcare, VCU, along with local
govt. officials, including Montgomery County Police Chief J. Thomas Manger III. When I
regained consciousness, not knowing of anything that had happened, there had been a very
strong mop-up of the floor, suggesting what the men did.

All this was a first installment of a long-lived crime. At the end, water was greatly increased, in
order to cause permanent fully incapacitating brain injury, that would be said to come from a
coincidental stroke. Complications arose for the scheme, so it was modified whereby I would be
allowed to walk out, with a timebomb of injuries, ready to go off as soon as the same day.

Because I wasn't employed and uninsured, such great injuries would cause me to be enrolled into
Medicaid, government medical care. It's like the Veterans system, but here, there are govt-
private collaborations. For my region of Maryland, it all centers at Medstar's campus on Irving
St, NW. Those crimes would occur, eternally; and expand; add more men for their role. That's
why the women got dolled up; to induce men who were not there to join for future offenses.

They had a scheme to add more women for their role. Medstar, is a DC and Maryland hospital
corporation and is a major Medicaid contractor for DC and Maryland's programs. There are no
denials, and the evidence is massive: Medstar is run by a true pipsqueak, Ken Samet, someone
with no medical training and no business training. And he wants to dominate all the medical
professionals. He went to a psychiatric facility and found a real life Nurse Ratched, Carol Attia,
an obese huge woman who gets her last name from marrying a psychiatrist at the facility. Samet
made Attia, an enforcer, to crush all the little nurses at the hospitals. Then she was moved to
head the Medicaid operations, and dominate all the women who work in those administrative
jobs. Medstar has run a Medicaid MCO for Maryland, since 1996, but this hospital corporation
centered in DC, only joined the DC system in 2013. Likely, for the express purpose of tapping
into DC's Medicaid funds to fund the crime done to me.

Medstar, which has no business outside DC and Maryland, relocated the administrative positions
to Wisconsin. A network of home-based offices and other tiny offices, with ads listed as
“mommy jobs”. This means home-based, and it also means that men don't even find the listing.
This Nurse Ratched whose expertise is in recruiting women she can control, recruited White
women from remote areas of Wisconsin, literally The Great White North, for the express purpose
of indoctrinating them into this sexual scheme. That as the 2 local White women were the ones
putting on a show on February 15, 2013, these White women from Wisconsin would, in the
future, travel to DC and be engaged in that conduct, when I get hospitalized and then with rehab
on Medstar's WHC Campus.

With the miracles continuing; those calamitous ends didn't come. I experienced little problems,
and the great internal injuries could have been treated and managed. The perpetrators had many
opportunities to do what surgeons do all the time. When they do malpractice, perhaps with a
heart surgery, they tell the patient some excuse other than what really occurred, do a new surgery
and make it right. I didn’t need something as extreme as surgery; just needed simple medical
care; being given the right meds and being kept away from things that make the problem worse.
But, time and time again, always! they were bound and determined to get the horrible ends.

Dr. Kulkarni, deliberately, gave a false diagnosis, and treated with meds that would exacerbate
the injuries. When the offenders found out that I was still largely okay; from Virginia, Kulkarni
called in a prescription to a pharmacy in Maryland, and lied that it was a refill; when it was an
entirely new drug, for which a patient normally has to seen by his doctor. Months later, I had to
get the common local anesthetic for dental care, a root canal, in DC. Kulkarni said okay.
Primarily owed to the drug she gave and secondarily from the dental anesthetic; those stalled out
injuries got greatly kick-started.

Non-exhaustive list of the problems that have come about and all getting worse are: Great injury
to the heart, deadly arrhythmias with astronomical values appearing on the treadmill test, the
brain swollen and pushing the skull outward [had the skull not expanded, I wouldn’t be around],
the teeth getting crushed, cannot do anything about toothache and loss of at least 8 teeth because
local anesthetic enters the brain via the damaged barriers, blurred vision when tilting head
downward, cannot drive at night, numbness in fingers, pain in hands, sensation of electric shock
going from hands to elbow, regularly loosing footing and twisting ankles when not fully focused
on the act of walking, sweating with exertion and at the same time much of the body is cold,
pressure from the brain pressing down on the spine and producing great damage to the upper
spine, large quantity of fluid accumulating in the upper torso, greatly dehydrated and have to
wake up at night frequently to drink water, very thirsty and sick at night, an unusual hair loss in
the first year limited to the left half of the head which later resolved, recently rapid occurring
male pattern baldness, having to sleep throughout the day total of 18 hours. Appear 20 years
older than age and sickly looking and short of breath; disfigurement.
In a lawfully recorded conversation, I went to Capital Imaging in 2016: It is heard that Miller
does not recognize me. It is also heard that I didn’t recognize her.
his list was compiled in 2016. Prior to 2016; if I were resting, I had no discomfort. Today, there
is discomfort, suffering, all the time. The dehydration is very severe, and occurs all day. And
everywhere there are mucus membranes, dry and painful. It comes from injury to the pituitary
gland. Even without treating the underlying brain injury, there are meds, that control hormones,
which can give relief from many of these problems.

Being in between the dungeons of the MRI facility and Medstar's campus, the acts and omissions
of the offenders and the others in their group is the same as the Jim Crow Era. “Effective
slavery” was things like; if you don’t complain about the landfill being put into your
neighborhood, don’t try to move into the White neighborhood, sit back and enjoy the
carcinogens and diminished property value; government and the private persons such as The
Klan that they acted in concert with; will not bother you. There was unwarranted law
enforcement action against Blacks; simultaneously; no action for even major crimes done to
Blacks by Whites. The offenders, by criminal means, blocked everything; doctors, lawyers, state
jobs, Social Security disability.

Maryland's top officials created a “house of horrors”, but different from the couple in California;
Governor Hogan, Attorney General Brian Frosh, and Montgomery County police chief Tom
Manger operate their “house of horrors” all throughout Maryland and The DC Area. Maryland is
clearly a full blown terror state that should see all federal funding withheld.

I tried to get help by filing a civil case in federal court, and Judge Theodore Chuang was
completely on my side. Chuang's nomination was opposed by several Senators, including John
McCain for his stonewalling as the after action attorney for the Benghazi Scandal. But seeing
Chuang's full character and activities; it's apparent that he was the leader at the earliest stage.
Chuang even betrays his own side. He made a misrepresentation on his Senate Questionnaire.
He stated that he participated in a conference of a local chamber of commerce. Chuang was
heading a House investigative committee, that was to investigate Iraq war contractors for human
rights abuses. That conference was sold-out to the very same contractors that he was to be
investigating; then the investigation fizzled.

Senator McCain is the lone individual with power, who did something to help me. In April,
2016; Senator McCain requested that Senator Benjamin Cardin help me with Maryland's
officials. But Senator Cardin was scheming to save Judge Chuang. At the time, Democrats were
aggressively working to get Judge Garland confirmed to The Supreme Court. But Senator
Cardin redirected all his efforts to get one lone lower court nominee, confirmed; Paula Xinis.
One of several dishonest things done by Senator Cardin is to complain to his colleagues of a
“Judicial Emergency”, meaning that 40 percent of the seats are not staffed, at the federal court in
the DC suburbs. But the Greenbelt court is a mere branch office of the main court in Baltimore.
Such a calculation is not allowed and if there was a shortage, it was because the chief judge in
Baltimore, didn't assign judges properly.

Senator Cardin had nominated Xinis, with no expectation of her ever being confirmed; a favor to
the high powered law firm where she was a partner. Senator Cardin also gets great support from
the police unions and he wasn't going to cross that special interest. In a world where police seem
to get away with things; Xinis has a history of just the opposite; penalizing cops who did nothing
wrong. It's apparent that she colluded with a federal judge in New Jersey in one such case. And
today, she is allowing a case to go forward against Officer Pierelli of the U.S. Park Police, that
seeks $1million for an arrest in the highest crime neighborhood in the DC area, where misleading
info in a database was to blame, and the total loss of liberty lasted 2 hours.

During her confirmation hearing, Senator Cardin brings up Xinis's representation of Officer
Schmidt, Baltimore Police; but does not mention that he was accused of felony animal cruelty by
his fellow officers; for strangling and slitting the throat of a dog. Xinis’ partner from that
powerful law firm was elected to be the Baltimore State’s Attorney. On the same day of her
inauguration, she dropped the charges. Oddly, the prosecution against Schmidt’s partner,
defended by another firm, went ahead; such is stated in an ethics complaint.

On Senator Cardin's own YouTube channel are the speeches he gave pushing for the immediate
confirmation of Xinis. He talks about; himself being close to Xinis and others close to Xinis
always asking him why Xinis has not yet been confirmed. But Senator Cardin never ever figured
out the correct pronunciation of Xinis' name. It is “Zeenee” not “Zinis”.

Senator Cardin's Office did not call me right away in late April, 2016. They waited until June,
2016, until after Xinis was confirmed, and Xinis would take over Chuang's mess. Senator
Cardin can hardly claim some knowledge issue, being that his career includes being chief
prosecutor of Baltimore County.

What I say about the federal court was supported by The Fourth Circuit Court of Appeals. That
of Chaung and Xinis throwing all my emergency requests into some rat hole, sometimes giving
no response, at all. Other times; there was great delay, and always denied with no rationale, “just
say no”. And by an indirect way, the appeals court saw that Chuang and Xinis were doing
computer crimes. The greatest of this was that; I requested to add Medstar, the giant local $10
Billion health system, to the case. The official order denied the request, but in the computer file,
Medstar was added. This allowed Medstar and its supporter, Maryland's officials, to assert that
Medstar won the game, when it never even came into the arena. Additionally, to mislead that the
federal court was looking out for me, so no one else needs to help.

In 2013, there was the first set of injuries, and then the additional injuries, where things got much
worse. Yet, I was feeling well enough, that I had applied for jobs with Maryland Government.
The offenders never expected me to try to work, so the acceptance letters and interview
appointments began arriving. But because I was using Montgomery County public libraries
computers, these offenders with their powers in government, unlawfully monitored my usage.
Then I received new notices saying not only that the interviews were canceled, but that the job
placement itself was in error. I applied for a few more jobs with Maryland, and I also applied
using a ficticious name. And then, even with the fake name getting a lower qualification rating;
that name got interviews, I did not.

Then later, when the injuries were too great and compounded by not being able to obtain even a
little medical care, I went for Social Security disability. With this, they did things like: the Social
Security hearing office in DC deprived me of a hearing: by lying that they didn't receive
documents that the Postal Service confirms by signature that was received. They said they didn't
understand anything I said in voicemails, they said the their phone was not working properly.

All variety of bizarre things done to tide over the perverts' psyche during the holding pattern. A
portion of what’s stated on The FBI website: “Under federal law, it is illegal to depict actual
conduct in which one or more living non-human mammals, birds, reptiles or amphibians is
intentionally crushed, burned, drowned, suffocated, impaled or otherwise subjected to serious
bodily injury, and is obscene”. There is an ex-con living down the street, and the greatest firearm
he’s allowed to have is an air rifle. But here with the crush fantasy, the air rifle is the real bad
deal. Some of the women doing the crush fantasy online shoot small animals with air rifles, so
it’s the opposite of the 1-shot humane hunting. This is felony cruelty to animals because they
survive and are left with neurological injuries, similar to a stroke. This ex-con started shooting
at squirrels, exactly at the time in 2013 that these offenders and their group learned that their
ticking timebomb, was getting drawn out.

Not only was it felony animal cruelty for the way he did it, but hunting is not allowed in the
residential suburban areas of Maryland and its unlawful to shoot out of a house and unlawful to
shoot across a road. The neighbors were complaining. Police not only did nothing, but police
put warning tickets on lawfully parked cars, that would park next to one of the trees that the ex-
con shoots at. It’s clear that Manger, the police chief is, behind this. One of the neighbors even
put up their house for sale, and the real estate agents complained to the police; but this ex-con
had the green light from Manger. The house put for sale took a long time to get a contract, but
then the new buyers bailed, and the old owners are back in the house, because they can’t sell it.

This blowhard, Manger once told a reporter that he played pick-up basketball with Moses
Malone; and very conveniently, he waited until 6 months after Mr. Malone’s death to tell this
one. He says he became a cop because he wanted to become a basketball player and he couldn’t
make it past Malone. He also said that he became a cop because he wanted to be like Woodward
and Bernstein. Not just nonsensical but the reporter caught him on this one, because of the
boldness and stupidity, being that Manger's father was a top aide to Vice President Spiro Agnew.

Manger's father ran the bribery operation of Spiro Agnew, the most corrupt elected official in
Maryland history; money in paper bags. But Manger III's double life of illicit activity is not that
of money, but very perverted sex. He has his office secretary call local publications and say that
Manger is both like Batman, single-handedly fighting criminals; and that he does all the things a
beat officer does. But the problem for Manger is that court records don't show him to be a party
or witness in the prosecution of any case. And these lies serve as both false alibis and self-
aggrandizement.

a boy toy. But then many of the emails are for dentures, hair loss, senior dating, funeral
insurance, bathtubs for frail people. That’s no contradiction for this crime. On one end is sexual
attraction to good looks, then with this crush fetish, it’s also about crushing and destroying,
bringing about the other end. Some of the disfigurement is in the form of lost teeth, hair loss,
and appearance of more advanced age.

the word fairies. The perpetrators often obsess with the whiteness of the women and my
brownness. Additionally, these White women, who are skanks, hoes, trash; are presented as a

Blossomsandchocolate.com Blossoms are the White women. The sexual innuendo of chocolate
is that of a Black man, but not all Black men, only dark-skinned ones. Then although they
bought this domain name in March, 2016; they only started using it in July, 2017, when the
feeling hot problem got kicked up so much that my skin burns, and because I have brown skin, it
turns dark. There is an ad for a tanning product, sent every single day. Usefulalloy.com alloy
often refers to tools and “tool” is a slang word for penis. Purplegeorge.com, perhaps, the crotch
area of an ape. With 12,000 emails thus far, they have to make something up.
Where they send specific words it is from the email of gigagaggle.com, there is a website with
nothing there. This is all their creation. The emails insert a word, calling it the “Word of the
day” and the link to Dictionary.com’s website. When at Dictionary.com, these words are not
Dictionary.com’s word of the day, but just linked to the full dictionary. And also, it is not word
of the day, when it is two and three word of the days on the same day
Some of the words: Immure: to make walls around or put in a dungeon, Encephalon: this is
the brain, where they caused massive injuries, Hydra: water. Pulverulent: crumbling to
dust, same as crush. Shivoo: a boisterous party or celebration, this is what that huge group
was doing while doing sadistic acts. It is also consistent with the term gigagaggle. It could mean
a large number of people laughing and it could mean a large number of actions, perhaps, a bag of
laughs. Hedonism: the meaning is well known Oregeny: process of mountain making.
Zugzwang: being trapped and any move comes only with loss, not even an English word.
Laicism: secular control of political and social institutions, and the offenders are from these
institutions. Crepitate: cracking sound, so crushing and also Plaintiff has these bad heart sounds.
Plutocracy: the rule or power of wealth or of the wealthy, these certainly are the privileged
perverts. Frowsy: slovenly and musty smelling, the injuries cause great sweating and damage
clothes, also because of large deposits of fluid, the body is somewhat misshapen and clothes
don’t fit well. Tittivism: related to titillate, and a word for breasts appears. Domain name with
“huggermugger”, although nothing bad with the term; a mugger steals off the body, and hugging
could be a part of sexual contact.
Emails sending “Bible verse of the day”, portion of a Bible verse “Likewise, ye younger,
submit yourself unto the elder”. Most of these men are older than me.

credit card, with the image of puppies, an animal sometimes crushed as part of the crush-fetish.
A faux ad for pet insurance with the heading “are your fur babies protected”. “3 ways you can
get screwed buying a retail mattress”, the “you can get screwed” part is highlighted in red.
“are your loved ones protected if you suddenly pass away”, “Joseph if you died tomorrow”.
Links to funeral expense insurance plans, but no plan would want their product marketed with
this crass language, just like a business selling a mattress would not use words such as
“screwed”. The exact same ad, every single day for a legitimate business “swimsuits for all”,
for plus size women, and there's something like 3 giant women. The images on the website for
this legitimate business features many images of obese women. They have selected the few
images of women, who are not obese, but more of the “amazon” look. Another email shows a
large decorated egg, with the title “Will you be the next winner? Crack the Egg, Amazon,
Reward inside, crack”. The egg is my brain. The email is made to appear as a website that
hooks the reader by promise of some prize. But when the “radio bar”, the hyperlink is clicked;
its linked to a non-existent website, the wheel just spins around. What's going on is that this
crime from inception was designed to add more perpetrators. This is not limited to adding more
men to do the viewing of physical acts by Miller and the other woman. It includes adding more
women. The interpretation is that Miller and the other woman are the past winners of cracking
my brain, and the the newly added women will be the new winners. There is consistency with
another email for a “joke of the day”. The title of the joke is “Dead again”. This means that
Plaintiff was dead on February 15, 2013, and he will be dead again. One cannot die twice, so
what it means is that Plaintiff was near-dead once, and that he will be near-dead again. All the
facts keep supporting the conclusion that the acts of February 15, 2013, were a downpayment,
for long-lived acts. The future permanent near-death and subsequent sexual battery and more
physical battery, will occur at Medstar's campus on Irving Street. The sender of these emails
should be easy to track down. Even easier than tracing the domain owner, are these UPS
mailboxes listed as physical addresses. A very recent “word of the day”, in September, 2017:
“mavourneen”, clicking to the Dictionary.com site, the definition is dear, darling. These are
words with a possessive sexual connotation. It shows usage from literature. The first item is
from some book from the 1700's: “mavourneen, when you come back to me, you will not be
alive”. With the mattress emails, they all want to sell the “Lull Mattress”, which likely is a
legitimate business, with not connection to these perpetrators, other than that they copy material
from their website. The entirety of the emails are violations of the criminal anti-spam federal
laws. A frequent violation is that the domain address is not that of the business that is advertised.
With all the other mattresses that could have been selected, the Lull Mattress was picked because
of the “lull” period, in the middle of the initial actions and that of the actions to occur at
Medstar's campus. With the mails titled “Riddle me this”, the perpetrators label the full cluster
of emails to be something like riddles, cryptic. Then riddles are also given the term “brain
teaser”, and here at the bottom of the page, it says “riddle or brain teaser”. And the sender's
focus on the word “brain” is an obsession, and “teaser” seems to do with making threats, threats
they think of a venial. An email from “Engagement Ring Jewelers”, made to sound as an
existing business, but then they don't have their own email, it's giantfairies. “Put a ring on it” is
well known, the heading in this email that precedes “put a ring on it” is “Like It?” and “ready to
take the next step in the relationship” What comes across again, is that of “steps”, many phases.
And I am in their middle phase and cannot escape, because they like it and have locked me, in
for the long-term. One of the Riddles is a version of a well-known riddle, some diversity training
seminar like thing, that seeks to get people to acknowledge their “sexist” inclinations. Here, a
man and his son are badly injured in a bicycle accident. Then the surgeon says, “I cannot operate
on him, he's my son”. The riddle solved, is that the surgeon is the mother. But reality is that
surgeons are nearly all men, and so too are sex offenders. Then the email does convey that
female sex offenders are involved. Although of note is that male surgeons are the masterminds.
There is an image that comes from Shutterstock, titled “confident young woman painting a
room”, a perfectly innocent image. But these perps use it because she has one hand on her crotch
and the other holding up a paintbrush. The crush-fetish videos with small animals have a woman
with one hand masturbating and the other sometimes used to inflict sadistic injuries to the
animal. Not only do they use the “boytoyer” email, but the product advertised is a credit care
with an address in Beaverton, OR. They chose it for the word “beaver”.
The emails also show that these offenders have gathered personal info about my family in an
unlawful manner. One of my sisters went to the Galapagos Islands a few months ago, and these
offenders send emails for vacations to Galapagos, a very uncommon vacation destination.
Then what is greatly dangerous and threatening is that my niece had a 7th grade class trip to
Costa Rica in April. These offenders now send emails for Costa Rica vacations. These
dangers extend to the other children at the school, as well.
The Las Vegas Shooting, sexually-caused, and directed at White couples, and the sickos of the
instant case, connected themselves to Las Vegas. The shooting occurred on October 1, and these
sickos sent an email advertising Las Vegas, and as with the other emails they themselves created
this one. “Time to let you hair down! Break the daily rut and take a trip with your better half”.
And there's an image of a White couple, 30's. In no way would anyone connected to Las Vegas
be running this type of ad.

Medstar, though entirely a DC and Maryland entity, moved it's administrative operations for
Medicaid to Wisconsin, for one reason alone. That of using Medicaid funds appropriated for
healthcare for the indigent of DC and Maryland, to recruit young White women in Wisconsin, in
the exact same way the male masterminds get women to join them for child porn and child sex
assault. It is these women who are sending out these cryptically obscene and threatening emails.
The scheme is that when the calamitous ends occur; these women will travel to DC and do these
sadistic sex crimes.

These women may be doing very little Medicaid work; nearly full-time working to research,
create and send out these emails. Simultaneously, there is also a similar telephone campaign
targeting my mother. And my mother's phone number could only have been obtained by
compromising her private medical files, such which are held by Adventist Health Care.

Their fantasy, which is all about breaking taboos and indulging in illogical delusions, from the
combination of the phone calls and emails, show the approximate fantasy to be: a pedophile
type fantasy, that I am a young child, that my young mother who is saddled with debt sells her
child to this group who desire to engage in a form of sexual abuse that includes physical abuse.
The calls appear to be primarily that of using a spoof card service. This allows the caller to
manipulate the caller-id system, and allow any number of their choosing. Several of the the
chosen numbers contain the number “70”,my year of birth. Several numbers are nearly identical
to my phone number, and they have even selected my number to appear on the caller-id.

My mother is even sent text messages. Every single one is for help with paying student loans.
My mother is 72 years old, never attended college, and would have been in India, at that time of
her life. I was several feet from my mother and was able to hear what these young women from
Wisconsin tell her. In a very loud and excited voice, the woman said Hi, this is Jessica, I have a
plan to right now take care of your student loans. Although telemarketers have all variety of
improper tactics, as with spam emails; the purpose is to get business, to make money. But there
was no strategy, other than being an obscene call, disguised as a telemarketing call.

The Seventhday Adventist Church, a major player in the perverted, sadistic crime. I had emailed
the senior pastor, Charles Tapp at Sligo Adventist Church and asked for a recommendation for an
ethical cardiologist. He had already prepared for this request; months earlier. He preached an
entire sermon, giving the message that cardiovascular conditions come from anxiety and that
anxiety comes from not having faith in God. When I criticized his actions and put it on
YouTube; the church got rid of videos, and switched to a greatly edited podcast; with “ulcers”
replacing “cardiovascular”. But this was indeed, incredibly malicious, having secret facts about
that crime, which in no way a non-physician could have guessed and then to direct me to not
pursue medical care.

He was saying that if I work to solve the problems; they would get worse. This is precisely what
has occurred; not because it’s anxiety and not because anxiety causes heart problems, though.
He knew that it was an effective dungeon. That his close contacts, the officials of Adventist
Healthcare and the other criminals are bound and determined to tighten the chains, whenever and
wherever, I seek to get out of the problem. He knew that, though I noticed cardiovascular
problems, it was really coming from brain injuries. As with any brain injury, the problems get
worse when the brain gets taxed; and this includes physical functions, like typing.

The “sermon notes”, a printed sheet, and the church bulletin showed the key points. The word
“cardiovascular” and not “ulcers” is noted. There is also an anti-Quixotic quote about “not
taking on the Alps”. So this is how they saw themselves; as an impenetrable might mountain.
There was also the veiled threat by saying that my condition would get worse, by going up
“against the Alps”. This is precisely that which occurred, not some psych issue, taking on The
Alps; but the outcome of exacerbating brain injuries that control hormones and the heart.

He should have used the tried and true “windmill” and not a “mountain”, after all; the Christian
belief is that God can move “mountains”. But the mountain quote has a very disgusting purpose.
What was going on is that the offenders who did the crime, needed their crush-fetish theme to be
stoked along. This would later be done in those spam emails. The emails, started in December,
2015, would have its themes match ,those of this sermon, delivered in August, 2014, but written
at the beginning of 2014.

The ending of the Alps quote is that men will perish at its foothills. A frequent component of the
crush fetish is that of being crushed by feet, and here “foothills” appears. In some variants of the
crush fetish, as in that psychology article states is for men wanting to be crushed by giant
women. So the Alps could also be the 2 White women.
This pastor normally, is all business, no jokes, no foolishness. Another thing he said is that while
gardening one day, and on his knees and in the mud, the neighbor’s huge dog got loose and when
he looked up, was menacing him. Again the crush theme appears. Then he says that this was no
little dog. He makes a whimpering little dog impersonation, saying that’s not what was
menacing him, but a huge dog. And oddly, he doesn’t do an impersonation of the huge dog. So
what you have left is the whimpering little dog that is killed sometimes in the crush fantasy. He
then says that he prayed and that being on the ground was the best place to be; although there’s
nothing in the Christian belief system, proscribing the physical posture for prayer.

The other person on the platform is Allan Manuel, who at the time was a science adviser to
President Obama. The bizarre thing that he does is that he announces that there is a spider on the
ground. He conveniently has a huge white bib-like cloth napkin, proceeds to use it to grab non-
existent spider, crush it and then fold and put the whole thing in his pocket. Somehow I knew
that the pastor was up to no good, so I didn’t go to that church, but viewed it later, online.
Likely, there was no spider. The FBI website, lists the kinds of animals upon which it is
unlawful to commit the crush fetish. Then when describing the crush fetish, insects are listed,
though not unlawful. At the time, there was no way that Plaintiff could have been clued into any
of this. It would only be meaningful to the the perverts who wanted to “tided over”. That huge
white cloth, as with the Alps would symbolize the White women. Indeed, that psychology
journal article talks about the women as being seen as giants.

Clearly, the most expensive sex crime, using taxpayer and healthcare funds; the offenders are
willing to spend even a Billion if needed. Two examples: Kulkarni is a “loser” in her
profession, yet she was made the head of a mentorship program, at VCU medical school, a
Virginia state institution, one that is heavily federally funded.

The executive level of the Seventh-day Adventist Church is also involved in this crime.
Washington Adventist Hospital in 2009 sought state approval to relocate seven miles away. The
real reason that Adventist wanted to move is that it did not want to serve the GLBT population of
Takoma Park, and the Catholic undocumented alien population of Langley Park. The final nail
in the coffin, of never being approved, came in 2012 and 2013, when Maryland said in denials
that even if many barriers could be rectified, the two main ones; feasibility, and that of the
hospital's bad finances and poor opportunities for getting loans, “bond rating at the bottom”
forecloses the $400 million effort; why bother? But then incredibly, after the main act of the
crime; like magic; they get $20 million. They resubmit and get easy approval,with Maryland not
questioning the sudden cash. Additionally, the report issued by Maryland that had put the nail in
the coffin, incorporated a long term analysis, where some positive blip here and there, could not
cure the denial. Who would have given the cash is Inova, the giant monopoly in Northern
Virginia, “nonprofit”, as the bond report says: getting endless favors from Fairfax County
Government and having $3 billion in cash. Medstar also has similar billions. The bond rating
for Adventist in 2015, went from near junk to a little higher, based on the supposed $20 million
in added revenue. In 2016, there are great losses and the rating dropped to junk. Maryland then
approved Adventist to increase charges for medical care, to pay for these hundreds of millions.

Dr. Kulkarni and Inova played games. Later, all contact was ended by criminal actions
orchestrated by Thomas Manger, and he is the former Fairfax County police chief: 12/ 2013: I
went to the doctors’ office to collect records. 3 Fairfax County police officers and a Inova
executive were sent to disrupt my lawful activities. This included threatening arrest, and they
could cite no cause. They said that they had a right to “arrive and appear”. They said that they
were there for “something in the back”. What they were doing is; holding back several pages of
the medical records, so they had to whiteout the page numbers. The clerical employees, almost
all African American, would not participate, so the police officers did the crime. The police were
confounded by whiteout, didn’t know that it has to be run through the copier. It was officer
Chang in the lead and 2 White cops. The greatest charge that Chang could come up with is
trespass; but I had a right to be at my doctors’ office. This office is not even some building near
a hospital. It is the 4th floor of an office building. How incredible that after what the police
chief, John Thomas Manger III and his fellow perverts did upon my body, that they would claim
that I was trespassing upon property that I also possess a right to stake a claim to, by having paid
for medical services and having a doctor-patient relationship with Dr. Kulkarni.

I avoided Medicaid and Obamacare. The first 6 months of 2014, could, relatively said to be a
“good period”. I gained some facts, without having had to experience more injury. I was able to
order my own blood test. Though not a physician, with the aid of the internet, some facts were
gained. The physicians' lobby is so powerful in Maryland, that Maryland is one of three states
where patients cannot make use of the online lab testing companies; even reaching into DC to
restrict a Marylander from getting such a lab test at a lab in DC. The rule that these companies
follow is that if the patient or consumer uses a DC contact address, I can utilize a lab in The
District. After the perpetrators found out the I acquired a test in this manner, where no
wrongdoing occurred; in a demonstration of their power and viciousness; they bullied Labcorp,
the large national lab testing firm, to discontinue providing it's service, altogether, to the small
Louisiana company.

It was reported that an associate of Dr. Jacobson had been running a theft scheme out of the MRI
facility, defrauding physicians and veterinarians, including one in Honduras. I contacted 2 of the
victims; Dr. Yale Shulman, a surgeon in NY and Dr. Jeff LaHuis a veterinarian in Michigan and a
captain in the Army. They, both wrote back, with statements that suggest that crimes occurred to
me, that it was beyond the skills of the MRI tech, and that multiple persons are involved. These
offenders tried to harm the professional licenses of LaHuis and Shulman.

It will take 200 pages to write everything that these people did, and that doesn't include the still
hidden info. But I try to limit the length. These people signed me up for Medicaid without my
authorization. Eventually, with these people having blocked all my sources of money, I got my
care through Medicaid. My first visit was in October, 2014. Looking at Reverse Whois, it
shows that some of these domain names had already been registered in June, 2014. It was later
found that that during the 1st visit, all that the doctor did was STD testing. I did take notice, that
all that the full physical included was a thorough exam of my mouth and throat. And later I
found oddities in the ordering of labwork. They did STD testing without my consent and
without sharing the results with me. Michelle Miller and the 2nd woman fit the profile for a
variety of STDs, and if these perverts found that something had been passed on to me; that would
have ended the future plans.

February 2015: I lawfully made audio recordings and posted on YouTube, of the Medstar
Medicaid program and its doctors giving the runaround, and sometimes tripping up and
admitting facts. In an effort to shut all this down for good; Manger produced search and arrest
warrant applications with lies. First thing in the morning these applications were taken to a state
court judge. Manger did not want to waste a single second. Simultaneously, he placed 2 police
officers in front of my house. These officers were not from the district station. They had driven
20 miles from headquarters in rush hour. They sat idling for an hour, awaiting the ruling,
wasting even more public resources. Even with all the lies; the judge found in my favor.
Manger knew about the severe heart injuries, such as; the heart rate falling, instead of rising with
exertion. And the NY chokehold case was fresh in the news. They tried the same lies with
YouTube, and YouTube found completely for me.

In one of the recordings, it is heard that I hint that I may be already discussing the matter with an
attorney. I used that as a device to gain compliance from these belligerent offenders. Carol
Attia, of Medstar has a single focus in her conversation, she wants me to divulge the name of the
attorney. While the duty to speak obligations were entirely that of Medstar; Attia is heard
attempting to convince me that I am violating some rule by not divulging the identity of the
attorney. In Attia's voice, itself, one can notice a desire to bribe such an attorney.

November, 2016: For Medicaid, I was at the assigned Dr. Anthony Macarthy's office. Manger
had a scheme in place. When I discuss my medical condition, under state and federal law, the
Medicaid doctor is supposed to tell me everything about the condition and also treat it. There is
audio recording of everything. As I mentioned some of the horrible things, and began talking
about the brain swelling, Macarthy said “that’s good”. Not only is that a horrible thing to say, it
was even worse, he meant oh that’s good! As in, I had the correct points to easily defeat his lies.
He wants me to accept his lies. This pattern repeats with all these people; they want me to accept
their lies. The medical condition, with the severe dehydration and extremely dry mouth and
throat, prevents even simple debating. What I did was steadfastly refused to accept his lies. I,m
sitting down and with a normal tone. Macarthy is standing and yelling, “listen to me”, at least 20
times. He was very much out of control. Something common with people with heavy accents,
you can’t understand what their saying when they are out of control. Then he calls 911. This is
part of the scheme; the dispatcher is not in, on the scheme. He tells 911 that I am out of control,
as coached by Manger. This little African guy doesn’t know any of this. The dispatcher sent
about 10 cars; even a mutual aid call was made to the sheriff’s office. All this was about getting
a couple of officers to obstruct my medical care, so when 3 cops arrived; Manger called off the
other officers, who were en-route. Manger's officers gave a no trespass order to this gatekeeper,
meaning my outpatient medical care is blocked and shut down. Manger’s officers told me that
“you’re not in any trouble”. This is like the old civil rights problems in The South. If you’re
Black and don’t complain about the landfill being put into your neighborhood and you don’t try
to move into the White neighborhood, you’re not in trouble, either, at least not with the
authorities; but not from the carcinogens from the dump.

But there was one cop on the scene with integrity, that was Deputy John Lea, from the Sheriff’s
Office. Manger didn’t dare sent his messages to this cop. So not only did he arrive, but he did
all the right things. Manger’s officers had their backs turned to me, and that’s not what you do
when you encounter someone who is said to be out of control. So Lea was cautious and
apprehensive. He also talked to me. And when I said briefly stated the type of crime done to
me; Lea gave his business card and said I could come to his office and make a report. So now,
we have a correct standard to compare against Manger’s officers.

The police and not the sheriff is who has the budget to handle the crime done to me and as
suspicions about Manger grew, I wanted to see what he is up to. A few days later, I went to the
Bethesda district station and wanted to report the offenses to a beat officer and only went to the
police station for logistical and convenience factors. Manger would not permit such. He
delegated Officer Julian [long service in administration], who agreed that he was speaking for the
top of the chain of command. Only a short talk in the lobby was permitted; refused to physically
touch the envelope containing the evidence. Stated all false laws, excuses, lies. And there was
great inconsistency between the lies. One big Lie: when an individual goes for a medical
service, anyone can come and do anything, and the injuries can only be evaluated as malpractice.

I didn’t make a recording because the police made a recording, and they don't dispute what's on
the recording. The dehydration issue, didn't permit more than a 10 minute conversation, but not
only did the police have all inconsistencies with their argument, but they stepped right into the
“privilege” issue. No one openly admits to special favors for “privilege”, especially in the
aftermath of the Stanford sex crime. Manger's delegate said that if someone with a 8th grade
education commits murder with a gun or a car; it is murder, and must be punished for murder.
And if someone who is a brain surgeon commits murder with his skill, that’s not a crime.
Manger’s delegate actually said these things, including: if the person with the 8th grade education
wants to commit murder without penalty, then he should become a brain surgeon and then kill.

He said nonsense as there is no such thing as an inference, meaning circumstantial evidence; and
this is for just a preliminary investigation. I left with all these new inferences; pointing right at
Manger. Manger lies to his secretary that he is not in his office because he is fighting crime
directly, on the street. Where’s Manger’s alibi for February 15, 2013?

Then to show you who this Officer Julian is: he’s been in police administration for more than 20
years, so it’s a sign of corruption that he is classified as a beat cop. This allows him to get hazard
pay factored into his salary, and it gets Chief Manger more administration officers than are
budgeted. Checking Maryland Case Search. It says that a judge ordered Officer Julian to take
“parenting classes”. But then this poor parent is listed as a high school resource officer. Then
there’s this bizarre old news story about Officer Julian standing outside the police station, and a
17 year old boy went up on a nearby roof, and was hurling stones at Officer Julian. So, it begs
the question, what did Officer Julian do to that boy?

With Manger being a sex offender, he stocks his department with cops from all over the country,
who were terminated for sex charges or for failing sex questions on a polygraph. Again, none of
this these people deny these allegations. Manger, as chief of Fairfax County police, had his
hand-picked spokesman, Bud Walker. Walker was later convicted of child porn, and he was able
to get probation, alone, when everyone else, even a local news reporter, who innocently handled
child porn, gets jail.

Our local news in DC, they are like one happy family with all these local governments and these
hospital corporation. It took USA Today to write about Medstar. It was some national sites that
reported on federal stats about Montgomery County police being way out of line with other
police departments, nationally. The stats show that when victims of sex assault file reports with
police, nationally, about 8 percent get classified as unfounded, but for MCPD, it's 24 percent.
And in my case, Manger's department never even allowed me to file a report.

These perpetrators, led by Maryland and Montgomery County officials, had even blocked my
Social Security Disability process. They substituted some little payment for me; a total of $370
monthly in Food Stamps and cash. And they were using this set-up as means of gaining access
to additional personal info. For that tiny amount, they had audits more intrusive than that of the
IRS, and unlike the IRS, these agencies don't have such audits. They made it up wholecloth.

A constant throughout my case was that it was African Americans who did not participate. With
my local social services office, nearly all employees are African American. They tried with 4
employees, all refused and were either transferred or fired. They found a White man from a
distant part of the county. He started, but then he also stopped participating. Then they found a
White woman from another county, and as my recording shows this employee says that
Maryland Government paid her relocation expenses, and even found a job for her husband.

I continue to reiterate that these people don't deny anything. By talking to me, this employee and
through her the others, found out that although they blocked my medical care; some food
products, such as sports drinks that cure dehydration were helping me. Additionally, that I could
put together enough money to pay all the expenses to file a case in the local court. And they
found out that I was getting some money from my family.

They immediately, shut off these meager benefits. They used these faux spam emails to make
threats against my family. Their thousands of prior emails never had travel related ads. One of
my sisters had a recent vacation to Galapagos. My other sister's daughter, who is 13, had a class
trip to Costa Rica. All this was privately held info, yet these perverts by some improper means
got this info, and started sending me ads to visit these 2 places.
Then knowing that they pulled those meager benefits as a means to cause my injuries to worsen,
the faux spam emails picked up on this theme. In one that was sent 100 times, the heading is
“your house is already too hot”, and reading further it says “why turn on the stove”, and gives
a link for recipes using a crock pot. In another, “you’re really dehydrated”, and then a link for
bottled water. A daily email for a suntan product. The county had already cut down all the trees
near the street on my block, in the last 2 years claiming disease, but those trees were healthy and
a neighbor who is politically active and trees are one of her causes, could not get anywhere with
the officials, who at other times, she’s had substantial contact with. The tree cutting contractor
agreed to leave one tree, and I never figured out that they were cutting the trees to take away
shade for my house. Then after telling social service that I'm sick and hot; within a couple of
days, the county came to cut this tree, and the neighbor came out to protest, but this time
Manger's police came to shoo her away and cut the tree. The video is on YouTube. I didn’t
connect it to his matter until later. Sure enough that one tree had been giving a great deal of
shade to my house. And there was a flurry of those emails about my house being too hot. It also
gave an explanation of the HVAC tech thinking that the AC was leaking Freon and found no
leaks. The machine was just working harder to deal with the blazing heat. The only tree
remaining near the street on the block is one of those trees the crush fetishist ex-con uses as a
post to maim squirrels. Then moving away from my house, all the trees remain. And there is
another tree, completely dead on another street, a much higher traffic road, for months with no
action. My car is already in disrepair as a consequence of Defendants depriving him of money.
The AC was fine,but with an overheating issue, I hardly used the AC; though it's a must for
running the defrost for the windows. At the same time, someone, somehow was able to bleed out
the refrigerant, consequently, the AC doesn't work. These sadistic perverts don't deny.

Police Chief Tom Manger is a professional actor. This comes is handy, as he has acted his way
to reach the ranks of police chief, and then keeps acting to always seek fame. The one place
Manger cannot act is that he can't fake an erection with his wife. So Manger needs to think of all
his sick fantasies for him to be able to perform. And for these perverts, it's more than make
belief; they want the additional sensation of actually having acted out these fantasies, in the form
of crimes. With a Billion of public money, and the full power and resources of all the police and
other government agencies; they keep stoking along their sick thoughts.

These perverts don't deny that as part of the holding pattern, they and other doctors have
deliberately caused strokes in several of my neighbors. That's what billions stolen from public
and healthcare funds, and positions of trust and power in the hands of sadistic perverts gets.

Another neighbor, for him it’s a long history of domestic violence and restraining orders, type
thing; and they keep it as psychiatric; so it’s that way, and not jail. This was all old news and
nothing new, but Manger started aggressively going after this guy. Manger brought heavy police
action into a very quiet neighborhood. One time they use canines and found him, but he was
back home in a couple of hours. Another time, and deliberately done on Saturday, when I go to
church. They had 10 plainclothes hiding behind trees for 10 hours, waiting for him to come out.
He did, they got him, and he hadn’t done anything, so he was back home in a couple of hours. If
he really did something, they could have gotten a warrant and been done with it. And this kept
me from going to church, with Manger's gang of perverts loitering around my house. This
incident was timed to the time period I was allotted time for filing an appeal brief to the Fourth
Circuit Appeals court.

It is well established that these perpetrators have a campaign of leveraging and bribing, breaking
firewalls and unlawfully accessing info. I use Montgomery County libraries computers for some
activities related to this matter; they unlawfully monitor my computer use. The day before filing
the DC civil case, I downloaded and printed the civil cover sheet and summonses. So they knew
that I would be going to DC Superior Court on the day that I did. Nothing had worked to get the
ex-con neighbor to stop unlawful hunting, which is not hunting at all but crimes related to crush-
fetish. What stopped it for months was identifying on YouTube that Tom Manger is doing those
crimes, using the ex-con. On the morning of 11/16/2017; the activities of the ex-con resume, and
they were much more aggressive than in the past. He was shooting for several hours. This is
even during all the morning school vehicular and foot traffic. In the past, he would shoot from a
second floor window, across the street, at the base of a tree, right at the street. But this time he
was shooting well beyond and within a couple of feet of the house.
Then after filed the case; the calls to my mother that averaged one per day, became 9 per day.
The new email domains began to be used. In the Complaint, it shows a bizarre harassing phone
call campaign, aimed at my mother, who is 72 and I am 47; that they act out as though I am a
toddler and my mother is in her 20's. Like the brain surgeon in California getting women to have
sex with their own young children. The emails include “Readyforanyandall.com”
“ultrapreparedforlife.com” signaling that they are not giving up on their crimes, and will even
create new schemes. Five days in a row, there was an email sent; as before an innocent image is
sent for the sake of a perverted meaning. A young couple is shown with a toddler son, who is
reaching up hugging his mother and kissing her. An email with the image of a father and 6 year
old daughter in a very cramped tent. Other emails have domain names of: “noshamfam.com”
“parenthoodnavigation.com” “familiarfamilies.com”. One of the older ones
“Childproofassuagements.com”. “Coverwhatyoucherish.com” What they mean is that parents
cherish their children, so they should perhaps lie on top of them. The email is titled “The best
travel advice for traveling with kids from a seriously cool mom”. There is a link that goes
nowhere, an article saying “Turn your bedroom into a luxury hotel with this five-star bedding.
Sleep like you're on vacation every night”. Perhaps, on vacation parents and children share the
same room, so practice at home. Then a link to a legitimate news story “Father and daughter
share last flight together as pilots”; but in these perverts' mind they think incest.

More from their riddle website: Riddle me this? I am useless when together but useful when I
am broken apart. What am I? An egg. What they mean is that I'm useless to them, when
healthy; but when my brain is broken; then I am useful to them. Another one “32 white horses
on a red hill. First chomping, then stomping, then standing still”. This is a large number of
White women, close to 32, doing the crush-fetish. There is a riddle where the answer comes up
“chocolate”. These White perpetrators persist in using this sexual innuendo referring to Black
men; even with the case sitting in a venue with a large African American population and a local
government, including The Mayor of that race. These perverts admit that they are sick. They
have a new domain name that starts with “vr6k”. This is like reading vanity plates v r sixk.

Some of these emails are from some fake company named “Otter Travel”. At the bottom of these
messages, it says “Sea otters hold each others hands as they sleep to keep from drifting away
from each other”. This means that they are all going to stick together for their common design
crime. And they admit their conspiracy. That each one fully shares in the conduct of all. I
served the civil case papers using certified mail; a method the court says has worked well. Some
very strange things occurred with the delivery process, and with the return of the confirmation.
It does appear that they bribed the mail man, likely multiple Postal employees. At the same time,
taunting that they did this. Some fake thing called “Factbee” is sent in an email. The fact they
teach is “The Postmaster General of the United States is the second highest paid government
official after the President”.

In January, I used the library computer to print out a listing of the domain addresses, these
perverts registered. There are websites that list all domain names registered to the same
registrant. I found that even after the case was filed, these perverts registered more names;
include “hemlockharpoon.com” and “enormouscuteel.com”.

The way things have been, is that, whenever I appear to be advancing, they do something to
strike back. And do so in some absurd ways. They throw away public money, and they harm
people not connected to me, because they want the sensation that their sadistic crime is vibrant.
Manger needs that to be functional. It would save everyone great grief if he would just get
himself castrated. Until 2013, my neighborhood was quiet with zero police activity. Within a
couple of days, Manger's police conducted a huge operation to arrest someone in a Honda Civic
within eyesight of my house. Then I thought back to perhaps 2014, where Manger's police were
arresting a man who I had seen for months walking in exercise gear in the neighborhood. We
should get Manger to give us details of these arrests, and all the other unusual police activity in
my neighborhood, and the lack of police response to over 100 instances of felony animal cruelty.

The dehydration caused by the brain injury, gets worse and worse. In late January, 2018, a flu
came on. The dry lungs were causing great difficulty in breathing and non-stop coughing, very
loud noises with breathing, and could not sleep. 2/3/2018, I went went to the assigned Medicaid
doctor, Dr. Macarthy. Reading my emails shows that these perverts sent a barrage of 7 emails
during those few minutes. An email that they would repeat many more times in the days to
follow has the title “Oil up”, and shows the image of fresh motor oil pouring out. Then writing
“keep your engine running quiet”. This is a mocking reference to my injuries.

This doctor gave antibiotics, and with the first dose, the flu was knocked out. I knew that would
occur but that all the great discomfort caused by the dry lungs would remain. I asked for
treatment for the dehydration to end the problem with the dry lungs. This doctor did not provide
this treatment. Instead, as these perverts so often did, he treated ignoring the underlying injuries.
He gave an asthma inhaler with a Beta-agonist drug, a drug that acts on the blood vessels. This
does nothing for dryness in the lungs. It did great harm because of my existing injuries. There
was great tightness in the lungs and throat, and I lost my voice. I stopped using it, and those new
problems went away with the exception of the lost voice. Now, I can only whisper. This is what
these perverts enjoy. With all the injuries, I look like I could be Governor Hogan's twin, that's
ugly. That goes with the nature of these sadistic sex crimes. These perverts are aroused by bad-
looks because they know it was caused by them, by way of their crimes.
