Background
Oxfam’s aim is to help poor, marginalized, and often-powerless communities to make
the changes that will help them permanently to leave poverty and suffering behind.

As part of a global change process Oxfam is revising its strategy in Mozambique and
now wishes to recruit for the posts of:

Program Officer: PARLIAMENTARY AFFAIRS – Based in Maputo

The incumbent will be responsible for developing, managing, monitoring and


supporting the delivery of the program as well as supporting external partners in the
program implementation. The candidate will be responsible to collate M&E
information periodically including through site visits and capture M&E information and
Learning from project reports, case studies and publications. This will also include
but not limited to:

 Support for advocacy and lobbying efforts developed by partners at local and
national level to influence significant changes in the Access to Information
and Citizens Engagement dossier in general and specifically in
programmatically relevant questions concerning supervision of the
government by parliaments and in the legislative process;
 Implement duly approved M & E systems, including the evaluation framework
based on results and deal with the documentation of results and best
practices;
 Support the collection of overall learning and feedback on the program from
partners and make available for all stakeholders to use for adapting and/or
strengthening their intervention under the AGIR programme
 Provide technical support for partners in MONITORING, EVALUATION,
ACCOUNTABILITY AND LEARNING (MEAL) so that they can monitor and
evaluate the activities they experience of and thorough understanding of a
“Rights Based Approach”;
 Comprehensive knowledge and experience of documentation and archive in a
systematic and organized manner, all reports, analyses, evaluations and
other documents and / or files from the AICE program, either electronically or
in the form of printed texts.
 Commitment to and good knowledge of working with a partnership approach
across the spectrum of Oxfam’s work, including innovative approaches to
capacity strengthening;
 Good knowledge of and experience with donor funding environment and good
financial and project management skills;
 Proven analytical and conceptual thinking, high level research, and
experience using participatory tools and methodologies for assessment,
programme identification, implementation, monitoring and evaluation;
 The incumbent will also be responsible for promoting Learning and provide an
adequate and updated M&E framework with measurable indicators that
matches the OCS and links with Global M&E.
The ideal candidate should have a primary degree in Development, Social Science,
Public Policy, Economics, or other relevant field; 5 years of senior leadership
experience, preferably within a large development or humanitarian organisation;
Excellent knowledge of programme development and delivery approaches, tools,
methodologies, and best practices;

Excellent knowledge of the Mozambique environment, political economy, revenue


and human rights issues; Strong organisational and personal management skills,
with ability to prioritise work issues to meet deadlines with minimal supervision and
adjust to constantly changing situations while maintaining focus on delivery and
follow-through; Excellent communication skills, in written and verbal English and
Portuguese; A high level of self-awareness, initiative, sound judgement, personal
energy and flexibility; Ability and willingness to travel and to work extra hours as
necessary.
