ƒ UE is looking for a strongest cells in each available frequency or if the


information is stored - in the previously used carrier frequency or even cells
ƒ First suitable cell found in the appropriate PLMN is selected

Cell is Suitable if:

FDD Cell: Srxlev > 0 AND Squal > 0

Where:
Squal = Qqualmeas – Qqualmin
Srxlev = Qrxlevmeas – Qrxlevmin – Pcompensation *)

Qqualmeas -> CPICH Ec/No

Measurements of the neighbour cells start if:

Intra-Frequency: if Squal <= Sintrasearch OR if Sintrasearch is not sent


Inter-Frequency: if Squal <= Sintersearch OR if Sintersearch is not sent
Inter-RAT(GSM): if Squal <= SinterRAT(GSM) OR if SinterRAT(GSM) is not sent

Where:
Squal = Qqualmeas – Qqualmin

Step 1:
Qmeas -> CPICH RSCP or RxLev (FDD, GSM)
Qhyst1 and Qoffset1s,n are used

Step 2 (applied only if the best ranked cell from Step 1 is an FDD cell and the cell re-selection quality
measure is set to Ec/No)
Qmeas -> CPICH Ec/N0 (FDD only)
Qhyst2 and Qoffset2s,n are used

Starting of 2G Measurements (Example)
ƒ 2G measurements are starting if
qqualm + ss_rat = -18dB + 4dB = -14dB CPICH EcNo
ÆCPCIH EcNo criteria for starting measurements is considered

ƒ If the CPICH RSCP of current cell, e.g. CPICH RSCP <= - 111dBm then cell is
no longer suitable and UE starts to search for other cells (3G and 2G).
Æ in this case no other 3G cell is available, because otherwise a 3G cell
would be re-selected before, i.e. only 2G cells are available
Æ CPICH RSCP is indirectly also taken into account

ƒ Recommendation: ss_rat should be set different for 3G cells inside 3G


coverage compared to cells at the 3G coverage boarder
ƒ Inside 3G coverage: ss_rat = 4dB Æ starting 2G measurements at -14dB
ƒ At 3G coverage boarder: ss_rat = 8dB Æ starting 2G measurements at -10dB
