DECISION

Before the Court is a petition for review on certiorari assailing the Decision1 and Res
(CA), dated July 21, 2010 and March 15, 2011, respectively, in CA-G.R. SP No. 1007

Respondent filed a petition for review with the HLURB Board of Commissioners que
