A Hollistic Approach For
Sanitation & Hygiene
Education In Our Schools
Access to safe water and sanitary facilities in schools are paramount to achieve the “Whole School”
development concept of Sarva Shiksha Abhiyan (SSA). Cultivating healthy and hygienic behavior among
school children at young age (“Catch them young and teach them healthy hygienic behaviors”) is important
to help them become responsible and environment friendly citizens. In schools, lack of proper water and
sanitation facilities affects the quality of education by hampering regular attendance of school children,
especially adolescent girls attending schools.
Every day children spend approximately a third of their valuable time in school, which is often considered
their second home. Schools can enhance the quality of the education they are providing to students by
ensuring access to all of the basic amenities, in particular drinking water and sanitary facilities which are
clean, comfortable, adequate, usable, located at a safe place and easily accessible to children.
The provision of safe water supply and sanitary services on school campuses along with intensive hygiene
promotion in schools are essential to improve the health of children. In addition, SSA is aware that the simple
provision of facilities in schools does not mean that the schools are necessarily providing the accessibility,
quantity or quality of services that meet the needs of students. SSA therefore believes that it is critical to
provide appropriate and functional, child friendly facilities for both boys and girls in schools.
WASH
School Water Supply, Sanitation and Hygiene Promotion, widely known as WASH, is a comprehensive
programme to ensure child-friendly water supply, toilet and hand washing facilities in schools and promote
behavioral change by imparting hygiene education. The facilities can stimulate interactive learning and
development:
2. Social Development: The layout of spaces and the way they are used can encourage contact with
others or offer seclusion. This is relevant for hygiene and sanitation facilities because they require
both privacy and sharing with others.
3. Creative Development: Children’s creativity can be stimulated by giving them the opportunity to
make the spaces their own and letting them to better suit their needs.

4. Physiological development: The use of hygiene and sanitation facilities can help to develop
necessary skills in young children, such as fine-tuning of the physical movements viz opening taps
etc. WASH program under WSDP not only ensures the child’s right to have healthy and clean
environment but also leads to effective & healthy learning and increased enrolment of girls in
particular, and reduce diseases and worm infestation.
SSA envisions schools adapting the framework as given in the diagram below to ensure safe water and
sanitation services under the “whole school Development Plan” concept. The eight important activities within
this framework include:
a) Potable drinking water systems and toilet facilities should be easily accessible available and at a safe
location on the school campus and these systems should be protected to avoid indiscriminate use by
outsiders during off school hours or during school holidays.
b) Separate toilet facilities for boys and girls which should be safe and easily accessible with hand washing
facility, provision for sanitary napkin, change room & incinerator in girl’s toilet.
c) The proportion of toilet facilities (number of Urinals and toilets) should match the students’ enrollment in
school.
d) The water delivery system and toilet facilities should be child and gender friendly and should meet the
requirements of the children with special needs in school. The modification to fit in to the existing facility
can be carried out with little extra cost.
e) Access to sanitary napkins, privacy to change napkins and a safe disposal system for used sanitary
napkins should be a priority in the design of school water and sanitation facilities. Creation of awareness
among school children and teachers on school water supply, sanitation and health and hygiene education
on use of safe water and toilets, hand washing at critical times (after anal cleaning, before taking food
etc.), safe disposal of solid and liquid wastes, water and food handling and personal hygiene habits
through designated health personnel and adolescents at least once a quarter for menstrual hygiene
management education should be carried out.
f) Water supply needs to be sufficient not only for drinking purposes, but also for maintaining the toilet block
and mid-day meal service in the school. The water source should be located in the school campus. In
case of any water quality issues (such as excess iron, fluoride, arsenic, etc.) detected, an appropriate
treatment method/ system should be introduced.

NORMS AND STANDARDS
FOR TOILET BLOCKS (SANITARY BLOCKS) IN SCHOOL
To begin any school toilet design exercise, it is first important to establish the need and then follow the norms
for provision of facilities. The norms for school toilets, urinals and other wash facilities have been defined in
the National Building Code (NBC) and also in the SSHE manual published by the Ministry of Drinking Water
Supply and Sanitation. However, it may be noted that the norms must be simple, pragmatic and based on:
Field experience of the ground situation(s)
Observed pattern of usage of sanitary facilities
Methods that connect directly with planning of school classrooms and other infrastructure provisions
(planned for multiples of 40 children)
For example, in most day-schools the frequency of use of urinals is much higher than toilets as compared to
residential schools. Most norm-based calculations are envisaged for ‘peak’ load situations of usage. If such
peak times can be offset by creative planning of the time table, the provision of infrastructure may be
optimized without compromising on quality. For example, if in larger schools, the lunch break is staggered
for primary and middle schools, the number of urinals and toilets to be provided may be reduced without
causing any inconvenience and ensuring better utilization of available resources. In general, one Urinal for
every 20 children and one toilet for every 80 children have been suggested.

SECTION – 1
PREPARATORY PLANNING FOR SANITATION
FACILITY IN SCHOOL
This section details out the preparatory steps for school sanitation activities which will be very helpful in the
planning process and thereafter implementing the programme. Following are the suggested guiding steps:
Does the site offer enough space for good ventilation and natural light? E.g. Is the longer sides of the
toilet block facing south, west or east? Are the openings located on the windward side?
Does the site offer enough space for future need / expansion? E.g. is there enough space / clearance for
the amenities to expand side-ways / front / back in future without adversely affecting the efficiency of
present buildings and facilities?
Will the drainage of waste and soil water be proper and safe? E.g. is there sufficient space for
accommodating the type of sewage disposal system that it most suitable on site? Is this point adequately
away from the ground water source used by the school or the community?
Will the location of amenities affect the performance of existing buildings negatively? If so, can this be
minimized? E.g. will the construction affect natural light and ventilation of present classrooms?
Based on this finalize the location and orientation of toilet building.

Site specific adaption
Make site specific adaption in the design according to need.
Check how drainage from amenities can be most efficiently recycled or safely discharged.
Identify the most frequent used path to approach the facilities being created. Check if it is safe as well as
conductive for all children including Children with Special Needs.
Analyze, which environmentally good practices can be used with the design on this site.

UNDERSTANDING THE DESIGN
Suggested designs
It must be clearly understood that these are suggested designs, keeping in mind the ground realities. But,
availability of materials and skills as well as geo-climatic condition varies across the state. Hence, requisite
site specific modifications are perfectly acceptable as long as the adapted design addresses the norms given
in this document.
Design Types
Based on essential and desirable components, proposed norms, guiding principles for design of School
Sanitation & Hygiene Education (SSHE) facilities, several sample designs have been developed are being
illustrated here. The below listed 7 types of designs have been developed to cater for different requirements
of schools:

C. Combined Toilet Blocks:
NOTE:
All designs have been developed so that adult teachers (ladies and gents) can also use the facilities,
hence there is no need for separate toilets or urinals for them.
The present set of designs is not developed for multi-stored structures.
Based on the preparatory details provided in section – 1 and considering the design selection factors as
mentioned above a particular design type may be selected.
For further help, detailed design documents have also been provided in following section – 3.

TOILET DESIGNS – DETAILS & SPECIFICATIONS
The following pages have all the 7 design options with it’s’ orientation, plan, elevation, section, plumbing
details, structural details & estimate.
GENERAL SPECIFICATIONS
All toilets are designed as load bearing structures with pucca RCC roof.
Foundation design is only indicative & may need review based on local site conditions.
Cement Sand Mortar in 1:4 for masonry.
This design is valid for earthquake zone III, IV and V.
Incinerator to be provide only with Girl’s toilet and to have chute from inside.
Location of waste drainage pipes, inspection chamber, septic tank & soak pits is indicative only.
Actual location to be decided based on site conditions.
Minimum distance of soak pit from building foundation to be 125cm.
BBCC 1:5:10 Cement: Coarse Sand : Brick Bats in foundation.
1 No. of 10 mm dia HYSD bar for Zone – III & 1 no. of 12 mm dia HYSD bar for zone – IV & V shall
be used as corner bar as per detail provided in drawing.
75mm thick plinth band in 1:1.5:3 Reinforced Cement Concrete.
100 mm thick RCC slab in concrete mix 1:1.5:3 (Cement : Sand : Aggregates).
10 mm thick single coat mala plaster in CM 1:3 on interior face.
15 mm thick single coat mala plaster in CM 1:3 on exterior face.
Water proofing at terrace in IPS 1:2:4 of 40 mm avg. thickness.
Toilet Floor to be finished with matt finish flooring while the dado shall be furnished with glossy
ceramic tiles. The height of dado shall be followed as per drawing.
Door and ventilator frame in metal angle sections shall be painted with two coat of primer before
installation.
Door, shutter in metal painted with two coats of primer and painted with enamel paint in light color.
Internal faces above dado and ceiling to be finished with 3 coats of white wash with lime.
External faces to be painted with 100% acrylic paint of matt finish.
All water supply pipes in UPVC SCH 40 with suitable elbow/tee/nipple/union/ scour valves.
All tapes of best quality – preferably brass chromium plated bib tap.
All waste water carrying pipes shall be PVC pipes.
All drainage and sewage pipes from urinals / squatting pan area in PVC / SW as per local availability.
Soak pit with 230 mm thick honeycomb brickwork in 1:4 cement and sand mortar of dimensions as
per drawing.
PVC water tank of capacity 500 Litre at roof level.

OPERATION & MAINTENANCE
Urinals, toilets and washrooms should be cleaned regularly and well-ventilated. Regular cleaning means
Cleaning more than once a day during peak periods of use. The poor maintenance of sanitary blocks often
prevents the long term use of these facilities in schools. Suggested protocol for environmental cleaning of
toilets is given below.

Bins Daily Empty bins at least twice daily. Clean outside bins daily, clean inside
with water and detergent, if contaminated. Lines to be renewed daily.
Sanitary product disposal bins are emptied and cleaned sufficiently,
often by a registered company to prevent them becoming over full
odorous.
Walls/ceilings/ Periodically Routine cleaning not required. Clean periodically with water and
windows/lights/ general purpose detergent. Clean with bleach if contaminated with
mirrors/ air- blood. Mirrors to be polished. Stainless steel should be kept bright.
