We have reviewed your application to discharge fill material within approximately 0.91 acres
of waters of the United States including wetlands in order to remove the Upper Roberts Meadow
Reservoir Dam. Impacts include 13,900 square feet (SF) of fill for the installation of
construction access roadways including the removal of the Upper Roberts Meadow Reservoir
Dam and 25,800 SF for the sluicing of accumulated sediment within the Upper Roberts Meadow
Reservoir to downstream areas as part of the new channel formation. The project will be
performed in phases in order to allow the upstream channel to form more gradually. The
purpose of this project is removal of the existing dam and restoration of coldwater fisheries
habitat for brook trout and other coldwater aquatic species as well as normal river processes.
This project is located in Roberts Meadow Brook, Chesterfield Road, Northampton,
Massachusetts. The work is shown on the enclosed plans entitled, “UPPER ROBERTS
MEADOW RESERVOIR DAM BREACH AND ECOLOGICAL RESTORATION PROJECT,
NORTHAMPTON, MASSACHUSETTS,” on 15 sheets and dated February 2018.
Based on the information you have provided, we have determined that the proposed activity,
which includes work and/or a discharge of dredged or fill material into waters of the United
States, including wetlands, will have only minimal individual or cumulative environmental
impacts. Therefore, this work is authorized under the enclosed February 2015 General Permits
for Massachusetts (GPs for MA), specifically GP 14 and 22, under the pre-construction
notification process. This work must be performed in accordance with the terms and conditions
of the GPs and also in compliance with the following special conditions:
1. The permittee shall comply with the enclosed Memorandum of Agreement entitled,
“Memorandum of Agreement Between the U.S. Army Corps of Engineers, the
Massachusetts State Historic Preservation Officer, and The City of Northampton,
Regarding The Upper Roberts Meadow Reservoir Dam Removal Project in Northampton,
Massachusetts.” This is to avoid, minimize and/or mitigate for the adverse effect that the
authorized work will cause to historic properties.

2. The work of this project shall be performed in accordance with the attached restoration
and monitoring plan entitled, “Upper Roberts Meadow Reservoir Dam Breach and
Stream Restoration Project, Northampton, MA, Revised Stream Restoration and
Monitoring Plan,” dated November 29, 2017.
3. Your responsibility to complete the required stream restoration as set forth in Special
Condition 2 will not be considered fulfilled until you have demonstrated restoration
success and have received written verification from the U.S. Army Corps of Engineers.
The term “restoration success” means success as defined under “3.0 Restoration Goals
and Success Criteria” in the restoration and monitoring plan this permit requires you to
implement. Demonstration of success under this permit shall consist of the required
restoration, monitoring, contingency plans, and submittal of monitoring reports as
defined in the restoration and monitoring plan.
4. Post-demolition monitoring reports required by the restoration and monitoring plan must
be submitted to the Corps prior to December 31st of the associated monitoring year.
5. If restoration of the Roberts Meadow Brook is not successful as defined in the restoration
and monitoring plan, mitigation in the form of payment into the Massachusetts In-Lieu
Fee program may be necessary. Coordination between the Corps and the City of
Northampton shall take place before a final payment amount is determined.
6. Except where stated otherwise, reports, drawings, correspondence and any other
submittals required by this permit shall be marked with the words “Permit No. NAE-
2007-1851” and shall be submitted via: a) MAIL: PATS Branch - Regulatory Division,
Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-
2751, b) Email: Ruthann.A.Brien@usace.army.mil, or c) FAX: (978) 318-8303. A copy
of the monitoring reports shall also be submitted to the Environmental Protection Agency
via email at reiner.ed@epa.gov. Documents which are not marked and addressed in this
manner may not reach their intended destination and do not comply with the
requirements of this permit.
You are responsible for complying with all of the GP requirements. Please review the
enclosed GPs for MA document carefully, in particular the general conditions beginning on Page
23, to familiarize yourself with its contents. You should ensure that whoever does the work fully
understands the requirements and that a copy of the permit document and this authorization letter
are at the project site throughout the time the work is underway.
This authorization does not obviate the need to obtain other Federal, State, or local
authorizations required by law, as listed on Page 57 of the GP document. Performing work not
specifically authorized by this determination or failing to comply with any special conditions
provided above or all the terms and conditions of the GP may subject you to the enforcement
provisions of our regulations.

This authorization presumes that the work as described above and as shown on your plans
noted above is in waters of the U.S. You may submit a request for an approved jurisdictional
determination to this office in writing if you desire.
This authorization expires on February 4, 2020. You must commence or have under contract
to commence the work authorized herein by February 4, 2020 and complete the work by
February 4, 2021. If you do not, you must contact this office to determine the need for further
authorization before beginning or continuing the activity. We recommend you contact us before
this permit expires to discuss a time extension or permit reissuance.
You must contact us immediately to discuss modification of this authorization if you change
the plans or construction methods for work within our jurisdiction. This office must approve any
changes before you undertake them.

MEMORANDUM OF AGREEMENT BETWEEN
THE U.S. ARMY CORPS OF ENGINEERS,
THE MASSACHUSETTS STATE HISTORIC PRESERVATION OFFICER, AND
THE CITY OF NORTHAMPTON
REGARDING THE UPPER ROBERTS MEADOW RESERVOIR DAM REMOVAL PROJECT
IN NORTHAMPTON, MASSACHUSETTS
WHEREAS, the City of Northampton (City), the dam owner and proponent, is
proposing the Upper Roberts Meadow Reservoir Dam (URMR Dam) Removal Project (Project)
in Northampton, Massachusetts, in order to reduce the threat of failure of this Poor condition,
high hazard dam and to comply with a 2007 Certificate of Non-Compliance and Dam Safety
Order issued by the Massachusetts Department of Conservation and Recreation — Office of Dam
Safety. The Project will decommission aging public infrastructure, reduce flooding hazards,
improve public safety, and improve ecological conditions of the Upper Roberts Meadow Brook
as shown on the plans attached as Exhibit 1; and
WHEREAS, the Project involves mechanized grading operations at the URMR Dam and
within the upstream impoundment, the installation of temporary construction access roadways,
and the sluicing of accumulated sediment downstream into Roberts Meadow Brook and the
Lower Roberts Meadow Reservoir (the Federal undertaking), and these discharges require a
Department of the Army permit under Section 404 of the Clean Water Act from the United
States Army Corps of Engineers, New England District (Corps); and
WHEREAS, both the Corps and the Massachusetts State Historic Preservation Officer
(MA SHPO) have determined that the URMR Dam and the Edwards-Moody-Hoxie Tannery Site
meet the criteria of eligibility (36 CFR 60) for listing in the National Register of Historic Places
under Criteria A, C, and D; and
WHEREAS, the Corps, in consultation with the MA SHPO, pursuant to the Corps
regulations at 33 CFR Parts 320 through 330 and the 36 CFR Part 800 regulations implementing
Section 106 of the National Historic Preservation Act of 1966, as amended [16 U.S.C. Part
470(f)], has determined that the Federal undertaking will have an unavoidable adverse effect on
the National Register-eligible URMR Dam and a portion of the National Register-eligible
Edwards-Moody-Hoxie Tannery Site; and
WHEREAS, the City has participated in the consultation process and has been invited
to sign this MOA as an invited signatory; and
WHEREAS, the Northampton Historical Commission and the Friends of Upper Roberts
Meadow Dam and Reservoir have participated in the consultation process and have been invited
to sign this MOA as concurring parties; and

WHEREAS, the Tribal Historic Preservation Officers (THP0s) of the Wampanoag
Tribe of Gay Head (Aquinnah), the Mashpee Wampanoag Tribe, and the Narragansett Indian
Tribe have not responded to a request for comments on the Federal undertaking, and the
Director of the Massachusetts Board of Underwater Archaeological Resources (BUAR) and the
Stockbridge-Munsee Tribe THPO have both responded that this project is unlikely to impact
significant historic resources; and
WHEREAS, in accordance with 36 CFR Part 800.6(a)(1), the Corps has notified the
Advisory Council on Historic Preservation (ACHP) of its adverse effect determination with
specified documentation, and the ACHP has chosen not to participate in the consultation
pursuant to 36 CFR Part 800.6(a)(1)(iii); and
NOW THEREFORE, the Corps and the MEIC agree that the undertaking shall be
implemented in accordance with the following stipulations in order to take into account the effects of
the undertaking on historic properties.
STIPULATIONS
The Corps shall require that the following measures are implemented by the City:
A. The City will undertake the "Archaeological Site Avoidance and Protection Plan"
(ASAPP), attached to this MOA as Exhibit 2. The ASAPP provides for the
protection and avoidance of archaeologically sensitive areas including portions of
the Edwards-Moody-Hoxie Tannery Site during the dam removal construction work.
Historic Documentation
A. The City, with the assistance of a 36 CFR 61 and 950 CMR 70 qualified
archaeologist, will undertake an Archaeological Data Recovery Program for a
portion of the Edwards-Moody-Hoxie Tannery Site that is located in the temporary
construction access route downstream of the dam. The archaeological data recovery
program will consist of archival research, field investigations, laboratory processing
and analysis of recovered cultural materials, and the preparation of a technical
report.
B. The Data Recovery Program (DRP) will be implemented under a written Research
Design and Fieldwork Methodology and a State Archaeologist's field investigation
permit. The data recovery work conducted under this permit will be consistent with
the Massachusetts standards for conducting archaeological investigations (950 CMR
70 and 312 CMR 2), and will take into account the Secretary of the Interior's
"Standards and Guidelines for Archeology and Historic Preservation" (48 Fed. Reg.
(190): 44716-42 (1983)) and the ACHP's publication, "Treatment of Archaeological
Properties: A Handbook" (1980), subject to any pertinent revisions of the cited
regulations, standards, guidelines, and publication.

C. If unforeseen circumstances require the modification of the DRP, the Proponent and
the Principal Investigator (950 CMR 70.04) will consult with the MA SHPO to
develop and implement the required modifications. Copies of the modified DRP
shall be forward to the Corps after this consultation is completed
D. The City will ensure that upon completion of the fieldwork aspect of the DRP, and
any preliminary analyses of the results that may be required, a completion
memorandum shall be submitted by the Principal Investigator to both the MA SHPO
and the Corps that describes the DRP activities completed, a brief description of the
results of the fieldwork and any preliminary analyses, and a schedule for completing
the remaining aspects of the DRP. The Corps and the MHC shall review and
comment on the adequacy of the DRP within thirty (30) days of receipt of the
completion memorandum. The City shall ensure that any inadequacy is addressed
to the satisfaction of the commenting party, whether Corps or the MHC, Prior to
proceeding With remaining aspects of the Project.
E. The City, with the assistance of a 36 CFR 61 and 950 CMR 70 qualified
archaeologist, will monitor the construction of the downstream dam access route in
Roberts Meadow Brook, and the construction, excavation, and stone removal
activities associated with the breaching of the Upper Roberts Meadow Reservoir
Dam. The monitoring effort will include the recordation of any structural elements
(e.g., core of the dam, waterpower elements, and mill stones) exposed during
excavation and stone removal work. Digital photographs and sketch/measured
drawings will be taken as safety considerations allow.
F. The City, with the assistance of a 36 CFR 61 and 950 CMR 70 qualified
archaeologist, will conduct walkover of the upstream impoundment following the
dewatering and removal of the dam to establish an existing conditions baseline in
advance of the natural sediment mobilization in the naturally deep ravine that
characterizes this portion of the original brook drainage. The walkover will consist
of close ground surface inspection to locate and identify potentially significant
archaeological resources. The City, with the assistance of the 36 CFR 61 qualified
archeologist, will consult with the MOA signatories regarding the need for the
protection or mitigation of any resources that may be identified.
Reporting:
G. A technical report will be prepared describing the results of the DRP, monitoring,
and post-dam removal walkover efforts that meets the state permitting standards of
the MA SHPO guidelines for archaeological investigations (950 CMR 70.14).
H. The report will be submitted to, and reviewed and approved by, the MA SHPO and
the Corps. The Corps will consider all comments for incorporation into the final
document. If comments are not received within 30 days of submission, it will be
assumed that the technical report is complete and acceptable.

I. The City will ensure that two bound copies of the final technical report will be
provided to the MA SHP° pursuant to 950 CMR 70.14, along with updated MA
SHPO archaeological inventory form for the Edwards-Moody-Hoxie Tannery Site,
and an electronic file on a CD-ROM with the final report, bibliographic data and
archaeological abstract. A bound copy of the final report will also be provided to •
the City, the Northampton Historical Commission, the Corps, and the Friends of the
Upper Roberts Meadow Dam and Reservoir.
The north and south stone masonry dam abu inents and the northerly dike will be retained, to
the extent possible. The extent of the abutments to be retained will be assessed during final
design phase and confirmed during the construction phase of this project. The primary goals
of the undertaking are to remove the hazard caused by the Poor condition of the URMR dam
and to remove the stream flow obstruction. (See Exhibit 1, Sheets #2, #4, and #5).
Some of the dam's stone masonry blocks will be removed, segregated, and transported by the
Contractor to a City defined location for stockpiling The salvaged blocks may be used by the
City in a future project. Some of the blocks will be kept at the dam site and will be
incorporated as part of the historic signage area (Refer to Stipulation VI below).
If the old mill stone from a former bark grinding mill structure (reported to be at the base of
the dam by the BUAR) is found during construction, a reasonable attempt will be made to
remove it and incorporate it into the on-site interpretive signage area.
A historical signage and viewing area will .be created at the dam site near the remnants of the
northern abutment of the dam. The exhibit panel text and images will be prepared with the
assistance of a 36 CFR 61 and 950 CMR 70 qualified historian. A draft of the panel design
and content will be provided to the Northampton Historical Commission for review and
comment. The historic signage area will include an exhibit panel with text and images
explaining and illustrating the history of the URMR dam and Edwards-Moody-Hoxie-
Tannery Site, one or more of the stone masomy blocks from the spillway section and (if
found) the former mill stone. The historical signage will be completed as part of the dam
removal construction project. The City will coordinate with the MOA signatories on the final
design for the historic signage and viewing area. Photographic images that are of sufficient
size and resolution to be legible on the final exhibit panels, and overall images of views of
the installed signage and viewing area, shall be provided to the MHC within thirty (30)
days of the installation of the signage and viewing area.

Public Access and Path
An existing logging road on the north side of the Roberts Meadow Brook will be used as a
temporary construction access road the project (See Exhibit 1, Sheet #3). Portions of the
construction road will remain as an unpaved walking path to allow for public access,
extending from Kennedy Road to the historic signage and viewing area noted under
Stipulation VI above (See Exhibit 1, Sheet #6). The City will provide the Corps and the
MHC with project plans for the final design of the permanent public access walking pathfor
review and approval within thirty (30) days of receipt.
The Corps and the signatories agree that if previously unidentified historic resources are
discovered and which may be affected by the undertaking, the Corps will notify the MA
SHPO of any findings consistent with 36 CFR 800.13 and Corps regulations. The Corps,
in consultation with the MA SHPO, will apply the National Register criteria and
eligibility and consult with the MA SHP() in order to resolve potential adverse effects
pursuant to 36 CFR 800.4 to 800.6 and Corps regulations.
IX. Duration
This MOA will be null and void if its terms are not carried out within five (5) years from
the date of its execution. Prior to such time, the Corps may consult with the other
signatories to reconsider the terms of this MOA and amend the MOA in accordance with
the provisions in Stipulation XI, below.
X. Dispute Resolution
Should any signatory party to this MOA object in writing to any actions proposed or the
manner in which the terms of this MOA are implemented, the Corps shall consult with
such party to resolve the objection. If the Corps determines that the objection cannot be
resolved, the Corps will:
A. Forward all documentation relevant to the dispute, including the Corps proposed
resolution, to the ACHP. The ACHP shall provide comments to the Corps within
thirty (30) days of receiving the documentation. Prior to reaching a final decision on
the dispute, the Corps shall prepare a written response that considers timely
comments from the ACHP and the signatory parties, and provide them with a copy
of this written response. The Corps will then proceed to a final decision.
B. If the ACHP does not provide comments regarding the dispute within the thirty (30)
day time period, the Corps may make a final decision and proceed accordingly. Prior
to reaching such a final decision, the Corps shall prepare a written response that
considers all timely comments from the signatory parties to this MOA, and provide
them and the ACITP with a copy of such written response.

C. The Corps responsibilities to carry out all other actions subject to the terms of this
MOA that are not the subject of the dispute remain unchanged.
XI. Amendments
This MOA may be amended when such an amendment is agreed to in writing by all
signatories. The amendment will be effective on the date a copy signed by all the
signatories is filed with the ACHP.XII.Termination
A. If any signatory to this MOA determines that its terms will not or cannot be carried out,
that party shall immediately consult with the other party in an attempt to develop an
amendment per Stipulation XI. If, within thirty (30) days (or another time period agreed
to by all signatories), agreement concerning an amendment cannot be reached, any
signatory may terminate the MOA upon written notification to the other signatories.
B. Once the MOA is terminated, and prior to work continuing on the undertaking, the Corps
must either (1) execute an MOA with signatories pursuant to 36 CFR 800.6 or (2) reques,t,
take into account, and respond to the comments of the ACM' under 36 CFR 800.7. The
Corps shall notify the signatories as to the course of action it will pursue.
Execution of this MOA by the Corps and the MA SHP° and implementation of its terms evidence
that the Corps has taken into account the effects of the undertaking on historic properties and
afforded the ACHP an opportunity to comment.

Upper Roberts Meadow Dam Removal Project

Archaeological Site Avoidance and Protection Plan
In accordance with Stipulation I of the Memorandum of Agreement (MOA) for the Upper Roberts
Meadow Reservoir Dam Removal Project, this archaeological site avoidance and protection plan
(ASAPP) has been developed to protect the three archaeologically sensitive areas downstream of
the dam including portions of the Edwards-Moody-Hoxie Tannery Site that are not within direct
project construction impact areas. Specific avoidance and protection strategies are detailed below
that will be implemented to ensure that the integrity of the archaeological site and sensitive areas
are maintained throughout the dam removal project.
The Edwards-Moody-Hoxie Tannery Site is recommended eligible for listing on the National
Register of Historic under Criteria A and D, and possibly B and C, at the local and/or state levels
for its potential to yield important information relating to early water-powered tannery operations
and improvements to the tanning process that saved in manual labor and increased profitability.
The site was identified during an intensive (locational) archaeological survey conducted by PAL in
2016, which resulted in the identification of four building foundation remains, two wheel pits, and
a stone-lined raceway that are within and adjacent to the proposed temporary dow'nstream access
route for the dam removal construction work on the north side of Roberts Meadow Brook. There is
also the potential for belowground remains of documented tanning vats or leaches on a broad, flat
terrace to the south and east of the building foundations. A site avoidance fence line and associated
polygon has been established on the south and east sides of the proposed temporary downstream
access route, pursuant to the final design and construction plans (see MOA Exhibit 1, Sheet #3).
The portion of the Edwards-Moody-Hoxie Tannery Site that will be directly impacted by the
Project construction activities (see MOA Exhibit 1, Sheet #3) will be subjected to archaeological
data recovery and monitoring and recordation, in accordance with Stipulation III of the MOA. The
data recovery and monitoring areas have been established to the west of the site avoidance line and
associated polygon, pursuant to the final design and construction plans.
The 2016 archaeological investigations also identified archaeologically sensitive areas on the south
side of Roberts Meadow Brook, including an area containing visible cellar hole/stone foundations
likely associated with the eighteenth and nineteenth-century Edwards-Hoxie family dwelling. This
sensitive archaeological resource area is within 10 feet (ft) of the proposed Kennedy Road
construction staging area for the dam removal project. An impact avoidance fence line and
associated polygon has been established on the north and west sides of the construction staging
area, pursuant to the final design and construction plans (see MOA Exhibit 1, Sheet #6). An impact
avoidance polygon has been established for the other sensitive area on the south side of the brook
closer to the dam (see MOA Exhibit 1, Sheet #3).

The ASAPP will be implemented to avoid and protect the above- and below ground archaeological
features and sensitive areas on both sides of Roberts Meadow Brook downstream of the Upper
Roberts Meadow Reservoir Dam from inadvertent impacts during the dam removal work. The
following site protection measures shall be implemented prior to contractor construction work for
the removal of the dam and associated components.
1. The site and sensitive area avoidance lines and associated polygons on both sides of
Roberts Meadow Brook will be recorded on the final construction plans available to and for
use by the Contractor. Under the direction of a qualified archaeologist, the construction
areas of avoidance around the Edwards-Moody-Hoxie Tannery Site and other sensitive
areas will be flagged on the ground with wooden surveyor stakes having blaze orange
spray-paint tops. The boundaries will be flagged in accordance with the "site avoidance
fence line" and "sensitive no impact area" clearly labeled on the Final Construction Plans to
be released in the spring 2017 (refer to MOA Exhibit 1, Sheets #3 and #6). The field
delineation and flagging of the archaeological avoidance and protection areas will take
place prior to the start of construction.
2. Under the direction of the qualified archaeologist familiar with the project area, the
Contractor will erect high visibility construction fencing and "No Trespassing" signs
around the avoidance areas which will remain in place for the duration of the Project
construction activities. No construction work, staging, or vehicular access will take place
within the archaeological avoidance and protection areas.
3. The City, with the assistance of the project engineer and the qualified archaeologist, will
inspect and monitor the installed construction fencing during the Work so that it properly
delineates the flagged identified archaeological avoidance areas.
4. Suitable language will be included in contract and construction bid documents to minimize
chances for inadvertent impacts to the ground surface and visible stone features inside the
archaeological avoidance and protection areas.
a. Construction personnel and contractors will be informed verbally and in writing that
the fenced areas are "Sensitive No Impact Areas" where the ground surfaces and
visible stone features are to be protected as indicated above.
b. Construction personnel and contractors will neither perform nor permit any tree
cutting or tree stumping, construction, excavation, grading, filling, dumping, or the
storage or staging of equipment, vehicles, or supplies within the fenced "Sensitive •
No Impact Areas."
c. Any work within the fenced "Sensitive No Impact Areas" will require submission to
and written approval from the City after the US Army Corps of Engineers (Corps)
and the Massachusetts Historical Commission (WIC) have the opportunity to
review and comment on the proposed activities within the fenced area.

5. No unauthorized artifact collecting or archaeological investigation will be permitted within
the fenced "Sensitive No Impact Areas" or in other areas of the property, other than that for
which the Massachusetts State Archaeologist has issued an archaeological field
investigation pelinit (950 CMR 70).
6. If the contractor or other project personnel observe unexpected cultural resources during
dam removal work, the City should be notified immediately, and work should be halted in
this area. The City will contact the qualified archaeological consultant for review and
evaluation. The qualified archaeological consultant will coordinate with the Corps and the
MHC under Stipulation VIII of the MOA, as necessary.
7. The high visibility construction fencing and signage around the "Sensitive No Impact
Areas" must be removed upon completion of the project.

The City of Northampton (City) Department of Public Works (DPW) is proposing to remove the Upper Roberts
Meadow Reservoir (URMR) Dam to comply with a 2007 Certificate of Non-Compliance and Dam Safety Order
issued by the Massachusetts Department of Conservation and Recreation - Office of Dam Safety (ODS). The project
is a Priority Project for river restoration by the MA Division of Ecological Restoration (DER), who is partnering
with the City on the project. In April 2015, the City submitted a Pre-Construction Notification (PCN) pursuant to
the regulatory revisions to the Massachusetts General Permit (MAGP) (eff. February 4, 2015) by the U.S. Army
Corps of Engineers (USACE) under General Permit 22: Habitat Restoration, Establishment, and Enhancement
Activities (GP 22). As stated in the Section 404 PCN application materials (see permit application narrative), the
purpose of the proposed project is to remove the Upper Roberts Meadow Reservoir (URMR) Dam and thereby (1)
protect downstream water supply infrastructure, (2) eliminate future City costs and liabilities associated with an
obsolete structure, and (3) promote ecological restoration of the brook.
During a post-submittal conference call held on May 22, 2015 with members of the project team and the US Army
Corps of Engineers, a request by the USACE was made for the project team to develop a Stream Restoration and
Monitoring Plan (Plan) for the project. The Plan outlined herein includes the project and restoration goals, the
success criteria to determine if the goals have been met; and the adaptive management elements and monitoring
activities associated with the work.
Staged removal of dam sections to control stream sediment mobilization. The primary concern about
the in-stream sediment management proposed (and permitted via MA DEP 401 Water Quality Certification)
approach is aggradation downstream and potential flooding of the roadway adjacent to the brook. The
staged dam removal is intended to provide a measure of control concerning the rate of sediment
mobilization so that downstream monitoring for infrastructure impacts can be performed by the City. The
ecological impacts of sediment release to the downstream reach are considered (by state restoration
ecologists and fisheries biologists) to be minimal and short-term in nature. Moreover, the short-term
ecological impacts will transition to long-term and permanent benefits via the infusion of habitat forming
sediment and organic matter. These benefits are well established in the scientific literature and within U.S
Army Corp Nationwide Permit 53 (Low Head Dam Removal).
A targeted invasive species removal program will be included as part of the project. Invasive plant
species currently exist upstream, within, and downstream of the dam impoundment. In order to reasonably
limit the spread of new invasive plants, the project involves limited plant treatment and/or removal prior to
the dam removal. The work will focus on several targeted areas, including an island of potentially mobile
sediment within the impoundment, and a stand of existing plants downstream at the inlet to the Middle
Reservoir. Refer to the project’s Invasive Species removal plan included in Attachment A. Invasive plants
are also widespread in the surrounding City-owned forest. The City is currently in the planning stages of a
programmatic invasive species control plan for City-owned watershed land. The project site is within City
watershed land and will be incorporated into the invasive species control program as appropriate.
Adaptive management of downstream sedimentation areas to remove blockages that increase the risk
of roadway flooding. These adaptive management steps are intended to address the potential risk to

downstream infrastructure, described above. These actions are not related to ecological impacts, as the
accumulation of large wood, organic matter, and sediment would otherwise be considered beneficial.
Conformance with a construction time-of-year restriction to limit short term impacts to native fish
populations. The project team has been coordinating with state fisheries biologists for years concerning an
appropriate window of construction and sediment release. Accordingly, work will commence after April
1, 2017.
Restoration of temporary access areas and roads and removal of temporary erosion and
sedimentation controls. The project involves the construction of temporary access routes. Pursuant to the
Massachusetts General Permit, the project will remove these temporary fills and structures and restore the
ground surface to natural forest litter and cover (as exists now).
Pre- and Post- photographic documentation from defined locations within the URMR basin and
downgradient stream to compare pre-dam removal and post-dam removal conditions. The data collection
will help qualitatively assess the changes to stream habitat post dam removal.
The phased dam removal will gradually dewater the impoundment and initiate sediment release and gradual stream
reformation within the URMR impoundment area. The slow drawdown of the impoundment will also allow
sediment to dewater and stabilize. Of the approximately 27,000 cubic yards of sediment within the URMR
impoundment, approximately 10,000 cubic yards of sediment is expected to be released during the staged dam
breaching. Some of the sediments will be retained within the brook with the remainder mobilized to Middle Roberts
Reservoir. This approach to sediment management was developed in concert MA DEP staff, lengthy consideration
of other options, and selection of this approach as most sensible, least damaging to surrounds lands, and most cost
effective. It is currently permitted via a 401 Water Quality Certification from MA DEP (WE 246-0689).
As the dam vertical sections are incrementally removed, the reservoir sediments will be gradually exposed and de-
watered in-place. During the reservoir dewatering, the sediments within the basin will be allowed to mobilize by
the downward “cutting” of the stream as it begins to re-establish within the reservoir basin bottom. Roberts Meadow
Brook will have the ability to respond naturally to the base flow and storm events, adopting its own equilibrium for
sediment retention and mobilization, eventually achieving a generally stable stream form. The residual URMR basin
sediments will become stabilized as vegetated soils within the former URMR basin. The flows will be elevated
during dam removal assisting with sediment mobilization, with additional temporary and permanent sediment
repositioning occurring during larger rainfall events during and several years after the dam removal. Sediment
mobilization is anticipated to be substantially complete within 1-3 years, consistent with other dam removal projects
completed in Massachusetts, and consistent with the scientific literature. Wetland and upland seed mixes of native
forbs and shrubs may be used at the recommendation of the project engineer and/or the City in coordination with
DER should impoundment sediment and soils not revegetate adequately. Refer to the referenced 404 application
for additional information about the dam and the restoration project.
The ecological restoration goals for the dam removal and stream restoration are as follows:
(1) Restore longitudinal connectivity to allow migration of aquatic organisms between the Middle Reservoir
and the upper reaches of Roberts Meadow Brook;

(2) Restore natural stream processes, including the free movement of water, sediment, and organic matter; and,
(3) Restore stream habitat (now submerged) and stabilize residual exposed sediments within the former URMR
impoundment area.
Project success will be achieved by removing the full vertical extent of the Poor condition, High hazard dam, and
limiting short-term construction period impacts. The related ecological restoration benefit of stream connectivity
will be realized immediately upon dam removal, and can be easily confirmed via field observation and survey. In
the months and years following dam removal, other restoration benefits will also be realized, including
transformation of the now submerged channel within the impoundment back to a free-flowing reach. Moreover,
following erosion and natural redistribution of mobile impounded sediment, a natural sediment and organic matter
transport regime will be re-established in the sediment starved downstream brook. The assessment of the Success
Criteria relative to the ecological restoration goals will include active monitoring by the City of Northampton, as
described in Table 1.

The restoration success of Roberts Meadow Brook will be assessed by monitoring during and post dam removal
construction. The monitoring methods to be used will be as follows:
4.1 Construction Phase Monitoring
The construction phase monitoring will focus on safe implementation of the staged dam removal,
confirmation of removal of the full-vertical extent of the dam, and downstream monitoring of bed
aggradation to address potential roadway flooding risks. Adaptive sediment management
techniques will be implemented downstream as needed to address risks of flooding to adjacent
roadways downstream of the dam. Weekly reports will be generated during the active construction
and will be kept on file with the City.
4.2.1 Photo-documentation will be performed before, during and for a period of 5-years
after the dam has been removed. For Roberts Meadow Brook and the residual sediment
areas within the former URMR Basin area, a minimum of five (5) general basin and
instream photo-documentation transverse cross-sections will be established to monitor the
conditions as they stabilize and mature over time. Along Roberts Meadow Brook below
the former dam, at least five (5) photo-documentation transverse cross-sections will be
established along the stream to document the change in conditions over time. The post
construction photo-documentation will occur at years 1, 3, and 5 after the dam has been
fully removed.
4.2.2 GPS-based, longitudinal surveys will be performed through the former
impoundment, through the dam removal location, and downstream to the Middle
Reservoir at years 1 and 5 post-construction. This data will be compared to the existing
conditions longitudinal survey. Lastly, Massachusetts Fish and Game will conduct fish
studies of the restored stream at Year 1, Year 5 and Year 10 post dam removal.
4.2.3 Water quality monitoring (temperature and dissolved oxygen) will be measured within
and downstream of the former impoundment pre- and post- dam removal. Refer to the
detailed description in Attachment B.
The dam removal will require the City to develop and implement a series of contingency responses on an as needed
basis. The contingencies include the following:

eroded areas that may develop within the newly established stream channel within the former

impoundment. The project objective is to utilize natural processes to re-establish the stream
channel within the former impoundment. Consequently, sediment will be eroded during the dam
breach process. The intent is for the stream channel to erode its way into the sediment to establish
itself. Once established, the goal is that the sediments beyond the banks will be “stabilized” via the
growth of wetland vegetation. The intent of this contingency provision is to provide a means to
reseed areas that continue to erode post construction due to a lack of established vegetation. It is
anticipated that the re-vegetation contingency will utilize either City forces or a subcontractor to
mobilize to the former impoundment and re-seed eroded areas that lack established vegetation with
appropriate wetland vegetation seed. The identification of these areas will be made during the Post-
construction visual monitoring and photo-documentation to be conducted by the City after the
completion of the dam breaching. The contingency will be used for hand seeding only, no additional
earthwork operations will be performed for this item. The re-vegetation contingency will be
maintained for a period of five (5) years after the completion of the dam breaching.
The City will implement an adaptive sediment management program geared towards
mitigating flooding to adjacent roadways downstream of the dam. The contingency will
include requiring the contractor and/or the City to have equipment and man power available should
a snag or block develop within the stream channel that could potentially cause a temporary dam
within the stream channel and threaten to flood adjacent roadways. The contractor will be
responsible for this contingency during construction. The City or a subcontractor to the City will
be responsible to implement this contingency on an as needed basis post dam removal.
6.0 Schedule
The dam removal project is scheduled to begin in the spring of 2018 and be completed by the fall of 2018.
Construction phase monitoring will be performed during the work. Post dam removal monitoring will be performed
one year after the dam has been removed at or near the end of the growing season, as well as within years 3 and 5
post-dam removal. If the Success Criteria have been met, the monitoring under this Restoration Plan will cease.
Otherwise, additional bi-annual monitoring events will occur. We anticipate that the project will fully meet the
success criteria within three years of project completion.
7.0 Reporting
Monitoring reports for data collection in years 1, 3, and 5 post dam removal, will be assembled and submitted to
the USACE within 60 days of completion. Monitoring reports will address the success criteria and provide narrative
descriptions, figures, and labeled photographs, as appropriate.

BACKGROUND
The Upper Roberts Meadow Dam in Northampton, MA is the most upstream of three dams on Roberts
Meadow Brook. At a formidable 9 meters tall and with no form of fish passage, it is a complete barrier to migrating
aquatic species. The aging structure is listed as “high hazard” and in “poor condition” (Figure 1, 2) and could
eliminate 200 homes within the downstream community of Leeds, MA in the event of a failure. The dam is part of
the City of Northampton’s former emergency public water supply and sits in a relatively undeveloped and protected
tract of forest. Upstream of the impoundment, Roberts Meadow Brook is a cold-water, high gradient stream (Figure
3) that runs through steep gorges, over large riffles, and supports a strong cold-water fishery that includes native
brook trout. Downstream of the dam, the brook slowly transitions from a high gradient stream to a channelized, low
gradient one as it heads to the Middle Reservoir on the brook (Figure 4).
METHODS
Continuous data loggers will be used to assess the impacts of Upper Roberts Meadow Dam and associated
impoundment on temperature and dissolved oxygen profiles within Roberts Meadow Brook. The study area
stretches from downstream of the tributary inflow about 660 meters upstream of the dam to the Middle Reservoir
on Roberts Meadow Brook about 1800 meters downstream of the dam (Figure 5). Pools and deep runs will be
prioritized as installation locations to ensure all loggers remain submerged throughout the deployment period.
One upstream, one impoundment, and five loggers downstream of the dam will be used to assess the impact
of the Upper Roberts Meadow Dam on the river’s temperature regime (Tables 1, 3). Onset© HOBO Pro V2
Temperature Data Loggers recording every 15 minutes will collect year-round, continuous temperature throughout
the entirety of the project. Each logger will be visited bi-annually (See “Project Timeline” below) to check the
installation location and to download data off of the logger. The impoundment logger will float beneath a buoy
attached via cabling to a cinder block on the impoundment bottom. Depending on stream substrate, temperature
loggers will be attached to a piece of rebar in the streambed or anchored on the streambed with rocks. All loggers
will be cabled to a permanent structure on the stream bank. More detailed information can be found in the
Continuous Temperature Monitoring SOP.
To assess the impact of the dam on dissolved oxygen, Onset© U26 Dissolved Oxygen Data Loggers will
be deployed upstream of the impoundment, within the impoundment, and downstream of the dam (Tables 2, 4).
The loggers will be deployed for discrete weeklong periods between approximately 2015 and 2018 to capture pre-
and post-dam removal conditions (specific periods to be adjusted based upon dam removal timing). While in the
field, loggers will record dissolved oxygen and temperature readings every 15 minutes. The impoundment logger
will float beneath a buoy cabled to a cinder block on impoundment bottom, and upstream and downstream dissolved
oxygen loggers will be attached to a piece of rebar via zip ties and hose clamps. More information can be found in
the Continuous Dissolved Oxygen Monitoring SOP.

SITE CONTACTS
Upper Roberts Meadow Dam is located within the City of Northampton’s former backup public water supply and
either David or Johanna must be contacted 24 hours in advance of a site visit. A monitoring plan was submitted to
the City of Northampton to gain approval for the proposed monitoring associated with this project.
SURROUNDING ENVIRONMENT
Upper Roberts Meadow Dam is located on Roberts Meadow Brook in Northampton. The dam is
approximately 9 meters tall and is built in a steep walled gorge. The stream extends downstream of the dam for about
1800 meters before reaching the Middle Reservoir on the brook. This downstream reach can be divided into three
separate reaches – the high gradient “upper reach” from the dam to Kennedy Road Bridge, the middle gradient
“middle reach” from Kennedy Road Bridge to the intersection of Chesterfield and Reservoir Roads, and the low
gradient “lower reach” from that intersection to the Middle Reservoir. The middle reach is moderately channelized,
and the lower reach has been heavily channelized into a straight segment running between Reservoir Road and a
large berm until it empties into the reservoir. The upstream reach of this study is very high gradient with large riffles
and additional steep walled gorges. The entire study area is located within protected, forested land and was formerly
used by the City of Northampton for emergency public water supply. Kennedy St. crosses the river about 300 meters
downstream of the dam.
