DETAILED TENDER NOTICE

NAME OF WORK: APPOINTMENT OF PMC (Project Management Consultant)

FOR 1) AUGMENTATION TO TALEGAON DABHADE WATER SUPPLY
SCHEME.2)TALEGAON DABHADE UNDERGROUND
DRAINAGE/SEWER PROJECT.

TENDER PROGRAMME

1) The tender documents are available at Https://mahatenders.gov.infrom 19/01/2018 to

17 / 02 /2018.
2) The digital signature is mandatory. The bidder will have to purchase it from any government
digital certificate authority.
3) For any other queries, bidder can contact Help Line No. 8446984019

4) Blank Tender document can be download from above mentioned website. The tender
document cost Rs.5,000/-(Rs. Five thousand Only) (Non-Refundable) shall be paid by online.

5) Earnest Money Deposit of Rs.1,00,000/- (Rs. One Lakh Only) should be paid in the form of
online.

6) Security Deposit: In total 10% Security deposit is applicable for this Tender. Out of which 2%
of tender amount will be deposited at the time of issuing work order.

7) The bidder has to submit the tender Documents and Financial Bid online only.
8) The Pre-Bid meeting will be held on 09/02/2018 at 12:30 pm in Talegaon Dabhade Municipal
office.
9) The tender will be submitted on or before Date. 17 / 02 /2018 day at 5.00 pm online only.

10) Validity of the Offer:-120 days from the date of opening of the tender.
Eligibility Criteria:
i. Company should have Certificate of Registration from Government of India in case of
Partnership firm/ Private Ltd.
ii. Consultant should have the experience of project management consultancy for at least
two water supply & two underground drainage schemes, minimum of same magnitude
(Rs.52Cr for Water Supply Scheme & Rs.63Cr for underground drainage/sewer project.)

executed in last three financial years.

iii. Work experience of part scheme will not be considered.
iv. Company should not be Blacklisted / Terminated from the work in any of the
Government Organization with valid reason.
v. The experience certificated / successful work completion certificate duly signed by Municipal
Commissioner, CE/SE/EE of MJP/PWD/Govt. Dept. or Any authority of equivalent rank should
be attached.
vi. Joint Ventures/ Collaboration/ Consortium is not allowed in this tender.
11)The Consultant at his own responsibility and risk is encouraged to visit and examine the site of works
and its surroundings and obtain all information that may be necessary for preparing the bid and entering
into a contract for the works. The costs of visiting the site and collecting the necessary information shall
be borne by the Consultant. No extra claim will be entertained in future on this account

12)(A) Technical Proposal : Technical Bid / Proposal should contain following documents –

1. Receipt of Tender Fees & EMD

2. Registration Certificate / Certificate of Incorporation in case of Partnership or Pvt. Ltd Company
3. Pan Card of Company.
4. Tax Registration Certificate / GST / Shop Act etc
5. Audited Balance Sheet duly signed by registered CA indicating the annual turnover of the
firm/company.
6. List of qualified resources / machinery / software
7. Work done certificates for similar nature of work (Two Water Supply & two underground Sewer
Schemes of similar nature & equal or more cost) completed in past 3 years duly signed by
Municipal Commissioner, CE/SE/EE of MJP/PWD/Govt. Dept. or Any authority of equivalent
rank should be attached.
8. Affidavit / Declaration stating that the company is not blacklisted or terminated from the work
from any of the government organization / department in past with valid reason.
9. Financial bid will not be liable for opening unless any of the above mentioned documents are not
attached with Technical bid.
(B) Financial Proposal: Financial proposal shall contain offer of bid. The rates quoted shall be excluding
service tax. Service Tax shall be paid extra as applicable.

13)TALEGAON DABHADE Municipal Council reserves their right to make any changes in the above
schedule.

Memorandum

General Description: APPOINTMENT OF PMC (Project Management Consultant)

FOR, 1) AUGMENTATION TO TALEGAON DABHADE WATER SUPPLY
SCHEME.2) TALEGAON DABHADE UNDERGROUND
DRAINAGE/SEWER PROJECT.

Estimated Cost:
A. Earnest Money: Rs.1,00,000/-
B. Security Deposit: 10% of Tender Amt

C. Time allowed for completion of the work is 24 Calendar months including monsoon from
date of work order issued.

I/We agree that this offer shall remain open for acceptance for a minimum period of 24
months from the date of opening the same and thereafter until it is withdrawn by me/us by notice
in writing duly addressed to the authority opening the tenders and sent by registered post A.D. or
otherwise delivered, at the office of such authority. The Earnest money deposited on-line only.
The amount of Earnest Money shall not bear interest and shall be liable to be forfeited to the
TALEGAON DABHADE MC should I/We fail to (I) Abide by the stipulation to keep the offer
open for the period mentioned above or (ii) sign and complete the contract documents as
required by the Engineer and furnish the security deposit, as specified in item (d) of the
memorandum contained in Para - I above within the time limit, laid down in clause, (1) of the
annexed general conditions of the contract. The amount of earnest money may be refunded to
me/us after work order if so desired by me/us in writing unless the same or any part thereof has
been forfeited as aforesaid.
3. Should this tender be accepted I/We hereby agree to abide by and fulfill all the terms and
provisions of the conditions of contract annexed hereto so far as applicable and in default thereof
to forfeit and pay to Municipal Council TALEGAON DHABHADE , the sums of money
mentioned in the said conditions.

GENRAL CONDITIONS:

1. Taxes and Duties: - The consultant shall pay all taxes and duties as applicable by law at
the time of receipt of tender excluding service tax & that shall be paid at the time billing as
per prevailing rate. 10% Income tax will be deducted through R.A. Bill and will paid to
I.T. department.

2. In this contract technical document shall be in accordance with sound and established
engineering practices using Indian codes, Regulation and International standards where
applicable.

3. The required data shall be collected by consultant or his authorized Engineer with the
help of Council Engineer.

4. All disputes and difference arising between Talegaon-Dabhade Municipal Council Chief
Officer and the party in any manner connected with this agreement shall be referred to
the Chief Officer; Talegaon Dabhade MC The decision of the Chief Officer will be final,
conclusive & binding on the parties.

I hereby declare that I have made myself thoroughly conversant with the local
conditions regarding all materials and other expenses such as transportation, vehicles, fuel cost,
octroi, availability of water etc. and labor on which I have based my rates for this work. The
specifications and requirements for this work have been carefully studied and understood by me
before submitting the tender. I undertake to use only the best materials, to be approved by the
Chief Officer if the work or his duly authorized representative before starting the work and also
to abide by his decision.
I hereby undertake to pay the labor engaged on the work as per minimum wages Act
1984 applicable to the zone concerned or any other as applicable.

Further, I declare that my company has not been blacklisted / terminated with valid
reason from work in any of the Government Organization / Department / ULB in India
