Course Description
This course provides a review and analysis of all Federal regulations applicable to safe
conduct of airport operations. The requirements for airport certification are covered as well as
airport environmental protection and occupational safety compliance. Day-to-day safe
operations are emphasized.

Course Goals
The course is designed to provide the student with the ability: 1) to discuss and analyze the
requirements for airport certification and airport operational safety; 2) to conduct an Airport
Safety Inspection and to identify and mitigate risk factors; 3) to understand the consequences of
an accident as a result of non-compliance of regulations; and 4) to assess and mitigate the
environmental impact of airport operations.

Learning Outcomes
Upon course completion, the student will be able to:

1. Understand and apply airport certification requirements and the involvement of both the
FAA and the airport in compliance issues.

2. Prepare and/or evaluate an Airport Certification Manual in accordance with guidelines


set forth in FAR 139.

3. Demonstrate winter operations impact on safety. Create a snow plan in accordance with
FAA AC 150/5200-30.

4. Analyze airport aircraft rescue and fire fighting requirements as set forth in FAR 139.
The implication of proper index capability is reviewed.

5. Evaluate the handling of hazardous materials and fueling operations conducted at an


airport.

6. Write/evaluate an Airport Emergency Plan utilizing FAR 139 and AC150-5200-31.

7. Conduct an airport self inspection, report findings and recommend corrective actions in
accordance with applicable regulations.

8. Evaluate and mitigate risk factors associated with construction operations at airports.

9. Identify, assess and develop mitigation strategies to comply with wildlife management
requirements both from the standpoint of protection and control.

10. Identify, evaluate and mitigate risk factors associated with Runway Safety.

11. Identify, assess and mitigate risk factors associated with hazardous materials handling
and fueling operations.

12. Analyze and mitigate the environmental impact of airports in accordance with EPA
guidelines.

13. Understand and apply Safety Management Systems to airport operations and
certification.

14. Demonstrate appropriate selection and application of a research method and


statistical analysis (where required), specific to the course subject matter.

Activities

Airport/Airfield Site Visit


You will be required to visit a certificated airport and conduct a tour and Airport Safety Self-
Inspection, which will be used to complete assignments in subsequent modules. Throughout
the course, you will be asked to report on the following functional areas: Airport Certification,
Airport Emergency Plan, Airport Rescue Firefighting, Airport Self Inspections, Runway Safety,
Airport Winter Operations, Wildlife Management, Airport Construction Operations, and Airport
Environmental Factors. Please ensure you review all assignments prior to conducting your
tour, to ensure you are covering all of the aforementioned functional areas. It is
recommended that you bring a copy of the Syllabus on the tour, along with photo ID and a
camera.

In some cases, where you are unable to visit a certificated airport, your faculty may approve
visiting a non-139 airport, airfield, military airfield, foreign airport, aircraft carrier, or heliport
when available, or may assist in evaluating a simulated airport. The same criteria will be
applied as though evaluating a certificated airport.

Each functional area will be reported and discussed throughout the applicable module
(Modules 1-9). Findings and Recommendations will be graded for reasonableness, given the
circumstances at the selected airport. When data cannot be obtained on any particular
functional area (e.g., winter operations at Honolulu Airport), you may refer to written
references, telephone interviews, airport studies, or defer to the Instructor for guidance. The
majority of your grade will depend upon your analysis, interpretation, and recommendations.
The superior report will include figures, tables, and photographs when possible, that clearly
describe the situation. Your report should use proper English and grammar.

Discussions and Assignments


Modules 1-9 contain discussion activities or questions that will help sharpen your critical
thinking and written communication skills as you study Airport Safety and Certification.
Twenty percent of your course grade will come from your responses to these discussions,
submitted on time and as directed in the appropriate Discussion forum. A portion of the grade
will come from responses to your peers. Keep in mind, peer responses entail more than “I
agree” or “Well done.”

The Discussion Rubric will be used to evaluate your posts in each graded activity throughout
the course. Discussion forum responses must, at a minimum, contain references for work
posted.

Self Inspection Activity, Wildlife Activity, and Environmental Activity) are located in Resources,
Course Specific Resources folder, and will be used to grade your submissions. All submitted
assignments must be written per the current American Psychological Association (APA) style

All assignments are worth a score of 100; each discussion activity is worth a score of 10. Your

Course Policies

Academic Integrity

Online Learning
This course is offered online at ERAU Worldwide (Canvas) and runs nine (9) weeks. The first
week begins the first day of the term and ends at midnight EDT/EST (as applicable) seven
days later. During this first week, you may drop the course and receive a refund if applicable.
Success in this course requires in-depth study of each topic as assigned, timely completion of
assignments, and regular participation in forum discussions.

Late work should be the exception and not the rule and may be downgraded at the discretion
of the Instructor, if accepted at all. Unless all work is submitted, you could receive a failing
grade for the course. Extensions may be granted for extenuating circumstances at the
discretion of the Instructor and only for the length of time the Instructor deems appropriate.
The most important element of success in an online course is to communicate with your
Instructor throughout the term.

Conventions of “online etiquette,” which includes courtesy to all users, will be observed. Use
email or the Online Office discussion area or email for private messages to the Instructor. The
Student Lounge discussion area is for public messages.

It is highly recommended that you keep electronic copies of all assignments submitted until

1.3 – Discussion: Airport or Airfield Selections


Post the airport or military airfield you will tour. Briefly describe the location
and category of the airport/airfield; the function and general types of
operations flown (FAR Part 121, 135, 91, international cargo to Asia, hub
airport for Bliss Airlines, etc.); the number of daily, weekly, monthly or
annual operations flown; etc. You will be asked to elaborate on the airport
airside layout and aircraft types in Module 3.

1.4 – Discussion: Airport Certification Manuals


Following Part 139 mandates and applicable Advisory Circular guidance,
develop and post a basic outline for an Airport Certification Manual (ACM)
for the airport/airfield you will visit. You may want to populate this manual
as you move forward in the course, but you will not be required to submit
as a final project. Keep in mind, as a general rule, the ACM must contain
operating procedures, equipment descriptions, responsibility assignments,
and any other information needed by airport personnel to comply with Part
139. In particular, it must address compliance with the provisions of
Subpart D of Part 139 and any limitations imposed by the FAA. This
information will vary from airport to airport.

Regulations, Advisory Circular application, and Airport Certification and
Airport Certification Manual terminology from Module 1.

2.2 – Assignment: Selected Airport AEP (Airport Emergency Plan Activity, worth
20%)
Airport 1. Complete the Hazards Vulnerability Analysis Work Sheet found in
Emergency Appendix 1 of AC 150/5200-31 based on your selected airport/airfield.
Plan While accuracy is not a requirement, and will not be evaluated, your
plan should contain reasonable approximations, based on the actual
environment on and around your selected airport.

2. Develop a scenario for a mass casualty incident and write a 4-6 page
report (in APA format) detailing personnel responsibilities, Hazard
Assessment, Mitigation, Preparedness, Response Recovery,
appropriate Mutual Aid for the region/airport, etc.

Submit both the matrix and your report.

Your chosen airport need not be a Part 139 airport. However, your
report will be graded on completeness and compliance with the
guidelines in Part 139 and AC 150/5200-31.

Your faculty will use the Research Paper Rubric in Activity 2.2 to
grade this assignment. Submit via Activity 2.2 link.

2.3 – Discussion: AEPs


Respond to one of the following and reply to at least one peer post. These
needn’t be based on the airport you have or will tour.

1. Reference a real-world incident/accident you have researched or


experienced. What role did or could an AEP have played to mitigate
the impact of the event?

2. Discuss an emergency response example where the AEP may have


been weak in certain respects, i.e., coordinated mutual aid response,
communications, crowd control, resources, training, etc. Reference
the example and support your assertions as to why the weakness of
the AEP may have exacerbated the incident/accident.

3. Develop/discuss a scenario for a full-scale emergency plan exercise


(mandatory every three years). What Mutual Aid agencies should be
involved? What would be their role? How would mutual aid be most
effectively coordinated?

Discuss airport design as it relates to the airport/airfield you toured.
Include the airport layout and the impact this information may have on
determining response routes for ARFF personnel. Specifically, what is the
topography, and where are important structures and objects that may
impede or assist response?

3.6 – Discussion: ARFF Safety


Based on the airport/airfield you toured, elaborate on Airport Rescue
Firefighter safety. Consider: What is the Airport Index for the airport you
toured? What Personal Protective Clothing is required and why? How do
they deal with Personnel Accountability in an emergency response? How
do they deal with Stress Management? What else should be considered
with regard to ARFF safety?

and actions taken to report/correct the condition. AC 150/5200-37 states

Based on your airport/airfield tour, discuss how the airport operator limits
Winter interruption of service, as much as possible, for snow and/or ice. Include
Operations information on planning, removal, disposal, ice and snow build-up
prevention, etc. Reference your work with applicable CFR sections,
Advisory Circulars, and/or industry guidelines. If your airport is not located
in an area that requires a snow and ice plan, either research (Internet,
telephone interview, etc.) a certificated airport/airfield that requires a plan,
or work with a fellow student to base these questions on his or her airport
visit.

7.3 – Discussion: Wildlife Risk


Based on your airport visit and applicable resources, write a report
detailing local wildlife that may be attracted or indigenous to the local
area. Include measures already in place at the airport and/or make
recommendations for potential controls to reduce the impact of Wildlife
Risk Factors on Aviation Safety. How would this apply to the airport’s
SMS?

7.4 – Assignment: Case Analysis (Wildlife Activity, worth 15%)


Write a 4-6 page case analysis in APA format based on findings from a
wildlife database query (http://wildlife.faa.gov/), to include the
parameters of the search, the findings, and the implications these findings
could have on state or regional airport wildlife management planning. Or
write a case analysis on a wildlife strike that occurred on or near
airport/airfield property in the last 10 years.
Include a brief synopsis of the event, existing risk factors for a wildlife
strike prior to the event, wildlife management programs in place at the time
and location of the event, findings of an investigative body, and
recommendations for future wildlife abatement. Your faculty will use the

Your Instructor will assign groups (preferably 4-6 students per group) for
this activity. Review the ICAO SMS Course presentation on Hazards

Complete the ICAO SMS Course Hazards exercise (linked in activity)


with your assigned group. Brainstorm in your group’s thread of the
Construction Project Group Exercise forum. Create a table like the form
in the exercise and complete it as a group. One member of each group
should post the group’s table to their group’s thread. Include the names
of all group members on the document.

Inputs from all group members should be made available to the faculty for
participation grading purposes. Therefore, it is recommended that each
group contain its brainstorming activity and final posting within its group
thread. Clearly identify the group’s final product.

8.4 – Discussion: Airside Construction


Based on your airport visit and applicable resources, describe the scope of
an airside construction project underway, the duration of construction,
potential hazards, and measures in place to prevent and/or mitigate these
hazards. If no airside construction is underway at the airport visited,
research previous construction projects at this airport or research
construction at a different airport/airfield. How would this apply to the
airport’s SMS? How is this addressed in the Airport Emergency Plan?
