IMPLEMENTATION PLAN AND STRUCTURE

The Implementation Plan and Structure team will ensure the proper
implementation and execution of the SIP. The teachers involved in this team
were chosen to do the following tasks:

 Organize program teams approved by the School Head will manage


different programs and activities as reflected in the AIP and the Three-
Year Work Financial Plan;
 Make regular reports to the School Head as regards to the status of the
SIP implementation;
 Make recommendations to the program teams regarding actions that are
considered necessary in successful plan implementation;
 Assist school planning team in enhancing the SIP during the revisit;
 Convene regularly to discuss implementation issues together with the
School Heads and Monitoring-Evaluation Team.

MONITORING AND EVALUATION PLAN STRUCTURE

The Monitoring and Evaluation Plan Structure Team is composed


mainly of the teacher representatives and parents who will assure that the
contents of the School Improvement Plan, the Annual Implementation Plan
and the Three-Year Work Financial Plan will be properly monitored and
evaluated. The team shall undertake the following roles and responsibilities:

 Conduct monitoring during plan implementation like gathering,


recording, organizing, storing data and ensuring that the school records
are complete and up to date;
 Evaluate results of SIP implementation which will be made as basis for
decision making by the School Head for future intervention measures
needed;
 Make regular reports and submits to School Head;
 Update M and E plan during the revisit;
 Design monitoring and feedback system; analyze and interpret data and
provide copy to the school head and program teams;
 Convene regularly to discuss M and E concerns together with the
implementation team and school head;
 Monitor school and learner performance and recommend actions to
improve the learner’s achievement.

RATIONALE:

Every school’s commitment to give quality education intensifies year after year. San
Martin BBC’s step headed for excellence is fairly towards the course that we would want it to be.
In the recent year, it has gone quite a long way. That changes in its physical structure guarantee
our zeal to give the student populace a place where they can hone their fullest potentials. The
continuous management and supervision of the programs on improving instruction promises a
better learning experience to the students. A learning that will prepare them to be globally
competitive. And the collaboration with the stakeholders provides a channel of assistance
wherein both the school and the community benefits.

This 3-year School Improvement Plan (SIP) of San Martin BBC Elementary School Year
2016 to 2019 is a resource for the continuing development of the school as an education
institution. This will serve as the foundation in which to achieve its mission towards the
realization of its vision.

Good governance entails great responsibility pursuing for greater possibilities of


improvement. The formulation of an SIP caters the total development of the school through the
collaboration of the school and community. In line of this, the school tapped all the stakeholders
for collaborative endeavour to attain the standards set by the School Planning Team (SPT)
among pupils, teachers, parents, school head and the community.

Moreover, this endeavour of SMBBC teaching staff headed by the present school head,
barangay officials, PTA officials, Supreme Student Government Officers and other Students’
Organization and Faculty Club Officers.

BACKGROUND OF THE SCHOOL:


San Martin BBC Elementary School was built in 1973 through the effort and initiative of
the barangay officials and support of the community. To satisfy the hunger for knowledge,
teachers held classes in houses with few pupils, initially, from grade one to six. Gradually,
buildings were built in an area accessible to its clientele. Hence, a school that represented the
government’s aim to educate its citizenry even to its remotest area came into existence.

San Martin BBC Elementary School, with its school ID 107162, is categorized as one of
the complete elementary schools in Sapang Palay. It is located at Barangay San Martin III, in the
City of San Jose del Monte, Bulacan. It caters four barangays namely, San Martin I, II, III, and
IV with a total population of 16,263. The nearby barangays like Barangay Bagong Buhay B Sta.
Cruz and Assumption. It is located just few steps away from the main road, making it accessible
to everyone. It is also walking distance to the center of commerce in Sapang Palay, which is
known to San Jose del Monte residents as Sampol Market.
This school is around 8 kilometers away from San Jose del Monte Poblacion, where the
division and district offices are located. The nearest public elementary school in BBC is
Barangay Bagong Buhay B Elementary, located eastward and almost a kilometer away from the
school. Headwaters College is the nearest private elementary and secondary school. It is about
200 meters away from BBC.
Formerly, the total land area of the school is 24, 367 square meters, large enough to
accommodate the boom of the area’s population. In 1998, the title was awarded with TCT#
T336536 (M) through the efforts of Mrs. Remedies SM Gravador, Mr. Raul G. Panimbatan
and the late City Mayor Eduardo V. Roquero, to donate half of the total land area of the school
gave way to the launching of high school within the barangay.

Currently, San Martin BBC Elementary School enjoys half of the total land area with the
present enrolment of 2,462 and still increasing.

Beliefs and traditions play a vital role on the part of the school because of religion
affinity which was not an issue on Department of Education activities and programs. Some
cathechists volunteer themselves to each religion one in a week. People are communal. Barangay
San Martin is a group of people with close family ties. Fiestas are celebrated in honor of the
Patron Saint. Majority of the population of San Martin are Roman Catholic. Some are of
different religions like Iglesia NI Cristo, Islam, Born Again and the like.

GEOGRAPHICAL DATA:
San Martin I

Barangay San Martin I is located South-East of Metro Manila with more or less 35 kms
away from Quezon City. In its North is Brgy. Bigte, Norzagaray, Bulacan. Minuyan Proper in
the South, and Lawang Pare in the West. It has a land area of 22 hectares.

San Martin II

Barangay San Martin II is bounded by Brgy. Citrus in the North, Brgy. Minuyan Proper
in the South, Brgy. Sapang Palay in the East and Lawang Pare in West. It has a land area of 18
hectares.

San Martin III

Barangay San Martin III is located North of Barangay Citrus, South of Minuyan Proper,
East of Brgy. Sapang Palayand Lwang Pare in the West. It has a land area of 20 hectares.

San Martin IV

Barangay San Martin IV is located at B18 Area C, Brgy. San Martin IV bounding
Barangays; in the North is Brgy. San Martin I, in the South is Brgy. San Martin III, in the East is
Brgy. San Martin I and in the West San Martin II. It has a land area of 62 hectares.

This survey shows that the Barangay San Martin is composed mostly of children and
young adults with 61.62% of the total population. This data revealed that in terms of number of
residents, Barangay San Martin is a growing place which can be resulted to a bigger increase of
the number of pupils of San Martin Bagong Buhay C in the next three years.

Brief History of the Barangay


In the beginning it was just a broad land. Many residents wanted and hoped for the said
land, unfortunately nothing happened because of the competing parties there in. On 1998, a
referendum was held in order to decide on the division of the land property. As a result of the
referendum, the four barangays were then born: San Martin I, II, III, and IV.

C. PHYSICAL ENVIRONMENT / ECOLOGICAL PROFILE

Barangay San Martin is said to be one of the largest Barangay of City of San Jose del
Monte with a total land area of 122 hectares. The terrain types include 30% plain and 70% are
hilly. Part of the water shed area is under the jurisdiction of barangay San Martin. Some of the
natural resources are still found. Agricultural products and livestock are the main products of
San Martin. The soil is fertile and good for farming. The air is very fresh due to the number of
trees around. The water is very natural and fresh due to the existing number of springs.

D. ECONOMIC PROFILE

The entire population is composed of some professional who work either within the City
of San Jose del Monte or the nearby cities in the Metropolitan. Many Overseas Filipino workers
and their families also dwell in the area. Most of the working population is engaged in blue
collar jobs like construction workers, factory workers, sales, and home service providers. A few
livelihood programs are ongoing in the area like bead-making, native-bag embroidery, pop-rice
making and silk screen works. Some Barangays have business and livelihood like hardware, rice
and grocery.

The monthly income of the family households of Barangay San Martin varies from to
what occupations do they have. Most of the residents earn between two thousand pesos
(2,000.00) to five thousand pesos (5,000) per month. Only few of the residents can afford to go
to college due to financial problems. According to them they having a hard time to send their
kids to college to finish their schools because of daily expenses such as fare, foods, boarding
house rental and the like.

Based on the graph, data shows that 90% of the families state that Blue Collar Jobs is the
main source of their income. Overseas Factory Worker got 5%, 4% unemployed, 2% government
and 1% non government. They prefer to stay at home or choose to marry early age rather than to
continue their studies.

In terms of technologies, Barangay San Martin is not abreast of the latest updates, issues
and acquisition of latest home appliances and gadgets. Most of them are considered in need and
useful in their kind of living. The table shows that 31.34% of the residents of the barangay prefer
to own cellphones compare with other appliances and gadgets. Communication factor is very
important.

Presently, SMBBC has 35 classrooms where classes practicing emergency sessions share
with depending on the schedule of each grade level. However, there is an ongoing construction
of a four-storey building to cater the number of enrollees from Kinder to Grade 6.

Kinder enrollees are 326 pupils while 296 students of Grade 1. It could be gleaned that 365
pupils are enrollees in Grade 2 while 392 pupils in Grade 3. The data also shows that 400 pupils
are enrollees in Grade 4 for school year 2016-2017 while 324 pupils in Grade 5. It could also be
noted that 337 pupils are enrollees in Grade 6. The data implies that for school year 2016-2017,
Grade 4 has a large number of enrollees.

Table presents the trainings attended by teachers for school year 2016-2017. The table
shows that teachers attended various seminars for school year 2016-2017 to enhance their full
potential, skills and knowledge in teaching.

Table presents the situation of children/learners access in and out of the school. The data
revealed that out of 105 pupils who were transferred in to public schools, 55 boys from
Grade 1 to Grade 6 while 50 girls from Grade 1 to Grade 6 are also transferred in to public
schools. The data revealed that out of 5 pupils, 4 boys and 1 girl from Grade 1 to Grade 6
were transferred out. The data implies that pupils who transferred in from other private
schools preferred to transfer in to San Martin BBC Elementary School because of economic
problems such as tuition and miscellaneous expenses and the like.

Table presents the situation of learners/children access-attendance and retention. The


data shows that out of 2,423 pupils, 1,237 boys from Grade 1 to Grade 6 and 1,186 girls are
currently enrolled for school year 2016-2017. The data also shows that out of 14 pupils, 11 boys
and 3 girls were dropped out for school year 2016-2017. The data implies that there are lower
number of pupils who dropped out for school year 2016-2017 due to economic problems.

Table presents the percentage distribution of promotion and graduation rates. . The data
revealed that from school year 2013-2014, promotion rate was about 95.62% while graduation
rate was about 95.57%. It could be noted that from school year 2014-2015, promotion rate
increased to 99.18% while graduation rate are about 97.97%. It could also noted that from
school year 2015-2016, promotion rate was about 97.36 percent while graduation rate was about
98.25%. The data implies that every school year promotion rate and graduation rate are
remarkably increasing.

Table shows that there is a decrease of 2% in each subject areas. Filipino


with the MPS of 72-70%, Mathematics with the MPS of 65-62%, English with the
MPS of 72-70%, Science from 68-65% and Hekasi from 65-60% from two
consecutive years. This constant decline of over-all results can be attributed to low
Reading Comprehension of pupils and big percentage of non-numerates as
individual in Math and English MPS.

B. LITERACY LEVEL – PHIL-IRI RESULTS


PHIL-IRI results show an improvement in the students literacy level. A remarkable level
can be noted in both English and Filipino.

Table presents the Pantawid Pamilyang Pilipino Program. The data shows that out of 537
pupils, 269 male and 208 female pupils from Grade 1 to Grade 6 are beneficiaries of Pantawid
Pamilyang Pilipino Program. The data implies that the government is continuing the financial
assistance for those who are in needs.
PROBLEM IDENTIFICATION (SWOT ANALYSIS)

STRENGTHS:
1. The personnel themselves are composed of dedicated, well-trained teachers
with the presence of 7 Master Teachers who hand in hand with the school
head.
2. Innovations introduced are accompanied by the full support of the
administrator.
3. Open communications and democratic ambiance is practiced.
4. Expertise of the administrator in management and planning on physical
aspect of the school.

WEAKNESSES:
1. Low NAT performance
2. Presence on non-readers and non-numerates.
3. Inadequate instructional materials suited for the needs of the pupils such as
workbooks, textbooks, and other reading materials.
4. Learning problems – poor study habits due to some factors like poor family
background, influence of media and others.
5. Presence of health issues like altered nutritional status.

OPPORTUNITIES:
1. Presence of active stakeholders like PTCA officers, parents and the
community.
2. Visible support of the National Government, DepED, LGU, and NGO’s.
3. Location of the school which is accessible and less prone to vehicular
accident.

THREATS:
1. Unsecured school premises.
2. Accessibility of the area to internet café’s.
3. Congested traffic and pedestrians at the main gate before and after class
hours.
GUIDING PRINCIPLES

A. LEADERSHIP

Teachers are like potters molding shapeless clays into beautiful and useful
masterpieces. The school becomes the training ground for future leaders who
will become assets of the community. Through Supreme Pupil Government
Club Officers and even homeroom officers, the pupils are given
opportunities to develop their skills and capabilities as potential leaders in
the future. The one who holds the highest position in the city.

B. COOPERATION / INITIATIVE / INVOLVEMENT

A house divided against itself cannot stand, so goes the saying. The success
of every undertaking lies in these values. We adhere by the fact that sharing
a little of one’s time, effort, skill, talent, and even idea, will help attain our
goals for the benefit of the pupils and the school as a whole. The
“Bayanihan” spirit during the Brigada Eskwela showcase these values. This
week long activity involves not only the teachers but also the parents,
community and other stakeholders. They work hand in hand to prepare the
school before classes begin. In the eyes of the young, the example shown by
the people from different establishments during Brigada creates good
impression deep within them that will last for life.

C. EXCELLENCE

“Excellence is not being the best, it’s doing your very best.” For teachers,
being competent, effective and doing your best everyday means you are
aiming for excellence. For pupils who have perseverance, patience and
eagerness, excellence is doing what is expected of them and beyond. One
who aims for excellence must not settle for mediocrity.
