METHOD STATEMENT

Work plan assumptions


The assumptions used in preparing this plan are as follows;
1. Assumption that the Project technical scope and schedule will not vary considerably
2. Thorough review and constant updating of risks and uncertainties to the
program for “scope creep,” schedule slippage, and cost increases
3. Transparency regarding the procedures whereby Client/Contractor completes the
work and accounts for progression through the life of the contract.
4. Ongoing compliance and communication with the UNOPS representatives and
requirements and best practices
5. Cooperation from the Project Team and Consultants to avert unnecessary delays.
6. Timely availability of project funds and other resources
7. Working hours:

a. 08:00 am - 17.30pm Sunday-Thursday
b. 8.00am – 12.00pm Friday
c. No working on Sunday
9. There will be minimal disruptions caused by the security challenges experienced in
the country

Work sequencing
The work plan has been prepared using MS project 2007. Works on the various sections i.e
boundary wall type 1 and 2 and the gate house will run concurrently. In the plan, we have
scheduled to start excavation of boundary wall type 02 once the excavation works works for
boundary wall type 01 done. This way we have been able to achieve the 20 weeks envisaged in
these project.

specific site rules required in the preliminaries relating to this project as well as our own
company’s method statements.

Site establishment
Temporary site office will comprise of:
1. Project Manager’s office,
2. Site Engineer’s office,
3. Store,
4. Meeting room,
5. Welfare facilities.
Further accommodation for sub-contractors will be sited as required and the meeting room
will be available for the client organization when visiting the site.

Security
A. Security on site during the will be provided at the site entrance at all times while
the site is operational.

B. In addition to manning the security office at the site access the security staff will
also be responsible for:

a. Delivering site safety inductions for visitors to the site


b. Recording vehicle movements on and off site
c. Checking deliveries against the delivery schedule
d. Validating deliveries that have not been notified with Site Staff
e. Ensuring operatives/staff and visitors are equipped with PPE on entry
f. Liaison with Security/Emergency Services

Material management
i. A Procurement Schedule will be prepared from the construction programme to be used
during implementation
ii. All major deliveries will be managed and coordinated by the material controller
iii. Designated loading zones will be established within the site area for dealing with
deliveries.
iv. Materials handling and hoisting on site will be mainly carried out by rough terrain
telescopic forklift and by a luffing crane.
v. A designated storage area will be established for a limited amount of materials. This
will be strictly managed to control content.

Waste management
i. Maintaining a high standard of site cleanliness is essential to allow works to
progress on site in an effective and a safe manner thus we will have a multi task
labor force directly employed whose core activity will be to police site cleanliness
and to coordinate the removal of waste containers filled by the suppliers.
ii. A designated Waste Management Compound will be set up within the site.

Fire prevention & emergency procedures


i. Emergency procedures will be developed and agreed in the construction phase
health and safety plan. These procedures will include an emergency contact notice
list details of all relevant authorities and services will be displayed on site.
ii. The Construction Manager will be responsible for establishing a Fire Safety plan
which will be updated as required during the construction process.
iii. Designated fire ‘call points’ will be established around the site in strategic locations
supported with an evacuation plan and directional signage identifying the escape
routes and muster point.

Noise and dust prevention


i. Machine operatives will be advised to isolate plant/ equipment during idle periods
reducing not only noise levels but encouraging efficient running of equipment and
reduced fumes.
ii. Misbehavior of operatives and staff on the site this will be guarded against by strict
rules.

iii. Any operative found in contravention of the required standards will be warned for
a first offence and removed from the site should there be a re-occurrence.
iv. Sheeted scaffold will be erected around the perimeter of the site to enable us
contain any dust arising from site activities.
v. Water bowsers will spray water to suppress dust on the construction/working side
during all times

Earthworks works

Task
Method statement for excavation

Scope
Covers clearing of area excavation

Procedure
Preparatory works

i. Spot levels with 5 meter x 5 meter grids shall to be jointly recorded at the ground levels
and at rock level after soil excavation is over.
ii. Ensure availability of transverse survey pillars, immediate grid pillars and temporary bench
mark pillars.

Pre-checks

i. Permission required if any.


ii. To check whether services are crossing the plot boundary, excavate the drain of size 500
mm wide and 1500 mm depth along the breadth and width of the available area in one
direction only.
iii. Marking excavation areas with lime powder.

Clearing:

i. Clearing of all materials including bushes, trees, vegetation, obstruction and rubbish and
disposed off.

Excavation
i. Excavation in Soil means excavation of any material which can be removed by the ordinary
application of picks or by any mechanical equipment without breaking.
ii. Excavation in Rock means excavation in a material, which cannot be removed by
application of pickaxe or crowbars but can only be removed by Rock breaker or other
machinery or blasting or by application of chisel and hammer, or by mechanical equipment
such as jackhammer / excavator etc. as approved.

iii. Excavation up to formation level as per drawings.


iv. Sufficient working space of 1000 mm all around as per site requirement.
v. In firm soil, sides of the excavation shall be kept vertical up to a depth of 2 meter from
bottom, for greater depth steps of 500 mm width shall be provided for every 2 meter depth
from the bottom of the pit.
vi. In case of loose soil, sides of the excavation shall be suitably sloped to avoid collapse.
vii. Arrangement of shoring/strutting, dewatering to be ensured.
viii. Excavated earth shall be disposed off to designated locations. Some quantity of excavated
earth shall be retained for backfilling if directed.
ix. If excavation has gone deeper than the required level, extra depth shall be brought to the
level by backfilling using approved filling material with proper compaction.
x. If earthwork involves mass excavation, the same shall be carried out in a well-planned
manner with pre-determined sequence using plant & machinery.
xi. After completion of excavation final level shall be taken and recorded and check list for
excavation work approval shall be prepared jointly.

Safety requirement
i. Care shall be taken not to dump the excavated material near the excavation area and
follow the safety norms.
ii. Barricading shall be provided around excavated area and signal light shall be provided at
night hours.
iii. Excavated material shall not be dumped alongside the pit excavated. Excavated earth shall
be disposed off to designated locations as mentioned in contract. Some quantity of
excavated earth shall be retained for backfilling if specified so. Excavation pit shall be kept
free from water by suitable means of dewatering as and when required
iv. In case of mechanized excavator with excavators. Work shall be continued till about 150
mm above final level. Levelling and dressing shall be done manually with light compaction,
either manually or with plate compactor, as instructed by Project Manager.
v. All persons engaged in job shall wear PPE and the equipments deployed will be checked
by Safety Officer.
Deployment of equipment
i. Excavation

ii. Theodolite / Total Station, Leveling Instrument, Excavator, Rock breaker, dumper, Dozer,
Grader, Roller and dewatering pump, etc.

Task
Method statement for backfilling

Scope/purpose
 This work procedure describes the method to be adopted for:
 Backfilling the areas around and over excavated areas with the filling material duly
approved.
 Controlled backfilling in the areas as specified in the relevant drawings and when
instructed by the engineer

Murram
 Murram of approved Quality obtained from borrow pits duly approved shall be used.
 Murrum shall be composed of large, Coarse, Siliceous Grains & Gritty to the touch
and free from dirt and foreign material.
 Murrum shall not contain lumps larger than 40 mm in size.

Procedure
i. After completion of the excavations, the subbase shall be cleared of debris, brickbats,
mortar droppings etc. prior to the start of backfilling.
ii. Watering shall be done by means of tankers fitted with sprinklers.
iii. Filling material shall be spread in layers of thickness approx. 250 mm and compacted by 4
passes of 10 t vibratory roller. Water shall be sprinkled intermittently.
iv. Each layer shall be compacted before laying the succeeding layer. Surface voids in each
layer shall be filled by crusher dust.

Inspection and test plan


i. Each compacted layer shall be cleared by for surface voids etc. randomly. A record in the
form of either registers or sketches for the clearance shall be maintained.

Field Quality Check of Controlled Backfilling


ii. Each compacted layer under controlled backfilling shall be tested for degree of
compaction. One test per 100 sq. m of compacted area shall be done for determining field
dry density of the compacted layer. Alternate layers shall be tested as per Modified Proctor
Density Test and Sand Replacement Method respectively. Records of field density test
shall be maintained in the approved format.

Concrete pouring
After backfilling works the next is casting slab on grade (ground), make sure that all the area
beneath grade slab have been properly backfilled and compacted.

Approval must be obtained from the Engineer for waterproofing and backfilling works prior to
start slab on grade casting.

2. Purpose and scope

1. The purpose of this method statement is to explain the proper procedure on how to
prepare and cast slab on grade or any horizontal element or member including fixation
of steel reinforcement, MEP embedment’s, fixing of shutter etc. without injuries.

3. Work procedure

Site planning

1. Delivery – fresh concrete shall be batched onsite. Concrete will be batched as per the
design mix provided by the Engineer. The assistant QC Engineer will make sure this is
executed. All data for testing on fresh concrete at site shall be recorded on the concrete
pour card.

Preparation

i. After the blinding is casted and placement of waterproofing is done, the preparation and
casting for slab on grade shall be done.
ii. Fix the reinforcement steel as per the approved drawings, sometimes a BRC mesh is
indicated in the drawing and most commonly use in 150 mm thick concrete grade slab.
iii. Any loose binder or ties along the splices reinforcement steel shall be re-tightened. Bend
inward the free ends of the binding wire or ties.
iv. Use PVC spacer for vertical bars and concrete spacer for bottom as concrete covers.

v. Ensure and coordinate with MEP staff for any MEP works required on the area as per
approved drawings.
vi. Fix the forms such; supports, sleeves etc., if any.
vii. Any damaged materials used for form work or shutter like plywood shall not be used.
viii. All surface of forms or shutter facing concrete shall be treated with shuttering oil and
dampen with water few minutes before concrete will be poured.
ix. Clean the slabs on grade using air compressor for dust or any small particles or deleterious
materials that may impair the workability of concrete.
x. The surveyor will then checked the level of the projected top surface of the slab and place
level strips if necessary to mark the exact level.
xi. The concreting are as must be arranged with necessary equipment or tools for concreting
use such as vibrators, power float machine, shovel etc.
xii. Skilled and unskilled labor shall need to use safety requirements such as safety helmet,
safety shoes, goggles, gloves, vest etc.
xiii. Safety devices and safety warnings shall be provided starting from the site entrance gate till
the casting area.
xiv. Proper lighting must be available in case of night concreting
Concrete pouring

i. The concrete mixer must be stopped at the check point for the inspection of slump test and
to obtain sample cubes for test.
ii. One set of cubes shall be taken every 50 cubic meter concrete, each set consist of 6 cubes,
3 cubes to be tested on 7th days and 3 cubes to be tested for 28th days.
iii. Extra three cubes can be made for re-checking if in case circumstances may happen.
iv. Unload the concrete within 90 minutes from the batching plant loading time.
v. Compact the concrete properly by using mechanical vibrators, extra vibrator shall be
available in case of any shortage or mechanical problems.
vi. Use approved hardener material after casting concrete when required. Make sure
applications shall be as per manufacturer’s recommendation.
vii. Use the power float for the smooth finish surface purpose. Store extra power float near the
casting area in case of any mechanical malfunctioning.
viii. Cure the casted area properly with covering concrete with hessian cloth and polythene
sheet on top but before placing the concrete wet the hessian with water.
ix. Cure the concrete by spraying water three times per day for a period of 7 days.
x. The casted area or member shall be protected by placing barricade to prevent plants and
machineries damaged the concrete.
xi. Concrete pour card shall be filled by Quality Engineer and to be submitted to the Engineer
including concrete delivery notes, this task will be done whenever required.
xii. Concrete cube test report shall be submitted to the Engineer
4. Safety

i. All works shall comply with safety procedure or instruction set out in project safety plan
and or as will be agreed with UNOPs Project manager.

ii. Basic PPE to be worn by all staff and laborers.


iii. Trained operator and banksman would be engaged to control or operate heavy equipment
machine.
iv. Provide sufficient lighting whenever night casting.

Finishes
i. The snagging process during this phase will become very focused on the standards
of finishes and quality of workmanship in driving towards a defect free facility.
ii. Lock down procedure will be implemented to minimize and control access to
substantially completed areas.
iii. Utilizing a ‘snagging database’ all snags identified will be logged and action lists
issued to relevant sub-contractors with programmes allocated for completion of
snagging.
iv. The snagging works will be inspected and signed off with the database being
updated regularly until all items are closed out.
v. At the appropriate stage a final builders clean will be carried out to prepare the
building for completion.

Handing over
i. This will only be done after the main construction activities have been completed
and dust has been removed from the building.
ii. Each service, in turn, will be run at all operational levels as specified in the output
specification. This will include the need to accommodate the various conditions,
not only variable daily conditions but also seasonal variations.
iii. When individual systems have been checked, we will run all systems simultaneously
to ensure that the operation of one system does not affect the correct operation of
another system.
