Job Description

POST: Operations Manager – Big Noise Douglas

REPORTS TO: Team Leader Douglas

BASED: Douglas, Dundee

SALARY: £26,788 – £29,879 per annum (new staff are appointed on the
first point of the scale)

HOURS OF WORK: Full time position working generally Monday to Friday office
hours

STARTING DATE: TBC (ideally June 2017)

Sistema Scotland’s core mission is:

 to transform children’s lives with music;


 to empower communities;
 to grow future inclusive orchestras; and
 to focus this work on communities in most need, in areas of
deprivation.

This pioneering programme emulates the Venezuelan orchestral system “El Sistema”
which has reached hundreds of thousands of children from deprived communities
over the last 39 years.

Sistema Scotland delivers its work through the creation of Big Noise programmes
within communities, and currently runs three programmes in Raploch in Stirling,
Govanhill in Glasgow and Torry, Aberdeen. We are excited to be launching our fourth
Big Noise centre in Douglas, Dundee.

Based on the same principles developed in Raploch, Govanhill and Torry, Big Noise
Douglas will start with young children (0-7 years old) and build and expand the
orchestral programme, continuing to work with these children as they grow and each
year recruiting the subsequent generation. Working with the children and their
families, the programme is focused on early intervention and stimulating generational
social change, increasing confidence, aspiration, community cohesion, pride and
developing high level skills in the young people involved.

1. PRINCIPAL AIM

1.1 To support the team leader at Big Noise Douglas, ensuring high quality
procedures, processes and operational functions are embedded to
maximise the success of the programme.

2. PRINCIPAL DUTIES

The following gives an indication of the duties and responsibilities that the post may
involve. The exact nature of these duties and responsibilities will change over time
and the post holder will be expected to work flexibly and carry out any work that is
reasonably required and is appropriate to the role.

Set up phase
2.1 To support the Team Leader through the establishment and development of
Big Noise Douglas, ensuring all management, operational and administration
processes are established and clear to all staff.
2.2 Researching the community – desk based research and on-the-ground.
2.3 To build and sustain positive relationships with the key partners and act as a
champion for the project.
2.4 Development and coordination of community engagement programme for
launch of Big Noise Douglas.
2.5 Project manage the launch concert for Big Noise Douglas.
2.6 Establishment of office and delivery space and timetabling for Big Noise
Douglas.
2.7 Establishment of all office and programme systems and procedures.
2.8 Establishment and management of volunteer programme.

Ongoing
2.9 Management of Big Noise office and delivery space.
2.10 To be the lead health and safety officer for Big Noise Douglas.
2.11 Timetabling and logistics: allocation of rooms, volunteers, support workers,
set up, breaks etc. based on the team leader specifications.
2.12 Operational management of Big Noise Programme; ensuring safety for
everyone, policies and procedures being followed.
2.13 Overseeing identified budget areas for Big Noise Douglas.
2.14 Salary information for all Big Noise Douglas Staff - collated and sent to
Sistema Scotland team for processing.
2.15 Event management – overseeing all events specifically for Douglas including
local community and residential events for children.
2.16 Weekly communications to schools, campus, volunteers etc.
2.17 Ensuring implementation of evaluation framework and systems.
2.18 Processing orders (instruments / merchandise / equipment).
2.19 Management of termly Learning Visits (recruitment of people, timetable,
bookings, follow up evaluation).
2.20 Management and ongoing development of the volunteer programme for Big
Noise Douglas.
2.21 Management and supervision of the Big Noise Douglas Administrator (when
in post).
2.22 Lead responsibility for administration and ensuring Big Noise is represented
at staged intervention meetings

PERSON SPECIFICATION

KNOWLEDGE AND QUALIFICATIONS

ESSENTIAL
 Understanding of the benefits that a social programme such as El Sistema
can have

DESIRABLE
 Educated to degree level or equivalent
 Training or professional development in project management
 Training or professional development in people management
 Proven commitment to personal and professional development

EXPERIENCE

ESSENTIAL
 Proven project management experience
 Experience of organisational relationship management (internal and external)
 Experience of working within a challenging and high-pressure environment
 Experience of implementing and managing office and building systems and
procedures
 Experience of working with volunteers
 Experience of managing budgets

DESIRABLE
 Experience and a track record of success in general management and
leading teams
 Experience of outreach work and delivery of community learning and
development work
 Experience of working in areas of multiple deprivation
 Partnership working with local, national and international organisations.
 Experience of establishing and managing a volunteer programme

SKILLS & ABILITIES

ESSENTIAL
 High level of IT skills, particularly MS Office
 Ability to build and sustain positive relationships with a variety of stake-
holders
 Excellent organisational skills and ability to manage a high-pressure work
load
 Proven track record of ability to work as part of a dynamic team
 A passion for music, and belief in the impact and transformative power it has
for children and the wider community
 Excellent communication skills with children and adults.

may be required occasionally.
