THE BILIBID RIOT CONFLICTING VERSIONS

 The latest happenings inside the New Bilibid Prison (NBP) in Muntinupa, Philippines. Which
is the main insular penilentiary, designed to house the prison population of the Philippines.

Inmates involved in the reported riot inside the NBP, building 14, gave authorities conflicting
versions on the said incident, happened last September 28, 2016. Justice Undersecretary Reynante
Orceo told the press that they’re going to verify and investigate further since there are apparently
two versions coming out. He added that the Criminal Investigation and Detection Group ( CIDG )
of the Philippine National Police was leading the probe of the incident.
Justice Secretary Vitiliano Aguirre II confirmed the death of the Chinese drug lord , Tony Co
while three other inmates Jaybee Sebastian, Peter Co and Vicente Sy were hurt from the riot and
said the riot started around 7:40 a.m. When Peter, Tony and Sy caught using shabu
(methamphetamine hydrochloride) inside their cell. They were then reprimanded by Clarence
Dungail, a former PNP Chief Inspector. And Dungail claimed that he was then attacked by Tony
Co after he accosted Co and other Chinese convicts. In the scuffle, Dungail and and Sebastian
were wounded, along with other inmates Peter Co and Vicente Sy. But, Orceo said Sebastian and
Sy gave a different versions of the incident and claimed that Tony Co was not using illegal drug.
According to Orceo, Sebastian told the Bureau of Correction officials that he was watching
television inside the mess hall when another inmate, Tomas Domeña, attacked him with a bladed
weapon.
In a radion interview, Bureau of Correction officer-in-charge, Retired Chief Superintendent
Rolando Asuncion, said there were 7-8 inmates involved in the riot and added that Dungail was
also hurt but refused to be brought in the hospital. Due to the incident, Asuncion said that the
inmates involved in the riot will be transferred to other colonies. He said riots are usual
occurences inside the NBP. Aguirre said, it is not good for the government if Jaybee Sebastian
would die. For he is still a key witness to the alleged NBP drug trade and allegedly the favored
inmate who is in cahoots with former Justice Secretary and now Senator Leila De Lima. And
considered as one of the hopes to spill the beans of De Lima.
On the other hand, Peter Co, was mentioned by President Duterte as one of the drug lords who
continued to direct illegal drug behind bars and a triad member operating in Luzon and Metro
Manila.
