The CM said that the
national parties like the
BJP and the Congress had
failed miserably in bring-
ing about qualitative
change in the country in
over 70 years of Indian
democracy and felt that
there is a serious need for
an alternative Front.
“I can’t say now if it will
be called a Third Front or
a coalition. But it is for
sure that it will emerge as
an alternative for national
parties,” Mr Rao said,
while addressing a press
conference at Pragathi
Bhavan here.

lion gallons a day (MGD)
from Phases I, II and III of
the Krishna Drinking
Water Supply Project, and
Phase I of the Godavari
Project. A total of 226
MGD is supplied from pr-
ojects on the Krishna. If
the pumping of water fr-
om the Krishna basin is
delayed, about two-thirds
of the city will face a
severe water crisis.
The irrigation depart-
ment has also informed
the Water Board that the
reliability of Nagarjunas-
agar reservoir as a source
of water is diminishing at
an alarming pace.
According to highly-pla-
ced sources in the corpo-
ration, the irrigation dep-
artment has alerted the
Water Board regarding
the situation and asked it
to prepare to carry out
emergency pumping from
the Krishna basin. How-
ever, the Water Board has
turned a blind eye to the
warning and is yet to pre-
pare a draft budget for the
installation of a pumping
station to draw water.

BARKAS HOSPITAL
GETS 3 NEW DOCS,

Three paediatricians have
been appointed at the Barkas
Community Centre Hospital
on March 3.
This has been the impact of a
story published in Deccan
Chronicle on February 28,
highlighting the plight of the
hospital that was grossly
under staffed to handle its 350-
400 patients.
Barkas Community Centre
Hospital had four paediatri-
cians and one gynaecologist in
the unit. But three paediatri-
cians resigned on February 1
leaving the hospital with only
one paediatrician and one
gynaecologist.
With 50 to 80 children coming
every day with fever, cough
and other minor ailments, it
was impossible for just one
paediatrician to cater to so
many patients, leaving the par-
ents angry with the hospital
management.
This led to a severe crisis
with just two doctors to handle
this category of patients. The
emergency patients were being
transferred to other govern-
ment hospitals.
But the fresh appointment of
the three doctors has brought
immense relief to the hospital
and to the patients and their
relatives.
This is also known as the
‘vana samaradhana’ or a
forest feast.
There is a picnic ambi-
ence here, with numer-
ous trees, some green
some dry, and about
three stands selling
kumkum, colourful glass
bangles still wrapped in
their plastic covers, and
colourful red and yellow
strings to be tied on the
wrist with the blessings
of Lord Anjaneya. Lord
Anjaneya is known for
granting wishes, espe-
cially ‘santhanam’ (chil-
dren) and good health.
But it is not that simple
that you ask and it shall
be given.
You have to pray
intensely for 48 days, do
108 perambulations at
the temple daily and tie a
coconut to a tree, stating
your wish and then, the
priest Anand Mohan
Sharma who has worked
here for the past 15
years, assures that the
wish is granted.

Lord Anjaneya sat
under a ‘raavi chattu’ (a
fig tree) and then it was
decided to give him
cover, but the crowd
poured in even then.

perambulations should
be done before ‘archana’
can be done. The temple
premises are kept clean,
even as the devotees eat
the ‘prasadam’ and drop
the coconut shells and
peels on the ground. It is
immediately taken away,
keeping the temple
clean. There is also betel
leaf puja and
‘Sindhuram alankaram’.
The temple performs
the idol could not be
moved a bit. That night,
the brothers had a dream
telling them that Lord
Anjaneya did not want to
be moved and that a tem-
ple should be built for
him right there at
Gatupalli. So he was left
there and till 2003, rema-
ined under the tree, wh-
ich is still around. Now a
formal temple has been
built, with enough mov-
ing space. People perfo-

and even some weddings
are conducted here.
While Moghul maraud-
ers did try to attack this
place, since there was
not a temple in existe-
nce, nothing much could
be done. Surprisingly, th-
ere is no lake, Koneru or
a rivulet running by and
the temple uses water fr-
om a borewell. Head sh-
aving and offering of the
hair is also a ritual done
at this temple, but yet the
temple is kept clean.
The tree cover in sum-
mer is sparse but other-
wise the temple is almost
situated in the midst of a
forest. There are new
sanctums of Lord Rama,
Shiva and Navagrahas
inside the temple.
Tickets are sold for
archana/puja and
prasad here is tamarind
rice and laddus. Crowds
throng this place
because they think Lord
Anjaneya will grant
them all their wishes.

A senior official from
the Board told this paper
that the Board was sup-
plying 226 MGD of water
from Akkampally Project
on the Krishna and the

irrigation department
had asked for the Board to
make arrangements for
emergency pumping from
the end of March, the thr-
ee-member committee of
the Krishna River Mana-
gement Board had asked
for the water level at the
Sagar to be maintained at
520 TMC until March 20
and 515 TMC until the end
of the month.
Begumpet says drain water in taps

last ten days the supplied
water is getting mixed
with drain water.
Sharing his experience,
Mr Param, a resident of
Kundanbagh says, “We
have a huge drinking

about two decades ago and
so far the residents could
not get Manjeera water.
They have been waiting
for the completion of the
reservoir for the past two
years. The 20-million litre
reservoir was being built
at a cost `3 crore.

country, in 2015, 2016, and
2017, were reported in the
two Telugu states.
According to the records
of the National Disaster
Management Authority in
2017, 12 deaths were repor-
ted in TS, and 10 in AP. In
2016, 324 deaths were report-
ed in TS and 723 in AP.
The highest temperatures
were recorded in Hyderab-
ad (46.1 degrees Celsius)
and Khammam (48 degrees
Celsius). A heatwave is a
period of abnormally high
atmospheric temperatures,
which can lead to physiolog-
ical stress and even death.
The World Meteorological
Organisation defines a heat-
wave as five or more consec-
utive days during which the
daily maximum tempera-
ture exceeds the average
maximum temperature by
five degrees Celsius.
Y.K. Reddy, the director of
the Indian Metrological
Department — TS, says,
“TS, AP, Odisha, and parts
of Chhattisgarh fall within
the ‘core heatwave zone’,
which is the reason for the
high number of deaths in
these part. Though 60 per-
cent of all Indian states wit-
ness heatwave conditions,
the intensity is especially
high in TS and AP.”
However, Mr Reddy says
that the situation is slowly
improving. “The number of
deaths was very high in 2015
because of a lack of medical
facilities, especially in rem-
ote areas, and people’s inab-
ility to identify the sympto-
ms of a stroke. But the num-
bers have gradually redu-
ced. This is due to increased
awareness regarding heat
strokes and summer dos

They also denied that the
complainant visited their
branch in Vizag and said
that he had not submitted a
timely complaint on that
day itself. They reportedly
asked the complainant to
visit their branch and sub-
mit his ID proof. However,
the complainant refused
and demanded a compensa-
tion due to his alleged busi-
ness loss. They claimed
that the number was
blocked on November 2, but
the complaint registered a
complaint only on
December 15.
The Forum observed that
the complainant’s business
deals for two months had
suffered costing him a
large amount of money.
The forum also stated that
it was informed that the
mobile number was also
being used by his brother.
The company was repri-
manded by the forum
which told them that they
had neither proved misuse
of mobile of the com-
plainant nor provided any
technical reason for block-
ing the mobile.
The forum ruled in favour
of the complainant and
ordered Telenor to replace
the sim without demanding
the ID proof of the com-
plainant and to pay a com-
pensation of `10,000 along
with another `2,500

standing regarding an alliance,
and they were just playing silly
by staging a rift in public.
Speaking to newsmen on
Saturday, Mr Reddy said that it
was a well-known fact that Mr
Chandrasekhar Rao had tried
to form an alliance with the
BJP during the 2014 elections.
He said that Mr Rao’s outburst
against Prime Minister Nare-
ndra Modi and the Central gov-
ernment was a ploy intended to
deceive the minorities and
other groups in Telangana.
Mr Reddy pointed out that the
Chief Minister had openly sup-
ported the Prime Minister’s
demonetisation movement. Re-
ferring to the speech recently
made by Mr Rao in Karimna-
gar district, in which he calling
the Prime Minister in such a
manner, the Congress leader
said that during the speech, Mr
Rao had also called Rahul
Gandhi in such a manner.
“KCR has no alternative but

accounts with a total `1.73
crore.

months, they collected about
`4.52 crore after enrolling 400
members in four different
schemes.
In the first, the investor had
to put in `10,000 and get daily
returns of `200. The invest-
ment for the second package
was `30,000 and `70,000 for the
third.
The firm also had a special
scheme with a daily return of
`3,000 and a 100-sq yard plot.
“The gang purchased five plots
at Kolanpuka village in Aler
mandal of Yadadri district,”
said the Commissioner. The
scheme functioned in a pyra-
mid form.
“A new member would
become the head of a team and
introduce or make several oth-
ers join it. The team head gets
a commission for every new
entrant as well as return of
investment made. Each indi-
vidual can open up to 32
accounts,” the official said.
Previously, the duo cheated
people in a similar manner and
had operated firms ‘Ocean
Blue’ at Chaitanyapuri and
‘Multi Max at Benz Circle in
Vijayawada.
The victims did not make
police complaints and got
duped.

the framers of India’s Con-
stitution blindly endowed the
governments at the Centre
and in states with the power
to legislate, albeit in emergent
circumstances for a limited
period and subject to ratifica-
tion by the legislature. The
conditions were soon over-
looked. Ordinance raj came to
stay. The excuse was that a
huge country needed this
power in case of emergency.
But Britain’s Parliament gave
no such legislative power to
the Canadian government
when it enacted the British
North America Act, 1867, nor
did the Commonwealth of
Australia Constitution Act,
1900. Why was India singled
out? The clue lies in India’s
constitutional history.
Under the Government of
India Act, 1858, enacted after
the 1857 uprising, legislative
and executive power was
vested in the governor-
general assisted by an
executive council. A grain of
popular element was
introduced by the Indian Cou-
ncils Act, 1861. A legislative
council presided over by the
governor-general made laws.
It was a unitary system. The
Government of India Act,
1919, retained the unitary
system but allowed the
governor-general to make
ordinances in cases of
emergency for six months.
They would have the same
force as an act of the central
legislature. The condition was
“in case of emergency”.
This was different from the
governor-general’s power to
“certify” a bill, which the
legislature refuses to pass, as
one “essential” in the int-
erests of the country. It had to
be approved by the British
Crown. In the case of an
emergency, the governor-
general passes the ordinance
immediately subject to

power to promulgate
ordinances even while the
Assembly was in session.
The Government of India
Act, 1935, conferred
responsible government in
the provinces; but the federal
part never came into force. It
split the ordinance where the
governor-general had to act
on the advice of ministers —
this part never came into
force — and when he acts
without the advice of ministe-
rs. Additionally, he had the
power to enact a governor-
general’s act. Governors in
the provinces also got the
power to promulgate
ordinances. The framers of
the Constitution adopted the
ordinance mindlessly with its
colonial baggage. It was a tool
forged in London to help
override whatever limited
powers the central Assembly
chose to exercise, if it affected
British interests. The
ordinance mechanism was
devised in 1919 because the
central Assembly was set up.
The ordinance continues to
this day. Article 123 of the
Constitution empowering the
President to promulgate
ordinances, stipulates: “If at
any time, except when both
Houses of Parliament are in
session, the President is
satisfied that circumstances
exist which render it
necessary for him to take
immediate action he may
promulgate such ordinances
as the circumstances appear
to him to require.” Recess of
Parliament is one condition.
The other is the honest belief
on the government’s part that
circumstances had arisen
after Parliament went into
recess, which render it
necessary for him “to take
immediate action.”
In 1969, Justice J.C. Shah
noted in the Supreme Court
that “exercise of the power is
strictly conditional” and
pointedly remarked: “Determ-
ination by the President of the
existence of circumstances
and the necessity to take
immediate action on which
the satisfaction depends, is
not declared final.” In 1980,
the court said, “That power
was to be used to meet
extraordinary situations and
not perverted to serve
political ends.”
The only abuse the Supreme
Court nullified was re-
promulgation. Ordinances
are open to judicial review.
The Supreme Court ruled that
“the test is whether the
satisfaction is based on some
relevant material. The court...
will not determine the
sufficiency or adequacy of the
material”. This is wrong.
The court ought to have
ruled that circumstances
which could not possibly
justify the conclusion that
“immediate action was
necessary” render the
ordinance unconstitutional. It
did not. Seventy years after
Independence, India remains
chained to the doctrine of
subjective satisfaction which
Britain, where it originated,
discarded long ago.
The ordinance is, both, a
blot in and a blot on the
Constitution. No court can
erase it. But the Supreme
Court can insist on proof of
the existence of
circumstances which render
immediate action necessary;
not merely desirable or
convenient.

formed itself from a party of
the mainland into a party
with grassroots. The
makeover is nowhere more
significant, of course, than in
Tripura. Incumbency — 20
years of uninterrupted rule
by Manik Sarkar — sum-
marised the defeat of the olde
worlde charm of the people’s
struggle by a combination of
aspirations and possibilities
that the BJP marketed.
Tripura was a lonely bas-
tion, in a terrain that has sig-
nificantly changed colour in
the past 10 years, shifting
away from the Congress to
the BJP-Sangh Parivar. The
Northeast is not entirely
Congress-mukt (liberated
from the Congress’ strangle-
hold) because Meghalaya has
not succumbed, as yet, to the
saffron appeal. But Nagaland
is an extraordinary exem-
plar; its politics is pragmatic
and illustrates just how flexi-
bile, if somewhat puzzling,
the BJP’s strategy for win-
ning can get. It hedged its bets
by getting into an alliance
with one and having a part-
nership with the other, that
is, it ran with the challenger
and the incumbent in
Nagaland as a partner of the
outgoing Nagaland People’s
Front and as ally of the
incoming National
Democratic Peoples’ Party.
The BJP has been working
on its Northeast strategy for
several years. To establish
itself as a truly national
party, it had to win where the
Congress had been
entrenched for so long or had
been the party that had called
the shots as it grappled with
militancy, insurgency and
terrorism. It needed to use its
biggest advantage, that of
starting things off with
regional actors on a clean
slate. The signing of the
framework agreement with
the warring factions in
Nagaland in 2015 was one sig-
nal and this made it impera-
tive that the BJP wins in the
state in 2018.
After Assam and Manipur,
the saffron capture of the
Northeast was a war that the
BJP has fought with all that it
had. The defence by the
incumbent parties — CPI(M),
Mata’s embrace. In that, the
BJP has succeeded. It has
used every weapon in its arse-
nal to sell itself as an attrac-
tive proposition, banking on
the fact that most of the lead-
ership in the Northeast states
were old, worn and needed to
retire. It also leveraged its
winner cachet, that had an
appeal for the new generation
of voters. It spent effort and
resources on countering the
impact of the “Hindu nation-
alism — Beef Ban” aspect of
its politics, by specifying that
the Northeast was different.
It was a clever strategy
designed to appeal to the
pride of people with distinc-
tions.
In Tripura too, the BJP cor-
rectly identified the CPI(M)
as an isolated sitting duck.
The overwhelming majority
of the state’s population has
nothing in common with the
rest of the Northeast and its
tribal politics is very differ-
ent as well. The CPI(M), after
20 years of uninterrupted
power, had converted itself
into what it thought was an
invincible fortress, by suc-
cessfully marginalising the
Congress as the Opposition
and becoming the only rele-
vant party in the state. It had
dealt “firmly” with tribal mil-

itancy and therefore thought
it was unassailable.
Tripura was an open invita-
tion to the BJP to offer an
alternative as the CPI(M) had
become a complacent and
arrogant occupant. Even
though it was fully conscious
that it should not underesti-
mate the BJP, it did not know
what it should do. To have
imagined that the impeccable
Manik Sarkar was all that
was needed to steer the party
to yet another win after four
terms in office, despite the
hard and unambiguous mes-
sage from voters in West
Bengal, where the CPI(M) had
been similarly entrenched
that abuses of power could
exceed the limits of people’s
patience, was sheer stupidity.
The choice to make a
change was a powerful dri-
ver; it sent the BJP’s vote-
share zooming to over 40 per
cent from an insignificant 1.5
per cent in 2013. It was not the
alleged tampering with vot-
ing machines or flooding the
state with cash that turned
the BJP into a winner; it fig-
ured out what the new gener-
ation of voters, a tragically

against Mr Sarkar and the
local leadership of the CPI(M)
in Tripura. It is also a verdict
against the idea of the
CPI(M). Even though a mem-
ber of the party’s politburo,
the select few within the
CPI(M) who steer the course
of the party’s political engage-
ment, Mr Sarkar was not only
out of his depth, but it was out
of bounds for him as a “disci-
plined” soldier of a party to
usurp the authority of the col-
lective leadership, which is
deeply divided and has lost
focus and direction on what it
should do and how it should
do it. Perhaps the burden of
the CPI(M)’s expectations, of
holding the BJP-Sangh
Parivar ideological assault on
the secular, democratic ideals
of India at bay, was more
than the voters of Tripura
wanted to bear.
Tripura, as the BJP’s Sunil
Deodhar, the man who cam-
ped in the state for two years
and built up the organisation
from scratch, was an ideolog-
ical war. The CPI(M) failed to
gauge that the election in
Tripura was a confrontation
between the Sangh Parivar’s
plans for Hindu Rashtra, that
is India, and the CPI(M)’s
idea of a secular, plural,
Adityanath bringing up the
rear.
The next battleground in
the ideological war between
the BJP and the CPI(M) is
Kerala. Unlike West Bengal
or Tripura, where the CPI(M)
had no serious challengers
till the BJP in 2018 and
Mamata Banerjee in 2011, the
Congress and the CPI(M)
have alternatively held
power in Kerala. The idea
that the BJP now seems to be
working with is that it is the
party in waiting in Kerala,
rather than the Congress.
In order for the public
sphere to operate within the
rules of a game that the BJP
can fully control, the decima-
tion of the CPI(M) seems to be
a political necessity. What
this means in very ordinary
terms is that while the BJP
can send the Congress scurry-
ing to temples as proof of
faith, it cannot do so to the
CPI(M). Until it can uproot
the CPI(M), the BJP will not
be comfortable, perhaps as an
anti-BJP political alternative
would welcome the CPI(M),
as it would give credibility to
its plans or simply because it
is an ideological enemy.

stirred a major contro-
versy in Uttar Pradesh follow-
ing his appointment as addi-
tional director-general of
police (ADGP) of Gorakhpur,
chief minister Yogi Adityan-
ath’s home base. The state gov-
ernment has been accused of
appointing the cop because of
his past affiliation with the rul-
ing party.
Sources say that Mr Sherpa
had sought voluntary retire-
ment (VRS) in 2008 and report-
edly joined the BJP to contest
from the Darjeeling Lok Sabha
seat. However, his plea for the
VRS was turned down by the
Union home ministry as he had
not completed mandatory 20
years of service. Reportedly,
Mr Sherpa was “missing” for
four years and “rejoined” the
UP police in 2012 as superin-
tendent of police. He was pro-
moted as DIG and again as IG
in 2013 itself and was finally
made ADG in January 2016.
It is certainly an odd case, of
perhaps being the only officer
in the IPS who was absent for
four years, engaged in active
politics and then returned to
the fold. The UP home depart-
ment, however, says that
“nothing amiss” has been
found in Mr Sherpa’s service
records. But many serving and
retired IPS officers claim that
the government is being “soft”
towards the officer who is
liable for dismissal from ser-

e have never seen

in an election
concerning
India’s Northeast as we did
this week. I usually wake up
early, around 5, and was sur-
prised to see that on
Saturday before 7 am the
news channels were all
ready with their panellists,
awaiting the results in
Tripura, Meghalaya and
Nagaland.
This is a good sign for us as
a nation. I remember a few
years ago, the magazine
India Today running an edi-
torial which complained
about how India was ignor-
ing the Northeast. In that
same issue, which was cov-
ering some eight or so state
Assembly elections, the mag-
azine’s cover featured only
five larger states from North
India, ignoring the Northe-
ast ones also going to the
polls. This attitude seems to
be changing and that, as I
said, is good for us.
The results were fascinat-
ing, especially the one in
Tripura. India is one of the
last remaining major democ-
racies to have active
Communist parties and they
add great colour and value to
our politics even if they have
become a much reduced
force. However, I’d like to
focus on the Congress today.
After winning some byelec-
tions in Rajasthan in
February, Congressman
Sachin Pilot said: “To win
states, you have to win
municipal elections, ward

elections, etc. Those are elec-
tions that form the bedrock
of an organisation. We have
to win states. No party can
think of conquering New
Delhi nationally unless they
have a good number of states
under their belt.”
Why are states important
to win for national parties?
What is the significance of
local power? That was what
we should have a look at
because the Congress has
been squeezed out of power
in more states today than it
has ever been in history.
Perhaps that will change
later this year when some
states like Madhya Pradesh,
Rajasthan and Chhattisgarh
go to the polls. Why is it vital
for Congress president
Rahul Gandhi that his party
perform well in the months
leading up to 2019?
The first advantage is the
most obvious one. Being in
power is what politics is
about. The party can execute
the specifics of its ideology
and therefore set the agenda.
For example, the BJP could
make beef and cattle
slaughter a national issue
for months by banning it in
Haryana and Maharashtra.
The second advantage is
that power at the level of cor-
poration and state Assembly
gives politicians the agency
to serve their constituents.
Most politicians begin and
end their day with people
pestering them for all sorts
of things from electricity
connections to admissions
for their children. It is the
Ralph Lauren and Gucci, Hermès,
Prada and Cartier — and the two
party in power that can
deliver this and not the
Opposition.
The third aspect is funding.
This works in two ways. The
reality is that leaders make
and take money for their
party, even when they may
not be personally corrupt.
There is an excellent anec-
dote about this by late jour-
nalist Dhiren Bhagat in his
book Contemporary
Conservative, about V.P.
Singh. Official funding from
corporates also will flow
towards the party in power
for obvious reasons.
The fourth and related
aspect is that of spending by
candidates. Individuals who
are contesting for parties,
which are usually in the
Opposition, will not spend as
much of their money on
their campaign. This results
in their not being as compet-
itive.
The fifth aspect is that the
party in power can control
messaging. For example,
through government spend-
ing on advertising. The
largest advertiser in India is
the Union government. Last
year it spent `1,280 crores on
advertising the Prime
Minister and his schemes.

nance through local power,
it will be difficult for
Mr Gandhi to automatically
become a contender nation-
ally in 2019.

Raghubar Das, asking for a
probe against Ms Verma and
senior IPS officer A.P. Singh

its merits, has the tendency
to fragment academia.
Universities become an
aggregation of silos of spe-
cialisation and not an inte-
grated whole with which stu-
dents and the faculty can
identify.
Secondly, the hitherto
excluded segments of our
society are finding their way
increasingly into the privi-
leged club of university edu-
cation, reflecting the signifi-
cant changes happening in
our society. Social change
spews up dormant tensions.
Third, 'freedom' is under-
stood more as 'freedom from'

realise that threats to freedom of
expression on university campuses
isn't a new phenomenon. As far back
as in 1994, the American Association
of University Professors had let its

tion said. "No viewpoint or message
may be deemed so hateful or disturb-
ing that it may not be expressed. An

I remember my days as an interna-

comes to race or religion, but it is
subdued to a certain extent in a
learning environment. Additionally,
students are exposed to people from
different cultures and races on a

Free speech is a precious right and
should remain so. Being an educa-
tional institution, a university
should be a beacon of hope and set a
prime example of freedom of expres-
sion. However, I understand why uni-
versities sometimes act to pre-empt
violence or unruly behaviour on
campuses. University policies are
designed to check deviant or anti-
social behaviour and such regulation
helps to keep a check on individuals
that try to disrupt the free flow of

attainable goal. According to a
recent survey of 3,000 college stu-
dents by Gallup for the Knight
