and another to protest the impeachment

administrator, again behind this “red
shirt campaign” which insiders at the

position to CJ Sereno and support to the
impending impeachment at the House of
Representatives and the eventual trial at

and immaterial. Let Duterte prove his
innocence.

who said Sabio’s case is good material
for the mental hospital and presiden-
tial spokesman Harry Roque who gave
the assurance that his President would
face any investigation as his client has
been tired anyway of repeatedly being
accused as a mass murderer. Good grief,
Charlie Brown!
These are bad excuses, and showed
they are not doing their homework on
the implications of the “Davao Death
Squad” and the “war on drugs.”
The Philippines is a signatory to the
Rome Statute. How about delisting the
country as a member? Problem is, you
cannot just waive your membership that
easily. You have to wait at least a year
before the ICC could decide and act on
that “request.”
“The Punisher” could end up receiv-
ing punishment himself instead.
The legal battle is undoubtedly an
uphill climb. But Sabio is undaunted.
“The fight will continue until the desired
result is achieved,” he told me.
And what’s Sabio’s “desirable out-
come”? According to the lawyer, that

cooperative to be called ARC Renew-
able Energy Cooperative. It will be
registered with the Cooperative Devel-
opment Authority.
This coop, once formed, will not take
over the distribution of electric energy
to end-users but will hopefully supply
clean energy to the local franchised
distribution utility at a lower price. One
former Cepalco executive doubts if this
is possible, but many have already cast
their stones on Dave’s calculations.
A cooperative or coop is an autono-
mous association of persons who volun-
tarily unite to meet their common needs
and aspirations through a jointly owned
and democratically controlled enterprise.

‘Statue of lim-
itations’
THE women in Hollywood in this era
of #MeToo and Time’s Up must have
realized by now that even the Academy
Awards statuette is Ms. Behavin’
named after a man,
Oscar.
Way back in
1931, Margaret
Herrick, who was
then the Academy’s
librarian, supposedly
said that the statuette
resembled her Uncle Netnet
Oscar. And the rest, as Camomot
they say, is history.
Watching the Oscars was like a trip
down memory lane as we recalled all
the movies we had absorbed by then,
with some of them ending up as nomi-
nees in the series of awards shows that
culminated with the Oscars last Monday
morning (Sunday evening in the US).
Here’s one example. The nominees
for Sound Mixing were “Baby Driv-
er,” “Blade Runner 2049,” “Dunkirk,”
“The Shape of Water,” and “Star Wars:
The Last Jedi.” The only movie in this
category that we failed to watch was
“The Shape of Water.” Why? Because
I thought I couldn’t take a love story
between a syokoy and a woman.
And then, I began to calculate the
total amount of movie tickets bought
so far and… Oh. My. Gosh. There’s the
lunch, dinner, or snacks before the mov-
ie; popcorn, hot dog, and diet soda while
inside the theater; another lunch, dinner,
or snacks after; and coffee or hot choco
before going home, with that coffee
sometimes morphing into McChicken
sandwich, large fries, and diet soda. Add
all that and it’s ka-ching ka-ching! Plus
this: at least two pounds added to the
body weight the morning after. Hmmm.
Netflix, anyone?
But “Water’s” victory as best picture
definitely inspires our curiosity, with
Jimmy Kimmel, who hosted the Oscars
again, saying in his opening monologue
that “we will always remember this year
as the year men screwed up so badly,
women started dating fish.” Which
gives new meaning to “There are plenty
of fish in the sea,” meant to heal the
wounds of a broken heart.
This was the 90th Oscars, and Kim-
mel also included this in his monologue,
saying, “Our friend Oscar is 90 years
old tonight, which means he’s probably
at home right now watching Fox News.”
Oscar’s age prompted some pre-
senters and winners to mention their
90-year-old and even 99-year-old moms.
When Helen Mirren, 70, in pre-
senting the award for best actor, said,
“Jane and I are very honored to have
been asked to present on Oscar’s 90th
birthday!” her co-presenter Jane Fonda,
79, replied, “Especially when we found
out he’s older than we are.” To which
Mirren responded, “Isn’t that the point?
I mean that’s an anomaly here in Hol-
lywood. Having an older man with a
younger woman.”
Gary Oldman, who won the best
actor Oscar for his role as Winston
Churchill in “Darkest Hour,” thanked
his mom: “She is 99 years young, next
birthday. And she’s watching the cer-
emony from the comfort of her sofa. I
say to my mother, thank you for your
love and support. Put the kettle on. I’m
bringing Oscar home.”
Kimmel’s monologue, however,
didn’t stop at Oscar’s senior-moment
age. “After all the years, after all the
awards given for achievements in show
business, Oscar is still No. 1. No ques-

In Defense of Human Rights
and Dignity Movement

GENERAL Santos City -- I do
not believe Lt. Col. Cabunoc
when he claimed that Mulong
Solivio is a member and sup-
porter of the CPP/NPA.
But before I discuss this, let
me emphasize, first, that one’s
membership to any revolution-
ary group was already decrim-
inalized immediately after
the advent of the Edsa People
Power Revolution.
Therefore, granting argu-
endo that Mulong Solivio is
really a member of the CPP/
NPA, there is still no reason
for Lt. Col. Cabunoc to arrest
and incarcerate him. By being
a member of the CPP/NPA,
Mulong is not committing any
crime under our existing laws.
Imprisonment of a person for
reason of his political belief is
prohibited by the bill of rights
enshrined in the Philippine
Constitution.
As long as he does not rise
in arms against the govern-
ment, Mulong Solivio is not
committing any crime that will
justify his arrest and incarcera-
tion even if Mindanao is under
the state of Martial Law. Mere
membership in a revolutionary
group is not rebellion under
our existing criminal statute.
I can only hope that Lt.
Col. Cabunoc understands this
too well.
Furthermore, even if it is
true that he is participating
and supporting the rallies and
pickets of the CPP/NPA’s legal
fronts, Mulong Solivio does

not, still, commit any crime.
The right to peaceably assem-
ble for redress of grievances
and the right to express one’s
opinion are inviolable rights of
individuals. These rights are
guaranteed by the Constitution.
But, what is sure for me
is: Mulong is not a member
or a supporter of the CPP/
NPA’s armed struggle. He is
just simply an activist and a
progressive thinker whose
primary goal is to balance the
social landscape so that every
person could have access to
decision-making and become
meaningful participants to the
processes of growth and devel-
opment.
As, then, mayor of Surallah,
Mulong Solivio was our part-
ner in the implementation of
our institution’s development
and governance program which
batted for the transformation
of barangays into sustainable,
autonomous, self-sustaining
and empowered basic govern-
ment institutions and, at the
same time, for the formation
of empowered and sustainable
communities.
We call this dual-power
governance and development
strategy.
In the pursuit of this pro-
gram, our development and
governance institution, in part-
nership with the Municipality
of Surallah, under the auspices
of, then, Mayor Solivio, en-
gaged in the formation of com-
munity-based and sector-based
organizations in the 17 munici-
palities of Surallah.
Mulong Solivio was not
just a fence-sitter in the im-
plementation of this program.
He accompanied us even up
to the remotest villages of the
municipality to spread the
importance of people’s direct
and meaningful participation in
the processes of policy-making
and development.
He was too convinced,
then, that the empowerment of
the barangay and basic social
institutions is a key to genuine
growth and development.
One day, 15 armed members
of the CPP/NPA paid a noctur-
nal visit to Tutong Dignadice,
the chairperson of the farmers’
organization which we estab-
lished in Barangay Canajay,
Surallah, to ask him to stop
kowtowing with the organiz-
ing project of Mayor Mulong
Solivio.
The NPA commander ac-
cused Mulong of slowing down
the success of the people’s
revolution through the imple-
mentation of what he called a
reformist project.
Mulong Solivio, upon hear-
ing what had happened to his
organizer, he asked us to hide
Tutong Dignadice in the urban
centers of General Santos City,
so that he may be situated
outside the sphere of danger,
which we did.
This incident triggered heat-
ed verbal exchanges over radio
station DxCP between me and
Noel Ligaspi, popularly known
as Ka Efren, spokesperson of
the CPP/NPA for Far South
Mindanao.
Ka Efren and his wife had
lately surrendered to the mili-
tary, for an unknown reason.
I even suspected that my
inclusion in the diagram of the
CPP/NPA, which was pub-
lished in its official publication
“Ang Bayan”, indicating that
I was one among those in the
CPP/NPA’s Order of Battle,
was caused by our organizing
project in Surallah, which for
the CPP/NPA was a reformist
project.
This alone would prove that
Mulong is not a member of the
CPP/NPA. He is just an activist
and a progressive thinker.
By the way, I condemn the
act of the military of using Ka
Efren as a tool against his com-
rades in the CPP/NPA. Worst,
he is being reportedly used for
the military’s witch-hunting
operations.
For many decades, Ka Efren
lived the life of the hunted in
the pursuit of his revolutionary
works. The military should al-
low him now to find his peace
with his family.
To use Ka Efren against
his former comrades is the
cruelest of all acts, and must
be strongly condemned by our
current civilization. For this,
I appeal for the intervention
of Governor Daisy Avance
Fuentes.
Going back, indeed, Mu-
long Solivio has in his record a
history of the struggle for the
oppressed and the disadvan-
taged.
One time, he accompanied
the people in lying, en masse,
on the tarmac of the Surallah
airport in order to prevent
the planes of a multi-national
company engaged in the ba-
nana and pineapple plantation
business from flying for the

aerial spraying of the vast ba-
nana and pineapple plantation
of this same company.
Mulong Solivio is a per-
manent fixture in march-ral-
lies initiated by either envi-
ronmentalist groups, church
groups or other activist
forces. He always loves to be
in the company of the masses
and the basic sectors. This
is exactly a kind of a public
official that we need now.
Rather than protecting
capitalist interests, Mulong
Solivio, as a public official,
walks with the masses to ar-
ticulate their issues and their
concerns for the future.
The military should appre-
ciate him, and not threaten
him of arrest and imprison-
ment. We can seldom find
a politician, like Mulong
Solivio, in the country today.
Lastly, the fate that is now
befalling Mulong Solivio is
the reason why we oppose
the extension of martial law
in Mindanao.
The moment the power of
martial law surges into the
heads of military officials,
our society will be plunged
into danger. The unbridled
power that the military
wields during Martial Law
could be used to tear apart
our sacred rights and our
dreams.
We should speak up now,
while we still can!

that the impeachment pro-
cess is both a political and
justiciable exercise, we may
however remind members of
the judiciary to leave politics
to the political organs of gov-
ernment.
At the end of the day,
whether political or justicia-
ble, the primary objectives of
impeachment, as in any other
democratic processes, is the
cause of justice.
The people have already
seen enough of the Supreme
Court intramurals and incur-
sions by supposedly co-equal
branches, the legislature and
the executive.
The majesty of justice
is lost when justices allow
themselves to be baits when
the pawn of the impeachment
fishing expedition – lawyer
Lorenzo Gadon – proved to be
an epic fail.
The members of the ju-
diciary should broaden their
views on the matter and focus
their energies to strengthen
the institution as a vital cog
in checks and and balances in
government and a last bastion
of democracy.
The impeachment of CJ
Sereno comes at a time when
the Bill of Rights of the Con-
stitution which should limit
the powers of the state is being
attacked.
Although the least power-
of state forces, the judiciary
is the most pervasive and in-
vasive to citizens’ rights. It is
the only branch of government
that can legally suspend the
citizens’ rights to due process

associate at the University of the
Philippines Los Baños’ College of
Public Affairs and Development,
the study assessed the two gov-
ernment initiatives agribusiness
venture arrangements (AVAs) and
sugarcane block farming (SBF)
for the modernization of agricul-
ture.
Both the AVAs and SBF are
land consolidation modalities
wherein farms may be owned in-
dividually or collectively, but farm
operations are done collectively
through a cooperative or agrarian
reform beneficiaries organization
(ARBO).
The study recommended that
AVAs and SBF arrangements
should be encouraged but the

erty Rights (NCIPR) in 2017,

DIVERSIFIED conglomerate
San Miguel Corp. (SMC) on
Monday announced the start of
the offer period for up to PHP30
billion worth of fixed rate bonds,
raising fresh funds to either refi-
nance debt or invest in its exist-
ing businesses.
SMC, in a disclosure with
the Philippine Stocks Exchange
(PCE), said the Securities and
Exchange Commission (SEC)
issued on March 2, a permit to
offer for sale some P20-billion
fixed rate bonds , with an over-
subscription option of up to P10
billion.
The bonds, which represent
the third tranche of the conglom-
erate’s P60-billion shelf registra-
tion, include five-year Series E
Bonds due 2023, seven-year Se-
ries F Bonds due 2025, and 10-
year Series G Bonds due 2028.
These carry fixed interest rates
equivalent to 6.2500 percent,
6.6250 percent and 7.1250 per-
cent per annum, respectively.
The offer period would run
until March 9 this year. The
bonds will be listed in the Philip-
pine Dealing & Exchange Corp.
on the issue date on March 19.
SMC said the entire proceeds
of the offer will be used either
for refinancing the existing loan
and/or re-denomination of US
dollar denominated obligations,
or investments in its existing
businesses, such as SMC Global
Power Holdings Corp. (PNA)
