A site visit was effected with MrRadhaysite agent for PADIACHY CONTRACTORS LTD
regarding minor works for CWA/2012/49. The CWA network was built along Bathfield
Street towards the Cemetery and along the road at Cite Nazareth School, Tranquebar.
Reinstatement of the road was satisfactorily done by PADIACHY CONTRACTORS LTD.
Observations
The asphalt was found to be of satisfactory condition
Core test were done by the contractor
No defects were present along the said roads.

SUBJECT : SITE VISIT WITH CWA FOR ROAD FINAL ACCEPTANCE CERTIFICATE
A site visit was effected with Mr. Ramchurn from the Central Water Authority on 10th January
2018. The CWA contract CWA/2014/139/Z1: “Renewal of old pipeline at Tranquebar along
Cotillon St, Duclos St and Prince Alfred St” has been completed. The maintenance period of the
said contract has ended. The roads are in good condition and satisfy the criteria of the wayleave

A site visit was effected on 20/02/2018. Apparently the complainant’s blockwall has
been damaged and collapsed in his own property. According to him, the blockwall has
been acting as a retaining wall against water runoff. The collapsed wall is approximately
2.5m long and 2m high.
The road adjacent to the boundary wall is partly made up of concrete and an asphalt
layer on top. The base of the road at that specific position appears to be slightly
damaged and will weaken over a period of time. Attached is a picture of the collapsed
wall and the said “impasse”.
Now the crux of the issue is whether the council can undertake works in a private
property. If so the cost of the retaining wall of height should be around Rs 70,000. I
believe that, LS should also provide a site plan outlining the boundary reserve of the
complainant with respect to the road.

Following a site visit on 21/02/2018, it was observed that the water is in a bad state in
the said drain. I understand that the Health Department issues notice to residents
involved in illegal discharge in storm drains. Their inspectors should enlist the help of
the Cadastral Section and Surveying department to initiate a survey prior issuing notice.
As it is now, they should put solvents to kill bacteria and germs in the water.
Regarding the construction of a new drain, it is a very costly option as the proposed
length is nearly 175m from Malakoff St to Crimea St. An approximate cost would be Rs
3,500,000 with reinforced concrete slab and metal gratings. This project could come to
fruition if it is NDU funded.

Recently the RDA had asphalted all roads around the garden and I believe they
themselves can initiate drain works. Otherwise the NDU could outsource funds to the
MCCPL in order to implement a network so as to solve the issue of stagnant water.

Following the complaint OM 319 from Hon. Gowkaran Oree, a site visit was effected at
said location. The structure is found in a very remote location upstream at Valley Pitot
near Eidgah. Both the retaining wall and canal are in poor condition. It seems that the
canal’s base has been damaged due to heavy rainfall and collapsed due to soil erosion.
As a result, the retaining wall below the canal suffered major settlement and collapsed
due to the extreme load. Major upgrading is required for both structures as they might
collapse in the long term. The cost of repairs for both canal and retaining wall amounts
to Rs 1 million.

A site visit was effected at the said location. The complainant himself was present to discuss a
flooding issue at the cross drain between Anthurium and Portulacas street. According to Mr.
Armoogum, the drain lacks depth to channel water runoff during heavy rainfall and that the slab
covers are in poor condition. Thus he is asking the Municipality to change most of the old/ broken
slabs, replace them with new ones and clean the debris inside to facilitate water flow.

Following the complaint CRS 138, a site visit was effected at the Ruisseau du Pouce near Mr.
Gerard Leung house based on the attached site plan. My first observation was to notice boundary
walls (blockwork) built on top of the existing stone retaining walls. At a given position, stones
from the retaining wall have eroded (approx. a stretch of 2m long by 1m wide). See attached
pics. Most probably they eroded due to the excess water movement. Vegetation has also been
growing in the space, weakening the structure. The cost of repairs for that stretch with reinforced

Following the complaint CRS 225, a site visit was effected at Emile Basset St. The road is in poor
condition and has numerous potholes. It was also noted that there is no drain network along the
said street resulting in major flooding of surrounding homes during heavy rainfall. The length of
Emile Basset until St Croix Govt School is 140m long and 6m wide. It starts from Crner St Croix
